Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 15, 2017. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Proclamation recognizing Dylan's Drivers.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on April 24, 2017.
6. Receive reports and/or minutes from the following boards, commissions, and
committees:
a. Planning & Zoning Commission (12 -5 -2016, 3 -6 -2017, & 4 -3 -2017)
b. Paris Board of Adjustment (2 -28 -2017)
c. Paris Public Library Advisory Board (3 -22 -2017)
d. Paris Economic Development Corporation (3 -21 -2017)
e. Traffic Commission (3 -7 -2017)
f. Paris Firemen's Relief & Retirement Fund (3 -14 -2017)
7. Resolution Approving the Private Re -Sale of Multiple Tracts of Bid -Off Tax Foreclosed
Properties to one or more buyers, and authorizing the Mayor to execute deeds.
Regular Agenda
8. Receive presentation from Mayor Hashmi with regard to City Council's
accomplishments.
9. Discuss and act on a Resolution canvassing the returns for the Bond Election held on
May 6, 2017.
10. Discuss and act on a Resolution Acknowledging the Results of Prior Council Action
Declaring Candidates as Elected to office for Council Districts 4, 5, and 7 as a result of
having been Unopposed for Election to Office; Declaring the Terms of Office; Making
Other Findings and provisions related to the subject; and providing an effective date.
11. Recognition of outgoing Council Members for their service.
12. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Administer Oath of Office to newly elected Council Members.
13. Election by City Council of Mayor and Mayor Pro Tem to serve the City of Paris for the
next year.
14. Receive bids, award a contract to the lowest responsible bidder, Harrison, Walker &
Harper in the amount of $966,425.80 for the Flow EQ Basin Barscreen Project.
15. Discuss and act on an Ordinance Approving a Negotiated Settlement between the Atmos
Cities Steering Committee ( "ACSC ") and Atmos Energy Corp., Mid -Tex Division
regarding the Company's 2017 Rate Review Mechanism Filings; Declaring Existing
Rates to be Unreasonable; Adopting Tariffs that Reflect Rate Adjustments Consistent
with the Negotiated Settlement; Finding the Rates to be Set by the Settlement Tariffs to
be Just and Reasonable and in the Public Interest; Requiring Reconciliation and Rate
Adjustments if Federal Income Tax Rates Change; Terminating the RRM Process for
2018 Pending Renegotiation of RRM Terms and Conditions; Requiring the Company to
Reimburse ACSC's Reasonable Ratemaking Expenses; Determining that this Ordinance
was Passed in Accordance with the Requirements of the Texas Open Meetings Act;
Adopting a Savings Clause; a Severability Clause; a Repealer Clause; Declaring an
Effective Date; and Requiring Delivery of this Ordinance to the Company and the
ACSC's Legal Counsel.
16. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
17. Adjournment.
