Retention and Expansion of the Paris area existing industrial sector jobs. Goal II. Recruitment of new primary employers in manufacturing, distributionlwarehousing, and basic industrial activities by marketing the locational advantages and amenities of Paris. Goal III. Encourage start-up business and small business development through the entrepreneurial spirit of the Paris economic environment. Goal IV. Infrastructure development and workforce training to support the other goals of the Paris Economic Development Corporation. Definition of Business as used in this mission statement includes primary employers in manuf~cturing, distributionlwarehousing, and basic industrial activities that conduct a value-added activity that brings new dollars into the Paris economy. ORIGINAL CHARGE AS OFFERED BY THE PARIS CITY C~UNCIL Definition: To entrust or burden with; to command, instruct, or exhort with right or authority; to impose a task or responsibilities on. The Paris City Council charges the directors of the Paris Economic Development Corporation (PEDC~ with the following responsibilities and actioas: To focus all Corporation endeavors on implementation of the Mission Statement for the PEDC • To operate only in a manner consistent with all federal, state, and local laws. • To follow and implement the "501(c~ (3) Operational Guidelines" with the advice and counsel of the City Attorney of the City of Paris. @ • To follow the Council "Policy Directives" for the PEDC in carrying out the Council Charge. @ • To take all actions identified in the "Critical Path of Start-up." @ • To complete a'Strategic Plan" following the guidelines of the'Strategic Plan Process" by May 31,1994. @ • To clearly delineate in writing the roles of other community organizations in assisting the PEDC in carrying out the Council Charge. • To the very best of the Board's ability, make decisions that are the best legal, ethical, and long-term economic interests of the overall community of Paris. • To encourage employment growth in all segments of the Paris citizenry w~hout regard to race, creed, sex, or age. • To develop a comprehensive business incentive package and project approval criteria for adoption of the Paris City Council. • To follow the guidelines set out in the incentive package and project approval criteria. Resource Manual Prepared by Day and Associates for the PEDC PARIS ECONOMIC DEVELOPMEHT CORPORATIOH 4VERAI.L ECONOMIC DEVELt~PMENT PROGRAM Pursuant to the voters of Paris desires expressed in the May,1993, election, the Paris City Council created the Paris Economic Development Corporation (PEDC}. The charge of the Paris City Council was simple in statement: To develop a comprehensive business incentive package with approval criteria that would encourage employment growth, focusing all endeavors on the implementation of the Mission Statement. However, an overall economic development program is anything but simple. Economic development, in the fullest sense, is a mix af bringing money (new dollars) and investment into the City. The PEDC Program of Work develops specific actions and programs that take advantage of Paris' strengths and mitigate weaknesses in order to accomplish the Council's charge. It focuses the activities of the PEDC by concentrating on those programs that have the best chance of succeeding. The Program of Work involves the process of: • Establishing goals and objec~ves; • Concentrating on limited issues; • Developing general policy recommendations; and • Implementing specific actions. Integral to the process of selecting goals and objectives is the acknowledgment that there are restraints on the program and activities selected for inclusion. Besides the legal restric#ions that dictate how the sales tax revenues can be spent, there is the reality that to be successful the efforts of the Corporation must be targeted. OVERALL ECONOMIC DEVELOPMENT PR4GRAM PAGE -2- This program is founded on the retention, expansion, and attraction of industriaUmanufacturing activity because this economic sector offers Paris the best potential to expand and diversify its economic base - thereby creating and upgrading job opportunities and the Paris quality of life. The development and attraction of primary employers performing value added services and drawing new dollars from outside the immediate and limited confines of the Paris market will best accomplish this long-term objective. The long term commi~nent to economic development should be focused in the following area: • The retention and expansion of existing industry. • The marketing of Paris to recruit new industry. • The coordination and cooperation of all Paris entities to encourage the entrepreneurial spi~it for start-up business and small business developmen~ • The development of the community's infrastructure and training to support industry. GOAL.1. RE1'ENTIOH AND EXPAHSION OF EXISTING INDUSTRIES Retention and expansion of the Paris area existing industria! sector jobs. OBJECTIVE To maint~in and retain existing industry in the Paris area and encourage and assist the expansion of these currently existing industries and their employment base. acTioNs 1. Increase manufacturing sector employment. 2. Participate with the Chamber af Commerce Industrial Managers Group. 3. Recognize local industries for expansion, growth, and outstanding contribution to the Paris economy. 4. Work with the Chamber of Commerce to publish and distribute a directory of Paris and Lamar County manufacturers. 5. Work with local industry to secure prospect leads. 6. Make local industries aware of any and all assistance programs for the expansion of existing operations, such as: Enterprise Project, Tax Phase-In, Industrial Training, and Skills Development Fund. 7. Conduct cost-benefit analysis to be used in determining incentive packaging. 8. Utilize staff to effectively carry out all economic development functions of the PEDC. 9. Participate in the Northeast Texas Regional Mobility Council (NETMOB) to improve transportation facilities to the Paris area. G4AI. II. RECRUITMENT OF NEW PRIMARY EMPL4YERS Recruitment of new primary emplo~ers in manufacturing, distributionlwarehousing, and basic industrial activities by marketing the iocational advantages and amenities of Paris. OBJECTIVE Gain regional, state, and national recognition of the positive aspects of doing business in Paris, to attract new primary employers. acTioHs 1. Publish brochures that promote Paris as an optimal business location. 2. Develop advertising materials to be used in magazines, newspapers, billboards, and direct mail. 3. Develop advertising material for th~ Paris Industrial Park. 4. Create a virtual tour, on our website, to view industrial sites and buildings. 5. Develop target industry groups and conduct direct solicitation. 6. Participate with industrial allies in trade shows of target industry sectors. 7. Contact prospective industries for facility locations in Paris. 8. Develop a library of statistical and demographic information on Paris and the trade area. 9. Work in close cooperation with indus#rial allies, such as TXU Electric, Railroads, Texas Department of Agriculture, and the Governor's Office of Economic Development & Tou~ism. 1 Q. Participate in the American Chambers of Commerce Researchers Association (ACCRA) Cast of Living Survey. 11. Participate in the ACCRA Community Profile Program. GOAL 11. RECRUITMENT OF HEW PRIMARY EMPLOYERS (conf/nued) 12. Participate in the Texas Department of Economic Development Community Profile Program. 13. Explore regional development cooperatives 14. Pramote the "Freeport Exemption" of taxes on gaods in transit as a location incentive. GOAL 111, START-UP BUSINESS AND $MALL BUSINESS DEVELOPMEHT Encourage start-up business and smail business development through the entrepreneurial spirit of the Paris economic environment. OBJECTIVE To have new innovative businesses develop in Paris, as well as to increase the small business sector. ACTIONS 1. Coordinate closely with the Small Business Development Center to provide assistance in the development of business plans and creative financing. 2. Work with the Ark-Tex Council of Governments to develop a Revolving Loan Fund for Paris small businesses. 3. Work with Ark-Tex Council of Covernments to utilize the Chapman Revolving Loan Fund. 4. Work diligently with city government to establish one-stop, fast track business permitting. 5. Promote the Paris Enterprise Zone Pragram as a locational incentive. 6. Encourage and assist new industrial support services. 7. Promote city's Revolving Loan Fund. GOAL IV. INFRA►STRUCTUREITRAINIHG Infrastructure development and workforce training to support the other goals of the PEDC, OBJECTIVE Provide necessary support systems to entice existing industry to expand in Paris and new industries to locate in Paris and provide a trained and ready workforce far industry. ACTIONS 1. Support the improvement and preservation of transportation access into Paris, ground, rail, and air. 2. Consider forming partnership with TxDOT to help fund completion of SW Loop 286, with an overpass over the railroad tracks in front of Kimberly- Clark. 3. Potentially start on Phase 2 of the Paris Industrial Park. 4. Consider a model building program to attract prospective industry, utilize a private contractor/investor if possible. 5. Coordinate industry training needs with local school districts and Paris Junior College. 6. Support the Texas Workforce Commission and the Loc~l Workforce Development Board in providing training and assistance to the Paris' area workforce. 7. Promote the Skilts Development Fund to Finance training of Paris area technical worlcforce through Paris Junior College. 8. Support the Texas Air Quality Coaiition to maintain Paris' attainment status.
