ZONING COMMISSION
DECEMBER 13, 2004
The Planning and Zoning Commission met Monday, December 13, 2004,
12:00 Noon, City Hall Annex Conference Room, 150 1st Street SE, Paris,
Texas with the following members present:
1. Reeves Hayter
2. Barbara Forrest
3. Brad Archer
4. Russell McCain
5. Bobby L. Myers
Director of Community Development, Lisa Wright, the City Engineer,
Shawn Napier, was also present.
1. The meeting was called to order by Reeves Hayter at 12:00 p.m.
2. Consideration of and action on the Preliminary Plat of Tobin
Business Park on Lot 11 -E, City Block 316, Pine Mill Road.
Motion was made to bring this item from the table by Bobby Myers,
seconded by Barbara Forrest. Motion carried by a vote of 5 ayes and
0 nays.
Jim Nelson stated that there are 2 different options for drainage, one
is to install a box culvert on the Cancer Clinic, the other is a 35'
drainage easement. One problem with the site is that the City of
Paris' previous parties dropped the ball. The lot was left in the
middle of the drainage plan that was done in 1982. The berm on the
east side, on 34th Street is intact. In 1995, three lots were platted next
door to this property (west side). Mr. Nelson stated that there has
been no drainage plan found for this area.
The City Engineer, Shawn Napier, stated that he and Jim Nelson
looked through some site plans— Holiday Inn, Cancer Center but
originally there was a concrete channel put in that the Cancer Center

has come back since and boxed. Shawn stated that the arch pipe is
in the 35' drainage and utility easement running east /west.
Reeves Hayter stated that we should have accepted or denied the
plat —it should not have been tabled. There is a 30 day time frame
established in the state law —a plat has to be acted upon.
Motion was made to approve the petition by Brad Archer with utility
easement changed to drainage utility easement on lots 2 and 3,
seconded by Reeves Hayter, subject to the City Engineer's Memo
dated, December 2, 2004. Motion carried by a vote of 5 ayes and 0
nays.
Meeting adjourned at 12:30 p.m.
