14 - FAIR HOUSING MONTHItem No. 14 memorandum TO: Mayor & Council John Godwin, City Manager FROM: Janice Ellis, City Clerk SUBJECT: FAIR HOUSING MONTH DATE: March 9, 2017 BACKGROUND: The City receives grant funds for home programs to assist citizens with housing. STATUS OF ISSUE: As part of the special conditions under the City's grants that are funded through the U.S. Department of Housing and Urban Development Community Development Block Grant program, it is necessary that the City express its support for Title VIII of the Civil Rights Act of 1968 by adopting a proclamation declaring the month of April as Fair Housing Month in the City of Paris. BUDGET: NA. RECOMMENDATION: Approve a resolution declaring the month of April as Fair Housing Month. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A PROCLAMATION DECLARING THE MONTH OF APRIL AS FAIR HOUSING MONTH; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris supports Title VIII of the Civil Rights Act of 1968, popularly known as the Federal Fair Housing Act, which prohibits discrimination in housing; and, WHEREAS, the Mayor of the City of Paris has executed a Proclamation proclaiming the month of April as "Fair Housing Month" in the City of Paris which is attached hereto as Exhibit "A "; and, WHEREAS, the City Council hereby finds that it is in the best interests of the City of Paris and its citizens that the City Council show support of the Fair Housing law by approving said proclamation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the Proclamation proclaiming April as "Fair Housing Month" in the City of Paris in the form shown in Exhibit "A" attached hereto, be, and the same is hereby, approved. Section 3. Harris, City Attorney PROCLAMA TION WHEREAS, The strength of our nation, and all of its states and cities, flows from the promise of individual liberty, equality, and freedom of choice, and WHEREAS, Equal opportunity for all, regardless of race, color, religion, sex handicap, familial status, or national origin is a fundamental goal of our nation and state, and WHEREAS, April 2017 marks the 49th anniversary of the passage of Title VIII of the Civil Rights Act of 1968, popularly known as the Federal Fair Housing Act; and WHEREAS, Barriers that diminish the rights and limit the options of any citizen will ultimately diminish the rights and limit the options of all, and WHEREAS, Fair housing is the policy of the City of Paris, Texas and implementation of that policy requires the positive commitment, involvement and support of each one of our citizens: NOW, THEREFORE, I, A.J. Hashmi, M.D., Mayor of the City of Paris, Texas, on behalf of the citizens of Paris do hereby proclaim the month of Apri12017 as "FAIR HOUSING MONTH" in the City of Paris and do, hereby, urge all the citizens of Paris to become aware of and support the practice of Fair Housing.
