MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION MARCH 4, 2002 The Planning and Zoning Commission met Monday, March 4, 2002, 5:30 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas with the following members present: 1. Reeves Hayter 2. Cleveland Thomas 3. Marshall Kent 4. Curtis Fendley 5. Bobby L. Myers Steve Methven, the building official was also present. The meeting was called to order by Reeves Hayter. 1. The minutes from the February 4, 2002, regular planning and zoning meetings were approved with a motion by Curtis Fendley and seconded by Bobby Myers. Motion carried by a vote of 5 ayes and 0 nays. 2. Public Hearing to consider the request to abandon the City's interest in and designate as closed a portion of Price Street beginning at the west boundary line of N. Main Street west approximately 216 feet to the east boundary line of 1St Street NW. This item was tabled at the February 4, 2002, meeting. Should the Commission wish to consider the item, a motion to bring from the table is required. This item was not removed from the table. 3. Consideration of and action on the request to abandon the City's interest in and designate as closed a portion of Price Street beginning at the west boundary line of N. Public Hearing to consider the petition of John House for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a Two - Family Dwelling District (2F), Lots 4 and 5, Block 1, Eastside Addition, being numbers 44 and 104 21St SE. The public hearing was declared open. John House spoke in favor of the petition stating that he wants to tear down the old house there and build a new duplex on one lot. He will later tear down the old house on the other lot also, and build a new duplex on it. Mr. House stated that he owns property to the south and across the street. There was no opposition, the public hearing was declared closed. 5. Consideration of and action on the petition of John House for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a Two - Family Dwelling District (2F), Lots 4 and 5, Block 1, Eastside Addition, being numbers 44 and 104 21St SE. Motion was made to approve by Marshall Kent and seconded by Curtis Fendley. Motion carried by a vote of 5 ayes and 0 nays. 6. Public Hearing to consider the petition of Robert and Melissia Giberson for a change in zoning from a Two - Family Dwelling District (2F) to a One - Family Dwelling District No. 3 (SF -3) With Specific Use Permit (39) Mobile Home, Lot 39, City Block 83, being number 956 West Cherry. The public hearing was declared open. Planning and Zoning Meeting March 5, 2002 Page 3 Robert Giberson spoke in favor of the petition stating that his grandparents own and live in the house east of this location. The Giberson's want to care for the grandparents but they live in Clarksville in a trailer park. Robert Giberson wants to move the mobile home to Paris so they can help his grandparents out. Robert stated this would be a permanent home site. Donna Swindle, Mr. Giberson's grandmother, stated that he was a good young man and he would work hard for his grandparents. There was no opposition, the public hearing was declared closed. 7. Consideration of and action on the petition of Robert and Melissia Giberson for a change in zoning from a Two - Family Dwelling District (2F) to a One - Family Dwelling District No. 3 (SF -3) With Specific Use Permit (39) Mobile Home, Lot 39, City Block 83, being number 956 West Cherry. Motion was made to approve by Bobby Myers and seconded by Cleveland Thomas. Motion carried by a vote of 5 ayes and 0 nays. 8. Public Hearing to consider the petition of Ron Gowin for a change in zoning from a Commercial District (C) to a Commercial District (C) With Specific Use Permit (49) Auto Fuel Sales, Part of Lot 27 -B, City Block 251, being number 2335 North Main. The public hearing was declared open. Ron Gowin spoke in favor of the petition stating that he wants to build a new Church's Fried Chicken with a 4 pump automated, Shell, gas service. There was no opposition, the public hearing was declared closed. 9. Consideration of and action on the petition of Ron Gowin for a change in zoning from a Commercial District (0) to a Commercial District (0) Planning and Zoning Meeting March 5, 2002 Page 4 With Specific Use Permit (49) Auto Fuel Sales, Part of Lot 27 -B, City Block 251, being number 2335 North Main. Motion was made to approve by Curtis Fendley and seconded by Bobby Myers. Motion carried by a vote of 5 ayes and 0 nays. 10. Public Hearing to consider the petition of Roddy and Linda McCarrell for a change in zoning from an Agricultural District (A) to a Commercial District (C) Lot 2, City Block 317 -A, being the 4100 Block of Pine Mill Road. The public hearing was declared open. Roddy McCarrell spoke in favor of the petition stating that he wants to build a banquet meeting room with paved parking. The building would be approximately 2,500 to 3,000 square feet, something similar to what Dr. Hayden has built in West Paris. The building would be brick. There was no opposition, the public hearing was declared closed. 11. Consideration of and action on the petition of Roddy and Linda McCarrell for a change in zoning from an Agricultural District (A) to a Commercial District ©) Lot 2, City Block 317 -A, being the 4100 Block of Pine Mill Road. Motion was made by Curtis Fendley to approve the zoning with an amendment, to the Master Plan and seconded by Marshall Kent. Motion carried by a vote of 5 ayes and 0 nays. Meeting adjourned at 7:00.
