KAUFMAN STREET PARIS, TEXAS THURSDAY, FEBRUARY 16, 2017 5:30 O'CLOCK PM The Airport Advisory Board meeting was called to order by Paula Portugal, Chairman at 5: 30 p. m. A. The following members were present: Anna Spencer, Jim Noble, Ray Ball, Matt Birch, Paula Portugal and Tim Bullock. B. The following members were absent: Dennis Ashby C. Also present: John Godwin, City Manager; Carla Easton, City Engineer; Jerry Richey, Airport Manager and Ashley Fendley, City Staff. 2. Approval of minutes from previous meeting. (January 19, 2017) Motion was made by Tim Bullock, seconded by Ray Ball to approve the minutes from January 19, 2017 meeting. Motion carried 6 -0. 3. Discussion regarding the airport hangar lease agreement. John Godwin, City Manager reviewed the updates to the airport hangar lease agreement with the Airport Advisory Board. The Airport Advisory Board was pleased with the updates to the airport hangar lease agreement. A motion was made by Ray Ball, seconded by Tim Bullock to send the airport hangar lease agreement to City Council for approval. Motion carried 6 -0. 4. Discussion regarding the status of the new hangar construction project. Carla Easton, City Engineer stated that contractors are on site. At this time they are mainly working on earth work. Mrs. Easton further stated this is a 5 -month project which should be finished in June. 5. Discussion regarding the 2017 Wings Over Paris Event. John Godwin, City Manager stated that Ashley Fendley created a webpage for Wings Over Paris. Mr. Godwin stated that we will be setting up a little different this year whereas the vendors will be inside the fence. The side parking lot will be for the performers and handicap parking. Ashley Fendley stated that the City has received two applications for food trucks and the Chamber of Commerce has received a few sponsor applications. 6. Discussion regarding development opportunities. John Godwin, City Manager stated he has been in contact with a crop dusting business from Bonham, Texas that is interested in the City of Paris Cox Field Airport. Mr. Godwin stated that this business would possibly bring about 8 to 9 employment opportunities to the City of Paris. 7. Discussion regarding delinquent hangar rentals. Ashley Fendley, City Staff stated that we have 3 individuals that are 60 to 90 days behind on hangar rent. Motion was made by Ray Ball, seconded by Tim Bullock to send letters to anyone behind 60 days or more. Motion carried 6 -0. 8. Requested items for future agendas. Building Improvement Grant Request- Chris Dux -134 1St SW presented request for window project for his downtown building. Discussion followed with questions. Motion was made to approve project request by Laurie Redus and seconded by Glee Emmite. Motion Carried and project request was granted. 5. Main Street Managers updates- Cheri Bedford reported on outcome of Wine Fest. Lots of new faces and participation. We have been able to fund three grant request and with the proceeds this year we can continue to award BIGrants. Current balance in funds is . Thank you notes will be sent by Board Members thanking the Food, Wine and Host Vendors. HPC is going to Host "Imagine the Possibilities" Meeting tomorrow to plan the event which will be held May 20th during Historic Preservation Month —This will meet one of the requirements for the Main Street Project. 6. Main Street Board updates and project discussion- Jill Drake & Main Street Advisory Board. Operation Increase Occupancy - feedback from the City Council it was defeated 7 -0. Chisum Days – decided this is not a MS Project now. Main Street Table was discussed as possible event in the Fall dates (September 23rd) were discussed. Donna Dow of Dennison will be invited to our regular MSABoard meeting and present the Increase the Occupancy Program. Market Square opens May 6`h there is available a table for Guest to present their organization, with plans, posters, etc. – might be a time to present our vision for Market Square or do a survey of what the citizens want to see done there. Call meeting to order - Chairman Dux called the meeting to order at 4:01 p.m. 2. Approval of minutes from previous meeting (April 12, 2017) — Chairman Dux noted the word "he " that needed omitted in a paragraph item 4 -C. Minutes were approved S — 0 with corrections. 3. Discussion and possible action on the following Certificates of Appropriateness: a. 554 S. Main Street, new construction of detached garage: Clifton Fendley Mr. Clifton Fendley COA was requesting to build a new detached garage behind his house. Commissioner Dux asked about the drawings on the floor plan that was presented. Mr. Fendley held the floor plan was correct. Commissioner Dux asked about the placement of the doors, that there would be a single garage door, and a walk in door, and two garage doors. He asked if there would be a walk through door between the two garage doors? Commissioner Steely asked if the roof would look like shingles but be tin. Mr. Fendley stated that wanted the flexibility of deciding whether to use shingles or standing seam metal roof. Commissioner Dux cautioned Mr. Fendley of the different types of metal roofing materials, and MR Fendley noted that he knew the different types, and a r panel type material would not be used. Commissioner Dux also noted that standing seam is allowed but not all types of structures, and that his architect should be able to help with appropriate design and Mr. Fendley agreed. Mr. Fendley also stated that he would either use clap board, or stucco, and both materials are in keeping with the materials on the existing house. A motion was made to approve the Certificate of Appropriateness for new construction of a detached garage as presented by Commissioner Knox, seconded by Commissioner Barbee, motion carried 5 -0 b. 400 Church Street, Holy Cross Church, ADA compliant ramp for Parish Hall: Ben Vaughn Commissioner Dux stated there was some confusion as to where the handicap accessible ramp is actually going to be placed since there were several doors in the COA. Mr. Vaughn stated that he wanted to give examples of the doors that had rails already approved. Mr. Vaughn further stated the ADA ramp would be located in Parish Hall northeast entrance. Ramp will extend to the north end of the Paris Hall, and run back west. Mr. Vaughn told the commission that the rock wall that was covering the air conditioner was added in the 1980's. Commissioner Dux asked if the brick steps were original. The entrance is not currently in use. The ADA ramp will be against the building, and the green space will extend still be on the north side of the sidewalk, and the sidewalk will be approximately 5 feet from the rock of the building. Commissioner Dux noted that the horizontal structure is not Commissioner Steely made the motion to approve the Certificate of Appropriateness for the ADA ramp to the northeastern entrance of Parish Hall, seconded by Commissioner Alarid. Motion carried 5 - 0 4. — CONSENT AGENDA - -- Discussion and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. After discussion on each property Commissioner Steely made a motion to approve the recommendation of the Code Enforcement department for items 4 A -E as the structures are no longer able to be rehabilitate or have nor can they be designated on the National Register of Historic Places, as a recorded Texas landmark, or as a property as designated by the City Council. A funding request from the Paris High School Basketball Tournament was presented. Becky Semple stated that she rated the funding and they should get $1872. Greg Wilson gave an update on the bicycle kiosk. He stated that rotary was going to try and give some money and asked that the VCC give $9000. Everyone agreed that this should happen. Greg also stated that the Trail de Paris was in need of directional signage. All agreed that VCC should get a quote and look into this also. Becky Semple gave the directors report. She reported about the upcoming events. She also stated that we are always in need of volunteers. She also gave a brief report about Certified Folder. All agreed that VCC should spend $1200 in order for brochures to get into different travel areas. Jeff Martin stated that Becky Semple needs to visit with John Godwin about bicycle striping lanes to the hotel. Ken Higdon stated that the VCC will be looking to hire a sales and marketing person in 2017. The job description is almost complete. It was also stated that we will do a media campaign to advertise the bikes. Lastly, he reported that Lalonna West resigned and we will be looking for a new board member. Respectfully submitted Becky Semple REGULAR MEETING MINUTES PARIS MUNICIPAL BAND COMMISSION THURSDAY MARCH 23.2017 Present Absent Randy Bunch, Chairman Cleonne Drake Joe Watson, Director Christian Uidsey Byron Myrick II Betsy Mills Patsy Daniels Becky Semple Cheri Bedford Meeting was called to order by Chairman Randy Bunch at 5:17 p.m. Review and approval of Minutes from meeting held February 2, 2017. Becky Semple motioned to accept the minutes as presented, seconded by Mrs. Daniel, motion carried. Music: Mr. Watson informed the commission that Cleonne Drake had visited with the City Manager and there was $2000 set aside for new music that wouldn't be taken out of the Municipal band budget. Mr. Myrick had a trip planned to San Antonio and so he purchased $1000 dollars of new music. A trip to Denton will be scheduled with Mr. Watson and Mr. Myrick in the near future to spend the other allotted funds. Music types are a good variety of show tunes, patriotic & concert. Bus and Transportation: Mr. Myrick has spoken to Mr. Jones, the superintendent of PISD and they are working out the details for the Band to use the school's equipment trailer. Small details are still being worked out but it looked promising. Mr. Myrick will follow up with the commission if there are any issues that arise. It was noted that the advertisement of PISD was important to Mr. Jones, and the commission discussed various compensation ideas to PISD for the use of the trailer. Location of concerts: Mr. Myrick has secured the PISD auditorium for the June 9th concert back up plan for inclement weather. Budget for 2018 season: Mrs. Daniels asked about the budget preparation and noted that the Historic society has to prepare their budget in June for the City Manager. There was some discussion on the preparation for the 2018 budget for the band and timeline. Joe Watson will get with Gene Anderson on the details and if they need to begin to prepare their budget by June, and report back to the commission at the next meeting. Mr. Bunch stated that Mr. Anderson of the city finance has rolled over the budget in recent years, but budget preparation is a good idea. Advertisement: Everyone liked last year's poster. Cheri Bedford will contact Edwin Pickle to check on the sponsorship of the poster and possible change the picture at the bottom to include a band. She will report to the commission any changes. All agreed it looked good. Becky will take to hotels, Boy scouts can use the trailer to sell concessions. The next meeting is set for April 27, 2017 5:15 p.m. in Council Chambers. A motion to approve the October minutes was made by Bobby Walters, seconded by Chip McEwin, all approved. Ken Higdon presented new logo options for the Civic Center. Ken Higdon stated that the cost of an air curtain was $4500, not installed. Chip McEwin said he would get a quote. Curtis Fendley gave an update on the long range planning committee. He presented two bids from assessment companies. A motion to spend up to $10,000.00, for a walk thru assessment of the civic center, was made by Bobby Walters, seconded by Pam Anglin. Linda Kapp gave an overview of the December financials, they were accepted into the minutes. Ken Higdon gave a report of the repairs happening at the civic center. A leak from a pop off valve, leak in flower bids and door sensor issue. These leaks have been repaired and someone is coming to look at sensor. Staff: Ken Higdon, Gina Crawford, Randy Nation and Kern Wright Curtis Fendley called meeting to order at 4:06 pm. A motion to approve the January minutes was made by Linda Kapp, seconded by Kenneth Webb, all approved. Ken Higdon presented new logo options for the Civic Center, it was decided to go with choice D. Ken Higdon stated that a pamphlet is being worked on and will hopefully have a proof by the next meeting. Ken Higdon gave an update on the long -range planning committee, the assessment has been completed and we are still waiting on a few surveys. Linda Kapp gave an overview of the February financials, they were accepted into the minutes. Ken Higdon gave a report of the repairs happening at the civic center. The RV spots are being renumbered for around $800, wifi has been installed and will reach all the RV spots. Both floor machines are having issues and they are trying to be repaired. Ken Higdon stated that he and Jon McFadden have been working on updated the rental contract. He asked that the long -range planning committee look over it. Ken will send a copy to the committee. There was a discussion of bike kiosk placement, but nothing was decided. It will go back to the Kiosk committee. The next meeting will be on May 18, 2017, 4:00 pm. HOUSING AUTHORITY OF THE CITY OF PARIS REGULAR MEETING BOARD OF COMMISSIONERS MEETING 100 GEORGE WRIGHT HOMES MINUTES OF March 21, 2017 Present at the Meeting: Gary Savage — Chairman of the Board of Commissioners TK Haynes — Vice Chairman of the Board of Commissioners Cassandra Hearn — Commissioner of the Board of Commissioners Dewayne Dangerfield — Commissioner of the Board of Commissioners Sally Ruthart — Executive Director Kim Snow — PHA Inspector Patricia Pridemore — PHA Program Manager 1. Meeting Called to order at 12:41 pm on Tuesday, March 21, 2017 by Chairman of the Board of Commissioners, Gary Savage. 2. Having four Board Members present, a quorum, Mr. Savage thanked and welcomed everyone to the meeting. 3. Citizens' Forum Opened — No one chose to speak; the Citizens' Forum was closed. 4. Minutes from the January 27, 2017 — Minutes were approved with a motion made by Mr. Haynes and seconded by Mr. Dangerfield. Passed 4 -0. 5. UNFINISHED BUSINESS: a. Laundry Facilities Bid — Mrs. Ruthart made sure all Board Members got a copy of the bid. Mrs. Ruthart suggested using the card reader option for the safety of the attendants and no money being left in the facilities. Kelly Crawford made a suggestion to make all units washer /dryer accessible but that would costs approximately $60,000 to rewire and vent 184 units, but there would be no maintenance for the PHA; however, the tenants would have to purchase their own washer /dryer and their utility bills would be higher. This bid includes the company installing all the washers/dryers in the laundry facilities for $50,000 with a one year warranty and staff training. After the first year the maintenance would have to be done by the PHA. PHA is hoping that the income from the laundry will at least pay for the attendants wages. Mrs. Ruthart said that this would have to be put in the budget for FY beginning 7/1/2017. There will also be ADA approved washers and dryers installed. Mr. Savage made a motion to put money in the budget for the laundry facilities to be reopened and Mr. Dangerfield seconded the motion. Motion passed 4 -0. 6. NEW BUSINESS: a. Occupancy Report — 4 vacancies in Public Housing. 17 were filed on in the Court System for non - payment of rent and one pending eviction for a drug violation. Mr. Savage asked what happens if the person with the drug violation does not move. Mrs. Ruthart explained that the PHA will file a Forcible Entry and Detainer with the Courts. Mrs. Ruthart also explained that all abandoned units will be filed on in the court system from this point forward. The PHA will no longer "Take over" and/or "Clean out" abandoned units. There will be a notice posted on the door and after the time period of the notice, the PHA will file a FED with the Court system. After the 5 day period after the court hearing, the PHA will file a Writ and the items left in the apartment will be set out on the sidewalk. This will cost the PHA $266 per tenant and will cost the tenant $266 in court fees if they ever try to return to the PHA programs. b. Maintenance Supervisor came up with an idea regarding the bed bug problem. Scott suggested that we do all of the units one time at no cost to the tenant. The tenant will have to do the preparation for the treatment (anything that will melt). If the tenant denies treatment, they will have to sign a notice stating that they refuse treatment. Mrs. Ruthart suggested that if the Board agrees for the PHA to do this and with the new laundry mats that will need maintenance; the PHA will need an extra Maintenance Man — Utility Worker. The PHA's subsidy is based on vacancies and in order to keep vacancies under control Mrs. Ruthart suggested adding a Maintenance Man. Mr. Haynes made a motion to begin the plan to treat all units for bed bugs that do not refuse treatment and authorize hiring of an additional maintenance person in order to get out occupancy /make readies in order.
