SUBJECT: AWARD FLOW EQ BASIN BARSCREEN PROJECT BID

BACKGROUND: Bids for the flow equalization basin barscreen project were received and
publicly opened at 2:00 p.m. on 04/27/2017.
STATUS OF ISSUE: In lieu of a comprehensive rehabilitation project for the wastewater
treatment plant, we have identified individual components by priority. The addition of a
mechanical barscreen at the flow equalization basin was determined to produce the most
immediate benefits. A barscreen will benefit both the wastewater treatment plant and the lift
station division by removing debris from the waste stream, thus protecting pumps at the flow
equalization basin and the master lift station, resulting in a decrease in equipment damage and
maintenance labor. Harrison, Walker and Harper submitted the low bid of $966, 425.80.
BUDGET: Department 86 — Wastewater Treatment; 10- 0901- 86 -98; $966, 425.80 is the low bid
for the project; funding is distributed over three (3) budgets, fiscal years 2016, 2017 and 2018.
RECOMMENDATION: Approve the low bid received, awarding the project to Harrison,
Walker and Harper.
