Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 10, 2017. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on April 22, 2013 (corrected) and March 27, 2017.
6. Receive reports and/or minutes from the following boards, commissions, and
committees:
a. Paris Economic Development Corporation (2 -21 -2017 & 2 -28 -2017)
b. Paris Municipal Band Commission (2 -2 -2017)
c. Paris Public Library Advisory Board (2 -15 -2017)
7. Receive the 2015 -16 Comprehensive Annual Financial Report.
8. Approve the Final Plat Lots 1, 2 & 3, Block A, Pecan Place Phase IV, located in the 4300
Block of Pine Mill Road.
Regular Agenda
9. Conduct a public hearing, discuss and act on a Resolution Approving an Addendum to
the Tax Abatement Agreement between the City of Paris and JS Baking, LLC (Skinner).
10. Conduct a public hearing, discuss and act on an Ordinance considering the petition of
Pamela Harris for change in zoning from Central Area District (CA) to a Central Area
District (CA) with a Specific Use Permit (50 -New or Used Car Lot), on City Block 178,
Lot Part of 10 & 11, located at 443 S.W. 1St Street.
11. Conduct a public hearing, discuss and act on an Ordinance considering the petition of
Dale Freeman on behalf of Abraham Enns for a change in zoning from a Commercial
District (C) to a Light Industrial District (LI), on City Block 324, Lot 19, located at 2925
FM 79.
12. Conduct a public hearing, discuss and act on an Ordinance considering the petition of
Robert Giberson for a change in zoning from a Light Industrial District (LI) to a
Commercial District (C), on City Block 86, located at 741 N.W. 9th Street.
13. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the
City of Paris, Texas, to update Zoning Ordinance No. 1710 of the City of Paris, Texas, to
include the definition of "automobile detailing shop" and allow said use to be permitted
in the Commercial (C) and the Light Industrial (LI) Zoning Districts, within said Zoning
Ordinance No. 1710
14. Discuss and provide direction to staff regarding a mailer to be sent to voters regarding the
upcoming bond election.
15. Receive an update presentation from Holland Harper regarding the Sulphur River
Regional Mobility Authority (SuRRMA).
16. Receive presentation from Gail Chira regarding a proposal to organize local volunteers to
help improve local living conditions.
17. Reconsider, discuss and take action to rescind placement of two security cameras at 2nd
and Bonham Streets.
18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
19. Adjournment.
