SUBJECT: BOND ELECTION CANVASSING OF RETURNS
DATE: May 8, 2017
BACKGROUND: On February 13, 2017 by resolution number 2017 -012, City Council ordered
a bond election for the purpose of voters to consider two propositions.
STATUS OF ISSUE: On May 6, 2017, the voters of the city of Paris voted on Proposition No. 1
for issuance of $9,500,000 tax bonds for constructing, improving, extending, expanding,
upgrading and developing streets and roads, bridges and intersections including, utility
relocation, landscaping, sidewalks, traffic safety and operational improvements, the purchases of
any necessary right -of -way, drainage and other related costs. The proposition passed with 426
votes cast for the proposition and 218 votes cast against the proposition.
On May 6, 2017, the voters of the city of Paris voted on Proposition No. 2 for issuance of
$500,000 tax bonds for improving and equipping parks, trails and recreational facilities. The
proposition passed with 381 votes cast for the proposition and 259 votes cast against the
proposition.
BUDGET: N/A
RECOMMENDATION: Approve the resolution canvassing the returns for the Bond Election as
required by State Law.

We, the undersigned officers of the City Council of said City, hereby certify as follows:
1. The City Council of the City of Paris convened in a REGULAR MEETING ON THE 15TH
DAY OF MAY, 2017, at the regular designated meeting place, and the roll was called of the duly
constituted officers and members of the Council, to wit:

Whereupon, among other business, the following was transacted at the Meeting: a written

was duly introduced for the consideration of the Council. It was then duly moved and seconded that the
Resolution be passed; and, after due discussion, the motion, carrying with it the passage of the
Resolution, prevailed and carried by the following vote:

2. That a true, full and correct copy of the aforesaid Resolution passed at the Meeting described
in the above and foregoing paragraph is attached to and follows this Certificate; that the Resolution has
been duly recorded in the Council's minutes of the Meeting; that the above and foregoing paragraph is a
true, full and correct excerpt from the Council's minutes of the Meeting pertaining to the passage of the
Resolution; that the persons named in the above and foregoing paragraph are the duly chosen, qualified
and acting officers and members of the Council as indicated therein; that each of the officers and
members of the Council was duly and sufficiently notified officially and personally, in advance, of the
time, place and purpose of the aforesaid Meeting, and that the Resolution would be introduced and
considered for passage at the Meeting, and each of the officers and members consented, in advance, to the
holding of the Meeting for such purpose; that the Meeting was open to the public and public notice of the
time, place and purpose of the Meeting as given, all as required by Chapter 551, Government Code.

RESOLUTION CANVASSING A BOND ELECTION
THE STATE OF TEXAS
LAMAR COUNTY
CITY OF PARIS
WHEREAS, this City Council ordered an election to be held in said City on May 6, 2017 on the
propositions hereinafter stated; and
WHEREAS, said City Council has investigated all matters pertaining to said election, including
the ordering, giving notice, appointing election officers, holding and making returns of said election; and
WHEREAS, the election officers who held said election have duly made the returns of the result
thereof, and said returns have been duly delivered to said City Council.
WHEREAS, it is hereby officially found and determined that the meeting at which this
Resolution was adopted was open to the public, and public notice of the time, place and purpose of said
meeting was given, all as required by Chapter 551, Texas Government Code.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
1. That the City Council officially finds and determines that said election was duly ordered, that
proper notice of said election was duly given, that proper election officers were duly appointed prior to
said election, that said election was duly held, that the City has complied with the Texas Election Code,
that due returns of the result of said election have been made and delivered, and that the City Council has
duly canvassed said returns, all in accordance with law and the Resolution calling said election.
2. That the City Council officially fords and determines that the following votes were cast at said
election, on the submitted PROPOSITIONS by the resident, qualified electors of said City, who voted at
the election:

PROPOSITION NO. 1
THE ISSUANCE OF $9,500,000 TAX BONDS FOR STREET AND
ROAD IMPROVEMENTS AND RELATED INFRASTRUCTURE.
PROPOSITION NO.2

THE ISSUANCE OF $500,000 TAX BONDS FOR PARK
IMPROVEMENTS AND PARK EQUIPMENT.
AGAINST 259 )
3. That the City Council officially fords, determines and declares the result of said election to be
that the aforesaid PROPOSITIONS have received a favorable majority vote, and that such
PROPOSITIONS therefore have passed, and that the bonds authorized by the aforesaid PROPOSITIONS
may be issued and the aforesaid bond tax supporting said bonds may be levied by the City.
