MINUTES OF May 17, 2016
Present at the Meeting:
Gary Savage — Chairman of the Board of Commissioners
Dewayne Dangerfield — Commissioner of the Board of Commissioners
Cassandra Hearn — Commissioner of the Board of Commissioners
Sally Ruthart — Executive Director
Patricia Pridemore — Operation Manager
1. Meeting Called to order at 12:35 pm on Tuesday, May 17, 2016 by Chairman of the
Board of Commissioners, Gary Savage.
2. Having three Board Members present, a quorum, Mr. Savage thanked and welcomed
everyone to the meeting.
3. Citizens' Forum Opened — No comments — Citizens' Forum closed.
4. Minutes from the March 31, 2016 were approved with a motion made by Dewayne
Dangerfield and seconded by Cassandra Hearn. Passed 3 -0.
5. UNFINISHED BUSINESS:
A. Mold Report from Mrs. Ruthart regarding Mold Report from Ms. Cherry. Mrs. Ruthart
stated that all the mold repairs that were given to the Board during the March 15, 2016
meeting were completed by April 12, 2016.
6. NEW BUSINESS:
a. Occupancy report — 6 vacancies in Public Housing with 1 move in scheduled, 3 are
offered, and two are in make -ready status. Demographic data was given to the Board —
Public Housing, Section 8, and Waiting Lists.
b. Financial report — Section 8 and Public Housing Bank statements were given to the
Board. A few Section 8 tenants were flooded and Mrs. Ruthart moved one tenant to a
hotel. HUD approved the money coming out of Section 8 Funds.
c. Audit — 1 finding on the financial audit which was not having a Utility Allowance
Review done. This has been done for this year and the reported to HUD.
d. Job Opening for Inspector — PHA received 13 applicants, interviewed 6, and have
decided on Ms. Kim Snow. She will start on Monday.
7. RESOLUTIONS:
2015 -016. Flat Rents - Motion made by Mr. Dangerfield and seconded by Ms.
Hearn. Passed 3 -0.
2015 -017. Income Limits — Motion made by Mr. Gary Savage and seconded
by Mr. Dangerfield. Passed 3 -0.
8. Board Questions or comments: Mr. Savage and Ms. Hearn suggested that PHA get the
tenants with mold issues to sign paperwork saying that their issues were resolved after the
repairs were done. Mrs. Ruthart agreed to do this.
9. No further business or questions, a motion for adjournment from Dewayne Dangerfield
and seconded by Cassandra Hearn. Motion passed 3 -0. The meeting was adjourned at
1:09 pm.
