ZONING COMMISSION
JUNE 69 2005
The Planning and Zoning Commission met Monday, June 6, 2005, 5:30,
Lamar County Fairgrounds, Westside Building, 570 E. Center Street,
Paris, Texas with the following members present:

Lisa Wright, Director of Community Development, was also present.
1. The meeting was called to order by Chairman Reeves Hayter.
2. Approval of minutes from previous meetings. (April 25, 2005, Special
Joint Meeting; May 2, 2005, Regular Meeting; May 16, 2005, Special
Meeting; May 23, 2005, Special Joint Meeting) Motion was made to
approve the minutes by Bobby Myers, seconded by Carl Lucas.
Motion carried by a vote of 7 ayes and 0 nays.
3. Public Hearing to consider the petition of Mitch Wofford for a change
in zoning from a One - Family Dwelling District No. 3 (SF -3) to a One -
Family Dwelling District No. 3 (SF -3) With Specific Use Permit (39)
Mobile Home on Lot 3, City Block 234, being number 1631 W.
Henderson.
The public hearing was declared open.
Mitch Wofford, 1631 W. Henderson, spoke in favor of the petition
stating that he wants to put in a mobile home behind his house. The
house on the property is not level, the ground has sunken down so low
that it has busted a gas line. Mr. Wofford stated that he cannot get

anyone out to fix it. He plans to use the house for storage and
eventually in about 5 years tear it down.
Lisa Wright stated that at the time of the request, there was no
mention that there was already a house on the property that would
remain. When there is already a structure on a lot and you want to
put another house on it, that is a multi - family lot and the petitioner
requested single family lot with Specific Use Permit.
Benny Plata stated that he does not like to see mobile homes go in
where stick home are being built.
Reeves Hayter agreed with Mr. Plata that there are quite a bit of new
homes in the area and there are a couple of mobile homes in the area
about a block away.
There was no opposition, the public hearing was declared closed.
4. Consideration of and action on the petition of Mitch Wofford for a
change in zoning from a One - Family Dwelling District No. 3 (SF -3)
to a One - Family Dwelling District No. 3 (SF -3) With Specific Use
Permit (39) Mobile Home on Lot 3, City Block 234, being number
1631 W. Henderson.
Motion was made to deny by Benny Plata due to a technicality that
the petitioner requested the wrong classification and that no mobile
home should go in the area because new homes are being built
nearby, seconded by Russell McCain. Motion carried 5 ayes and 2
nays.
5. Consideration of and action on the Master Plat of Pecan Place.
Motion was made by Carl Lucas, seconded by Bobby Myers to
approve the plat, subject to the City Engineer's Memo dated June 1,

2005, with a recommendation to City Council to waive curb and
gutter along 36th Street N.E. and Clement Road in exchange for a 60'
wide street built continuously across the Addition and exiting onto
FM 195 by no later than Phase III which would ultimately take the
place of 36th Street as a collector road. Motion carried by a vote of
7 ayes and 0 nays.
6. Consideration of and action on the Preliminary Plat of Pecan Place,
Phase I.
Motion was made by Benny Plata, seconded by Carl Lucas to approve
the plat, subject to the City Engineer's Memo dated June 1, 2005,
with an amendment to Item #2 of the Memo to add off -site ROW for
Candice Drive to FM 195, with a recommendation to City Council to
waive curb and gutter along 36th Street N.E. and Clement Road in
exchange for a 60' wide street built continuously across the Addition
and exiting onto FM 195 by no later than Phase III which would
ultimately take the place of 36th Street as a collector road. Motion
carried 7 ayes and 0 nays.
7. Consideration of and possible action on amendments to the Future
Land Use Map, which is a part of the Comprehensive Plan, as it
relates to the northwest quadrant of Paris.
Reeves Hayter stated that the review of the southwest quadrant of
town was completed at the last meeting. Ms. Wright sent the
northwest quadrant this month. Mr. Hayter asked if everyone had
time to look over it sufficiently to begin discussions at this meeting or
if they would prefer to begin next month. The consensus was to
discuss next month after some additional information could be
reviewed.
Lisa Wright stated she would get a good definition of Heavy
Industrial and Light Industrial, and will get a study of Lake Crook.

Benny Plata said that Council decided, when he was there, that it
would cost a lot to develop, therefore, they voted to leave Lake Crook
as a park; but he thought they might be discussing other possibilities
at this time.
The question on the definition of Moderate Density Residential and
Heavy Density Residential came up during the last discussion of the
Master Plan.
Reeves Hayter asked the Commissioners to look over the Future Land
Use Map as it relates to the northwest quadrant of Paris.
