MINUTES OF TB. PARIS ECONOMIC DEVELOPMENT CORPORATION
REGULAR MEETING
December 13, 1995
The Paris Economic Development Corporation met in ~ regular
meeting on Wednesday, December 13, 1995, at 4:00 P.M'. in the
City Hall North Annex, Fire Training Room, Paris, Texas.
President Philip Cecil called the meeting to order with the
following boardmembers present: Dick Amis, Curtis Fendley,
Leon Williams and Barney Bray. Also present were ex-officio
board members, Bobby Ray Walters, Dr. Marshall Dougherty, and
Ike Jewett.

President Cecil stated that the next item on the agenda was
approval of the minutes from the previous meeting of the Paris
Economic Development Corporation. He asked if there were any
corrections or additions to the minutes of the previous
meeting, and there were none. Boardmember Curtis Fendley made
a motion, seconded by Boardmember Leon Williams to approve the
minutes as presented and the motion carried unanimously.
City Manager Michael E. Malone entered the meeting.
President Cecil asked Mr. Gene Anderson, Director of Finance,
to give the financial report. Mr. Amderson gave the report.
President Cecil called for questions and there were none.
Boardmember Bray made a motion, seconded by Boardmember Fendley
that the report be approved as presented. The motion carried
unanimously.
City Attorney T. K. Haynes entered the'meeting at this time.
President Cecil stated that he had no report to give at this
time.
President Cecil asked Mr. Vest to make his report. Mr. Vest
advised that- due to advertising they had received fifty-eight
inquiries since the last meeting. He said he attended the
Chemical Processors Trade Show this past week in New York.
Mr. Vest stated they purchased a list from the Economic
Research Council which is an analysis of capital spending for
1996. He said they are currently in the process of putting
this information on the computer, and will contact a number of
the companies on this list in hopes of future prospects.
Mr. Vest said that he has a meeting Thursday with the Executive
Director of the Texas Department of Commerce to discuss the
overall program at the Texas Department of Commerce.
Mr. Vest said another item he would like to discuss is the
abandonment of the Texas Northeastern Railroad lines from Paris
to New Boston. He said the railroad has filed a petition to
abandon the line from Paris to Clarksville. Mr. Vest said we
need to investigate maintenance of the right-of-way even if the
railroad line is abandoned because that's our only access into
some areas in South Paris identified as potential industrial
sites. Also, he said if we ever had a project that needed rail
into the airport, we would never get it out there if we lose
the right-of-way. He said this was for the Board's information
only. He said the Transportation Committee of the Chamber has
appointed a subcommittee to meet with the Texas Department of
Transportation to discuss maintaining the right-of-way.
County Judge Chuck Superville entered at this time.
President Cecil asked Mr. Vest and City Engineer Earl Smith to
bring the Board up-to-date on the BITCO Project. Mr. Vest said
everything is falling into place with one minor problem which
should be taken care of shortly.
City Engineer Earl Smith stated that he'has a site plan started
on the project and the buildings are ordered and should be
delivered in a few weeks. He said they had tentatively staked
the site. He discussed various items related to the building
and location of the project. President Cecil asked for
questions and there were none.

President Cecil asked Boardmember Amis to give his report
regarding the purchase from the Paris Industrial Foundation.
Mr. Amis said that the surveyors and lawyers were still working
on this purchase. Boardmember Amis said at this time we are
just waiting on the technicality of obtaining the field notes
from the surveyor. President Cecil said as soon as the
surveyors field notes are received then the Paris Industrial
Foundation will be able to approve and give the Paris Economic
Development Corporation a deed to the property at which time
the purchase price will be paid to the Paris Industrial
Foundation.
President Cecil welcomed Lamar County Judge Chuck Superville
as an ex-officio member since he is the new Lamar County Judge.
President Cecil asked if there was any other business and there
being none he declared the board meeting adjourned.
