PLANNING AND ZONING COMMISSION

5:30 O'CLOCK P.M.
The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Holland Harper, Chairman.
A. The following members were present: John Lee, Robert Spain, Jerry Akers, Mike
Folmar, Barney Bray, Holland Harper and Chad Lindsey
B. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer;
Stephanie Harris, City Attorney; Clyde Crews, Fire Marshal; Steve Clifford,
Council Liaison; Ashley Fendley, Secretary for the Planning and Zoning
Commission; Kelsey McLaughlin, Paris News; and concerned citizens.
2. Approval of minutes from previous meetings. (January 3, 2017)
Motion was made by John Lee, seconded by Barney Bray to approve minutes for the
January 3, 2017 meeting. Motion carried 7 -0.
3. Public hearing to consider and take action regarding the petition of Jerry & Lynda
Stephens for a change in zoning from Single - Family Dwelling District No. 2 (SF -2) to a
Multi - Family Dwelling District No. 2 (MF -2), on City Block 262, Lot I IA, being located at
1160 NE 20`h Street.
Public hearing was declared open.
A. One individual spoke in favor.
Chad Stephens, 3935 Miranda Drive Paris, Texas, spoke in favor of the petition.
Mr. Stephens stated that he is representing his parents Jerry and Lynda Stephens
they are requesting a change in zoning on the 1160 N.E. 201h Street for a
multi - family zoning. Mr. Stephens stated they had the intention of including this
property in the zoning case that was in November of 2016 but the application was
not submitted correctly to include this property. Mr. Stephen stated that this
property would give the development more frontage on N.E. 20th Street. Mr.
Stephen further stated that they are also looking at a couple more properties on N.E.
20t Street to purchase for this development.
B. Two individuals spoke in opposition.
Cecil Ballard, 1135 NE 201h Street, Paris, Texas, spoke in opposition of the petition.
Mr. Ballard stated he owns the L shape lot (Property ID# 22174) behind 1160 N.E.
201h Street and if the commission allows the Stephens to rezone this property he
would become landlocked. Mr. Ballard stated that he has contacted the Stephens
several times about purchasing this lot from them but they have not been able to
work anything out. Mr. Ballard further stated that he hope the commission will
deny the change is zoning so he would have the chance to purchase this lot from
Jerry and Lynda Stephens. The Planning and Zoning Commission informed Mr.
Ballard the L shape property (Property ID# 22174) would not be landlocked. Due
to the fact that his property at 1135 N.E. 20th Street joins the L shape property
(Property ID# 22174).
Jim Montgomery, 1130 NE 20th Street, Paris, Texas, spoke in opposition of the
petition. Mr. Montgomery further stated he hopes the commission will deny the
zoning change.
Public hearing was declared closed.
Motion was made by Chad Lindsey, seconded by John Lee to approve the petition.
Motion carried 7 -0.
4. Consideration of and action on the Final Plat of Lot 1, Block A, DQ NO. 2 Addition CB
318, located in the 3100 Block of N.E. Loop 286.
Carla Easton reviewed the final plat with commissioners. Motion was made by Mike
Folmar, seconded by Barney Bray to approve the final plat. Motion carried 7 -0.
5. Consideration of and action on the Preliminary Plat of Lot 1 -4, Block A, Kenn Meeske
Addition, located at 4725 Pine Mill Road.
Carla Easton reviewed the preliminary plat with commissioners. Motion was made by John
Lee, seconded by Robert Spain to approve the preliminary plat with recommendations.
Motion carried 7 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, Barbee 222B
Addition, located at 2535 Lamar Avenue.
Carla Easton, City Engineer informed the commission that this preliminary plat had been
withdrawn at this time.
7. Submission of a copy of the adopted 2001 City of Paris Comprehensive Plan.
Alan Efrussy, Planning Manager stated that everyone should have received a copy of the
2001 City of Paris Comprehensive Plan. Mr. Efrussy stated he would be available to
answer any questions. The Planning and Zoning Commission had no questions.
Commissioner Mike Folmar requested that staff provide a copy of the 2001 City of Paris
Comprehensive Plan to all new commission members, when they are appointed to this
commission.
8. Meeting adjourned at 6:10 p.m.
