MINUTES OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION
REGULAR MEETING
February 14, 1996
The Paris Economic Development Corporation met in a regular
meeting on Wednesday, February 14, 1996, at 4:00 P.M., in the
City Hall North Annex, Fire Training Room, Paris, Texas. Vice
President Curtis Fendley called the meeting to order with the
following boardmembers present: Dick Amis, Leon Williams and
Barney Bray. Also present were ex-officio boardmembers, Judge
Chuck Superville, Ike Jewett, Bobby Ray Walters, Dr. Marshall
Dougherty, City Manager Michael E. Malone, and City Attorney T.
K. Haynes.
Vice President Fendley stated that the next item on the agenda
was approval of the minutes from the previous meeting of the
Paris Economic Development Corporation. He asked if there were
any corrections or additions to the minutes of the previous
meeting, and there were none. Boardmember Barney Bray made a
motion, seconded by Boardmember Dick Amis to approve the
minutes as presented. The motion carried unanimously.
Vice President Fendley asked Mr. Gene Anderson, Director of
Finance, to give the financial report. Mr. Anderson gave the
report. Mr. Fendley called for questions and there were none.
Boardmember Amis made a motion, seconded by Boardmember Bray
that the report be approved as presented. The motion carried
unanimously.
Vice President Fendley stated that there would not be a
President's Report given at this time.

Vice President Fendley asked Mr. Vest to make his report. Mr.
Vest advised that due to advertising they had received several
inquiries since the' last meeting and they had good prospect
activity this past month. Mr. Vest said at the last meeting
they had discussed railbanking and what was occurring with the
Texas Northeastern Railroad. He said they started taking up
the rail last week, and the abandonment issue has been approved.
County Judge Superville stated he would like to discuss the
Texas Workforce Development Board for our nine county region in
Northeast Texas which includes nine county judges and
Texarkana's mayor. He said last week they decided to convene
on February 15, 1996, in Titus County to sign a letter of
intent to form the regional workforce board. He said that this
workforce board is a consolidation of all of the state programs
that perform job training functions in Texas. He said they
would like to put local industrial individuals on the board who
will keep us informed as to what is needed in the area of
workforce and training. Mr. Vest said we are very fortunate
that Judge Superville has taken a position of interest in
connection with this Workforce Board and Lamar County. Vice
President Fendley said he felt this was very important, and the
Board supports Judge Superville, Mr. Bobby Walters, and Mr.
Vest and asked them to keep the Board advised on this matter.
Vice President Fendley asked City Engineer Earl Smith to give
his report. City Engineer Smith said that he had a video
showing how the BITCO site is progressinq. Mr. Smith said that
everything is going real well at this time and their estimated
completion date is June 1, 1996.
Vice President Fendley asked if there was any other business
and there being none he declared the board meeting adjourned.
