04/24/2017MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS April 24, 2017 The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, April 24, 2017, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: A.J. Hashmi Council Members: Billie Lancaster; Aaron Jenkins; Billy Trenado; Steve Clifford; Matt Frierson; and Cleonne Drake City Staff. John Godwin, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Carla Easton, City Engineer; Larry Wright, Fire Chief; Bob Hundley Police Chief; Kent Klinkerman, EMS Director; Doug Harris, Utilities Director; and Jerry McDaniel, Public Works Director Opening Agenda 1. Call meeting to order. Mayor Hashmi called the meeting to order at 5:30 p.m. 2. Invocation. Pastor Bob Bush gave the invocation. 3. Pledge of Allegiance. Council Member Lancaster led the pledge. 4. Citizens' Forum. Michael Glatfelter, 1345 SE 6th — he said a lawsuit was filed April 7 against the City of Paris for a wrongful arrest. He said he had a problem with item 11, because the citizens did not know where the properties were located that were being sold, who purchased them or how much was paid for the properties. Consent Agenda Mayor Hashmi inquired of Council Members if they wished to pull any items from the consent agenda for discussion. Mayor Hashmi pulled item 11 and said the item would be postponed until the next council meeting. He also responded to Mr. Glatfelter's comments by informing Mr. Glatfelter that the properties and auction were publicized and took place at the Regular Council Meeting April 24, 2017 Page 2 courthouse steps. With the exception of item 11, A Motion to approve the consent agenda was made by Council Member Frierson and seconded by Council Member Clifford. Motion carried, 7 ayes — 0 nays. 5. Approve minutes from the meeting on April 10, 2017. 6. Receive reports and/or minutes from the following boards, commissions, and committees: a. Historic Preservation Commission (3 -8 -2017) b. Main Street Advisory Board (3 -14 -2017) c. Paris -Lamar County Health District (11 -21 -2016 & 1 -23 -2017) d. Building & Standards Commission (3 -20 -2017) 7. Receive March monthly financial report. 8. Receive March drainage report. 9. Receive demolition and code enforcement activity reports. 10. Receive the Paris Economic Development Corporation 2015 -16 Comprehensive Annual Financial Report. 11. Resolution Approving the Private Re -Sale of Multiple Tracts of Bid -Off Tax Foreclosed Properties to one or more buyers, and authorizing the Mayor to execute deeds. Regular Agenda 12. Receive update presentation from Cobb Fendley & Associates on drainage projects. Ted Sugg and Matt Busby presented to City Council several alternatives with regard to Big Sandy Tributaries 4 & 6. Their presentation included background information, rainfall events, the FEMA model, the floodplain maps, four alternatives, as well as cost and benefits associated with each of the alternatives. Mayor Hashmi wanted to know how many property owners were spoken to during gathering of information. Mr. Busby said he spoke to five home owners. He also said the heavy rainfall Paris had was a 500 year rainfall. Mayor Hashmi asked if any of the alternatives would guarantee no flooding of any homes and Mr. Busby said it would not. Following additional discussion, Mayor Hashmi said the City did not have 12 million dollars and said it sounded to him that the best decision would be for the City to continue to clean out the ditches and go to FEMA and request they change the flood plain so that citizens would not have to purchase flood insurance. Council Member Lancaster said the FEMA map she obtained from Hayter Engineering looked different than what they depicted and that there were homes in her district that flooded during the heavy rainfall. Mr. Sugg said the study they performed was specific to the two channels. Council Member Trenado said he would like to see the cost of each phase of Regular Council Meeting April 24, 2017 Page 3 work. Council Member Clifford said it sounded like with a 500 year event that no matter how much money they spent, they would not be able to stop the flood. He also said the improvements the City had already done seemed to be making a difference. Council Member Clifford inquired about the cost for the entire City to have this type of drainage work and Mr. Sugg said he would not even begin to guess. Council Member Drake wanted to know if the baffles on Collegiate and Clarksville Streets were causing the water to slow and back up. Mr. Busby said it did cause water to slow but not back up, and there should be minimal effect. Mayor Hashmi said the City's drainage had been better since they had starting cleaning out the ditches and they needed to continue with that process. City Council thanked Mr. Sugg and Mr. Busby for their presentation. 13. Discuss and act on amendments to the 2016 -2017 PEDC budget. PEDC Director Michael Paris explained the PEDC Board was requesting amendments to the 2016 -2017 Budget, which included moving $23,000 from contract labor and inserting $21,000 in salaries and wages and $2,000 in Social Security/Medicare. He said this would accommodate the personnel transition from a staffing agency to PEDC employment. Mr. Paris also said the Board suggested an increase of $77,776.77 in the overall budget which meant they would increase insurance benefits, direct business incentives to the Park Street Project, direct business incentives to Potters Industries and direct business incentives to Powder Innovations. A Motion to approve this item was made by Council Member Firerson and seconded by Council Member Trenado. Motion carried, 7 ayes — 0 nays. 14. Convene into Executive Section pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business incentive to a business prospect described by Subdivision (1) as follows: • Project Sun Bird • Project Wind Cave Mayor Hashmi convened City Council into executive session at 6:30 p.m. 15. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. Mayor Hashmi reconvened City Council into open session at 6:49 p.m. He informed the public that the PEDC Director updated them on two projects. 16. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004 -081. Regular Council Meeting April 24, 2017 Page 4 City Manager John Godwin reminded City Council that their next meeting would be May 15 and that the Wings Over Paris event would be held on May 13. 17. Adjournment. There being no further business, a Motion to adjourn was made by Council Member Frierson and was seconded by Council Members C)fford and Drake. Motion carried, 7 ayes — 0 nays.
