APRIL 3, 2000
The Planning and Zoning Commission met Monday, April 3, 2000 at 5:30 in the City Hall -Council
Room, Paris, Texas with the following members present:
1. Reeves Hayter 5. Curtis Fendley

4. Bill Coleman 8. Louis Yates, Jr.
Earl Smith, the city engineer was also present.
The meeting was called to order by Reeves Hayter.
The minutes from the March 6, 2000 regular planning and zoning meeting were approved
with a motion by Curtis Fendley seconded by Joe McCarthy. Motion carried by a vote of 8
ayes and 0 nays.
2. The next item was tabled at the March 6, 2000, meeting. Motion was made by Joe
McCarthy and seconded by Louis Yates to bring item from table. Motion carried by
a vote of 8 ayes and 0 nays.
3. Public Hearing to consider the petition of Cindy G. Bowlin for a change in zoning from
a Two - Family Dwelling District (2F) to a Two - Family Dwelling District (2F) With
Specific Use Permit (24) Institutions of Religious Nature, Lot 1, City Block 32, being
number 1202 Pine Bluff.
The public hearing was declared open.
Cindy Bowlin, 1325 18' SE, spoke in favor of the petition. At the last meeting, questions
revolved around parking and how many people would be residing there. There would be no
more than 15 residents and no more than 5 vehicles for parking. Residents will not be
allowed to have vehicles. The house has a 13 passenger van for transporting residents.
Ms. Betty Ellis Brown, Powderly, Director of Family Haven stated that the community needs
this service because Family Haven does not help with transition housing. She has worked
with Ms. Bowlin for the past 24 years at Chance, Inc.
Rev. John Kelly, the pastor of Faith Presbyterian Church, favored the petition stating that
from his ministry he knows of the great need for this service. This ministry will allow
women to get off welfare and be independent.
Dennis Nelms, 1250 Pine Bluff, who owns the house, has a 3 car parking garage. The next
door neighbor has agreed to allow parking on her property which can park up to 9 cars.
Ms. Carolyn Clear, 2640 Pine Bluff, whose father is pastor at the church, knows about the
need for this type of home that will provide education for the women enabling them to get
off welfare.
Ms. Michelle Berryhill stated that everyone who lives on Pine Bluff must back into the street.
Jerry Haning,1213 Pine Bluff, opposed the petition with concerns about parking. He stated
that it is very dangerous to back out of driveway. He knew of occasion this week that cars
were parked on Pine Bluff. He expressed concern for the safety of 12 to 14 school children
that wait for the school bus at the corner of Pine Bluff and 12`x' NE and also, the safety of the
15 residents in one home, i.e. fire, etc.; the house is old.
Rev. Lorenzo Johns spoke in favor of the petition stating that it has been well received and
all the churches support this need.
Ms. Bowlin was asked ifthere are counselors and if there are other services that the residents
will be taken to. She stated that 1 person will come in 3 times a week for 1 hour to minister
to the residents. The house has 7 bedrooms.
There was no fiirther opposition, the public hearing was declared closed.
4. Consideration of and action on the petition of Cindy G. Bowlin for a change in zoning
from a Two - Family Dwelling District (217) to a Two - Family Dwelling District (2F) With
Specific Use Permit (24) Institutions of Religious Nature, Lot 1, City Block 32, being
number 1202 Pine Bluff.
Motion was made to approve by Louis Yates and seconded by Michael Dangerfield. Motion
carried by a vote of 7 ayes and 1 nay.
5. Public Hearing to consider the petition of Sandra Ferguson for a change in zoning from
a One - Family Dwelling District (SF -2) to a Neighborhood Service District (NS), Lot
1, Block A, Fry Addition, being number 2010 E. Cherry.
The public hearing was declared open.
Ms. Sandra Ferguson, 2010 E. Cherry, spoke in favor of the petition stating that she would
like to open in October, 2000. There is plenty ofparking and customers will usually be there
only about 5 minutes. Sand's Boutique will sell cosmetics and hair products. She owns the
property.
There was no opposition, the public hearing was declared closed.
6. Consideration of and action on the petition of Sandra Ferguson for a change in zoning
from a One - Family Dwelling District (SF -2) to a Neighborhood Service District (NS),
Lot 1, Block A, Fry Addition, being number 2010 E. Cherry.
Motion was made to approve, specific to Ms. Ferguson, by Louis Yates and seconded by Joe
McCarthy. Motion carried by a vote of 8 ayes and 0 nays.
7. Public Hearing to consider the petition of Jerry Pitcock for a change in zoning from a
Light Industrial District (LI), to a Light Industrial District (LI) With Specific Use
Permit (53) Automobile Storage Facility, Lot 18, City Block 324, being number 2820
NW Loop 286.
The public hearing was declared open.
There was no one present to speak in favor of or in opposition to the petition.
The public hearing was declared closed.
8. Consideration of and action on the petition of Jerry Pitcock for a change in zoning
from a Light Industrial District (LI), to a Light Industrial District (LI) With Specific
Use Permit (53) Automobile Storage Facility, Lot 18, City Block 324, being number
2820 NW Loop 286.
Motion was made to table by Curtis Fendley because the petitioner was not present and
seconded by Bill Coleman. Motion carried by a vote of 8 ayes and 0 nays.
9. Public Hearing to consider an amendment to the Master Plan deleting Pine Mill Road
extension from Collegiate Drive to 20`h NE.
The public hearing was declared open.
Earl Smith, the city engineer, stated that development has occurred that makes ROW cost
prohibitive.
The public hearing was declared closed.
10. Consideration of and action on recommendation to the City Council on an amendment
to the Master Plan deleting Pine Mill Road extension from Collegiate Drive to 201h NE.
Motion was made by Curtis Fendley to table until receipt of the Master Plan and seconded
by Reeves Hayter. Motion carried by a vote of 8 ayes and 0 nays.
Bill Coleman and Louis Yates were excused from the meeting.
11. Consideration of and action on the Replat of Lot 15, City Block 286, N. Collegiate.
Motion was made to approve by Curtis Fendley, subject to the city engineer's memo dated,
April 3, 2000, and seconded by Michael Dangerfield. Motion carried by a vote of 6 ayes and
0 nays.
