The meeting of the Planning and Zoning Commission on Monday, December S, 2016, was
called to order at 5:3 O p. m. by Holland Harper, Chairman.
A. The following members were present: John Lee, Holland Harper, Robert Spain,
Jerry Akers, Chad Lindsey, Mike Folmar and Barney Bray
B. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer;
Stephanie Harris, City Attorney; Steve Clifford, City Council; Clyde Crews, Fire
Marshal; Triniti Frazier, City Staff and concerned citizens.
2. Approval of minutes from previous meetings. (November 7, 2016)
Motion was made by John Lee, seconded by Chad Lindsey to approve minutes for the
November 7, 2016 meeting with corrections. Motion carried 6 -0.
3. Public hearing to consider and take action regarding the petition of Billie Joe Gant for a
change in zoning from a split zoning of Single - Family Dwelling District No. 2 (SF -2) and
Multiple- Family Dwelling District No. 1 (MF -1) to a single zoning of Multiple- Family
Dwelling District No. 1 (MF -1), on City Block 259, Lots 18 & 19, being located at 610 N.E.
25`h Street.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Mike Folmar to approve the petition. Motion
carried 7 -0.
4. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Aubror Property
Addition CB 316, located at 3380 N.E. Loop 286
Carla Easton reviewed the preliminary plat with commissioners. Motion was made by
Chad Lindsey, seconded by John Lee to approve the preliminary plat. Motion carried 7 -0.
S. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Paris /Lamar
County Habitat Addition 51, located at 934 Dickson Avenue.
Carla Easton reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by Barney Bray to approve the final plat. Motion carried 7 -0.
6 Consideration of and action on the Final Plat of Lot 1, Block A, Paris /Lamar County
Habitat Addition 51, located at 934 Dickson Avenue.
Carla Easton reviewed the final plat with commissioners. Motion was made by John Lee,
seconded by Barney Bray to approve the final plat.. Motion carried 7 -0.
Discussion regarding the establishment of a recommended definition for an industrial —
oriented distillery and a recommendation for proposed locations of said distilleries in
zoning districts within the City of Paris Zoning Ordinance.
Alan Efrussy, Planning Manager presented to the commission the definition for an
industrial oriented distillery and proposed locations of said distilleries in zoning districts
within the City of Paris Zoning Ordinance. The planning and zoning commission discussed
the information that was provided for industrial oriented distilleries. Motion was made by
Holland Harper, seconded by Chad Lindsey to approve the definition of industrial oriented
distilleries and to allow them in the following zoning districts Heavy Industrial (HI) and
Light Industrial (LI) and with specific use permit in Commercial (C), General Retail (GR)
and if fewer than 6000 gallons are produced per year. Motion carried 7 -0.
8. Discussion regarding the proposed update of requirements related to mobile homes and
manufactured housing within the City of Paris, including Chapter 22 in the Code of
Ordinances and the City of Paris Zoning Ordinance.
Alan Efrussy, Planning Manager presented to the commission the proposed update of
requirements related to mobile homes and manufactured housing within the City of Paris.
The planning and zoning commission discussed the proposed updates to the Code of
Ordinances regarding mobile homes and manufactured housing. Motion was made by
Holland Harper, seconded by John Lee to approve the proposed updates. Motion carried
7 -0.
