The Planning and Zoning Commission met Monday, May 6,2002,5:30 P.M.,
Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Marshall Kent
3. Eddie Vincent
4. Bill Coleman
5. Curtis Fendley
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.,
1. The minutes from the April 1, 2002, regular planning and zoning
meetings were approved with a motion by Curtis Fendley and
seconded by Bill Coleman. Motion carried by a vote of 5 ayes and 0
nays.
2. Public Hearing to consider the petition of Jeremy Newberry for a
change in zoning from an Agricultural (A) District to a Commercial (C)
District With Specific Use Permit (52) Billboards, Lot 4, City Block341,
being the 3800 Block S. Church Street.
The public hearing was declared open.
Jeremy Newberry spoke in favor of the petition stating that he wants to
build a mono pole type billboard sign that meets all city and state
regulations.
There was no opposition, the public hearing was declared closed.
3. Consideration of and action on the petition of Jeremy Newberry for a
change in zoning from an Agricultural (A) District to a Commercial (C)

District With Specific Use Permit (52) Billboards, Lot 4, City Block 341,
being the 3800 Block S. Church Street.
Motion was made to approve by Bill Coleman and seconded by Eddie
Vincent. Motion carried by a vote of 5 ayes and 0 nays.
4. Public Hearing to consider :the petition of Larry Fendley for a change
in zoning from a One - Family Dwelling District No. 3 (SF -3) to a Two -
Family Dwelling District, (2F) Lot 3A, City Block 317, off the 700 Block
of NE 40th Street.
The public hearing was declared open.
Larry Fendley spoke in favor of the petition and presented a hand -out
for review. Mr. Fendley read the hand -out and presented a map of his
proposed subdivision.
Barbara Forest joined the meeting.
There was no opposition, the public hearing was declared closed.

5. Consideration of and action on the petition of Larry Fendley for a
change in zoning from a One - Family Dwelling District No. 3 (SF -3) to
a Two - Family Dwelling District, (2F) Lot 3A, City Block 317, off the 700
Block of NE 40th Street.
Motion was made to approve by Curtis Fendley and seconded by
Marshall Kent. Motion carried by a vote of 6 ayes and 0 nays.
6. Public Hearing to consider the petition of Tammie Green for a change
in zoning from a Two - Family Dwelling (2F) District to a One - Family
Dwelling No. 3 (SF -3) District With Specific Use Permit (39)
Manufactured Home, Pt. of Lot 4, Block 1, Locust Hill Addition, being
number 1106 3" SW.

7. The public hearing was declared open.
Tammie Green spoke in favor of the petition stating the city just re-
zoned the lot next door for a manufactured home and they would like
to do the same on this lot. The lot will be owned by Quality
Manufactured Homes.
There was no opposition, the public hearing was declared closed.
8. Consideration of and action, on the petition of Tammie Green for a
change in zoning from a Two - Family Dwelling (2F) District to a One -
Family Dwelling No. 3 (SF -3) District With Specific Use Permit (39)
Manufactured Home, Pt. of Lot 4, Block 1, Locust Hill Addition, being
number 1106 3rd SW.
Motion was made to approve by Eddie Vincent and seconded by Bill
Coleman. Motion carried by a vote of 5 ayes and 1 nay.
9. Public Hearing to consider the petition of Andrew Krayniak for a
change in zoning from a One - Family Dwelling No. 3 (SF -3) District to
a.One- Family Dwelling No.3 (SF -3) District With Specific Use Permit
(39) Manufactured Home, Lot 9, Block 1, of the Few Adodition, being
number 1270 18' Street Nw.
The public hearing was declared open.
Andrew Krayniak, 3740 Pine Mill, spoke in favor of the petition stating
that he wants to move a home there for his permanent residence. Water
and sewer already exists on the property.
There was no opposition, the public hearing was declared closed.
10. Consideration of and action on the petition of Andrew Krayniak for- it
change in zoning from a One - Family Dwelling No. 3 (SF -3) District to
a One - Family Dwelling No. 3 (SF -3) District With Specific Use Permit

(39) Manufactured Home, Lot 9, Block 1, of the Few Addition, being
number 1270 18' Street NW.
Motion was made to approve by Bill Coleman and seconded by
Marshall Kent. Motion carried by a vote of 6 ayes and 0 nays.
11. Consideration of and action on the recommendation of the Final Plat,
Amherst Court, FM 195.
Motion was made for Reeves Hayter to be excused from consideration
of this item. Motion was made by Curtis Fendley and seconded by Bill
Coleman. Motion carried by a vote of 5 ayes and 0 nays.
Marshall Kent is acting as chair person.
Motion was made to approve by Curtis Fendley and seconded by Eddie
Vincent, subject to the City Engineer's Memo dated, May 6, 2002.
Motion carried by a vote of 5 ayes and nays.
Motion was made for Reeves Hayter to return to the meeting by Eddie
Vincent and seconded by Bill Coleman. Motion carried by a vote of 5
ayes and 0 nays.
12. Consideration of and action on the recommendation of the Replat, Lots
11, 12, 13, and 25, City Block 200 and Lot 26, Block 1, Warren
Addition, Bonham Street.
Gary Nash will have to replat property for larger lot to build a Dollar
General Store.
Motion was made to approve by Curtis Fendley and seconded by Bill
Coleman, subject to the City Engineer's Memo dated, May 6, 2002:
Motion carried by a vote of 6 ayes and nays.
