BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the
assistance of Auto Burglary and Theft Prevention Authority, in September of 1994. Since that
time, for 23 consecutive years, the City of Paris has been approved in continuing with the Task
Force under this grant. There are two Paris police detectives assigned to the Task Force paid for
by this grant. These officers are allowed to investigate auto thefts and auto burglaries in a
number of counties in the Northeast Texas area. Many times, criminals operate beyond
jurisdictional lines.
STATUS OF ISSUE: The ABTPA changed rules this year that allows for a grant extension in
place of a formal grant application process. The total amount of the grant for 2017/2018 is
$149,474.00 including a cash match of $41,667.00 from the city. Council has to approve the
extension of the grant and authorize the manager to complete certain documents. The ABTPA
requires a resolution from the governing body for the grant application.
BUDGET: The grant application will require a $41,667.00 cash match in the 2017 -2018 police
department budget.
RECOMMENDATION: Motion to approve a resolution authorizing the extension of the grant
to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast
Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary
documents.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPROVING THE SUBMISSION OF AN EXTENSION OF AN AUTOMOBILE
BURGLARY AND THEFT PREVENTION AUTHORITY (ABTPA) GRANT FOR
CONTINUATION OF THE NORTHEAST TEXAS AUTO THEFT TASK FORCE;
APPROVING A CASH MATCH FROM THE CITY OF PARIS IN CONNECTION
WITH SAID GRANT EXTENSION; AUTHORIZING THE EXECUTION OF
ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Automobile Burglary and Theft Prevention Authority
( "ABTPA ") provides funding for automobile theft prevention grants; and
WHEREAS, under the provisions of the Texas Revised Civil Statutes Article
4413(37) and Texas Administrative Code Title 43, Part 3; Chapter 57, entities are eligible to
receive grants from the Automobile Burglary and Theft Prevention Authority to provide
financial support to law enforcement agencies for automobile theft enforcement teams and
to combat automobile burglary in the jurisdiction; and
WHEREAS, the City of Paris began the Northeast Texas Auto Theft Task Force, with
the assistance of Auto Burglary and Theft Prevention Authority, in September of 1994.
Since that time, for 23 consecutive years, the City of Paris has been approved in continuing
with the Task Force under this grant; and
WHEREAS, there are two Paris police detectives assigned to the Task Force paid for
by this grant who are allowed to investigate auto thefts and auto burglaries in a number of
counties in the Northeast Texas area so as to work cases on criminals who operate beyond
jurisdictional lines; and
WHEREAS, the ABTPA adopted rules this year that allow for a grant extension in

WHEREAS, the City Council of the City of Paris desires to extend the Automobile
Burglary and Theft Prevention Grant entitled "Northeast Texas Auto Theft Task Force"
project as described in the Proposed Annual Budget Total attached hereto as Exhibit "A"
beginning September 1, 2017 and ending August 31, 2018, in the amount of $149,474.00
including a cash match from the City totaling $41,667.00 in the 2017 -2018 Paris Police
Department Budget, and to continue the existing Auto Theft Task Force and hereby
authorizes the City Manager to execute the necessary documents; and
WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of
loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will
be returned in full to the Automobile Burglary and Theft Prevention Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. The City Manager of the City of Paris, Texas is designated as the
Authorized Official to authorize all necessary documents to extend the grant from the
Automobile Burglary and Theft Prevention Authority Grant Program.
Section 3. The Police Chief of Paris, Texas is designated as the Program Director
and the City Finance Director is designated as the Financial Officer for this grant.
Section 4. That this resolution shall be effective from and after its date of
passage.

Which type of grant are you applying for?
Continued Grant - Only available to agencies that have a 2017 grant. These are annual
competitive grants for the program described in the application. The program must be
submitted for substantially the same program as the previous year. The requested funds, match
funds, and in -kind match must be within 5% of the previous year but in any event may not go
below the 20% minimum cash match requirement. The number of staff positions must be

Budget Narrative
Personnel: The Senior Detective will be in charge of the day to day operations of the Auto Theft
Task Force and shall be subject to the direct supervision of a Lieutenant within the Criminal
Investigations Division of the Paris Police Department and within the Department ?s Chain of
Command up to the Chief of Police. The Senior Detective will be subject to such orders as the
Chief of Police or his designee may prescribe, not inconsistent with the laws on the State of
Texas or the mandates of the Texas Automobile Theft Prevention Authority grant.The Senior
Detective shall devote 100% of his time to official duties, unless granted leave by the Chief of
Police or his designee.
The Senior Detective's responsibilities shall be:
1) Supervise the Task Force in all of its operations. 2) Keep the proper records and be
responsible for the maintenance of all reports to the State of Texas and the Chief of Police. 3)
Work with every responsible, legitimate group or agency in a cooperative effort to prevent motor

vehicle theft by educating the public and law enforcement officers in the area of motor vehicle
crimes. 4) Work diligently and relentlessly in the investigation of, and pursuit of, all crimes
involving motor vehicles. 5) Enforce all laws relating to the theft of motor vehicles. 6) Assist in
the prosecution of all those charged with the crime of motor vehicle theft or related crimes.

Travel: We are planning to send both Detectives to the week long TAVTI training in Dallas,
Texas and Texas Auto Burglary and Theft Prevention board meeting that is routinely held during
this conference. This is our only planned travel for this grant cycle. The travel policy for the City
of Paris, which will be the travel policy of the Northeast Texas Auto Theft Task Force, is as
follows: $0.56.5 per mile. Task force vehicles are typically used for this travel and mileage will
not or should not apply.
Per diem: $39.00 - $79.00 per day depending on the city, as allowed by IRS.

Grant Introduction (Executive Summary)
1.1 Briefly describe the organization and program operation. Provide a high level summary to the
intent of the application and how it will affect the local community. (500 words or less)
The NORTHEAST TEXAS A UTO THEFT TASK FORCE is a small two -man task force
covering a large (9) nine county area that is mainly rural in composition. The Task Force is
not directly assisted by any other Agency other than the Paris Police Department. The Senior
Detective is the project manager and he reports directly to a Lieutenant in the Criminal
Investigation Division of the Paris Police Department. The Chief of Police of the Paris
Police Department is the Project Director. The CID Lieutenant reports to a Captain which is
supervised by the Assistance Chief of Police and the Chief of Police. Detectives commonly
work with Investigators from the Lamar County Sheriffs Office when it is necessary. The
biggest cities in the coverage area are Sherman and Texarkana followed by Paris and then
Greenville. The taskforce Detectives has been investigating auto theft and burglary crimes
since 2010 and 2011 for an approximate total of about (14) fourteen years of combined
experience. The Detectives have a combined total of (3 7) thirty -seven years of overall law
enforcement experience. The Task force completes VTR -68A inspections of the citizens in the
coverage area every T hursday and they are done in Bonham and Paris. The Task Force
routinely examines antique vehicles in place, when necessary, and that takes place anywhere
in the coverage area on a case by case basis. A lot of these are done in the Sherman, Texas
area. The Task force investigates all auto thefts to include any and all wheeled vehicles such
as trailers, all - terrain vehicles (ATV) and tractors etc. reported to the Paris Police
Department as well the Lamar County Sheriffs Department. The Task Force investigates all
burglary of vehicle cases reported to the Paris Police Department and this sometimes
includes credit card abuse and theft of firearm cases stemming from the auto burglaries. A
lot of these cases have no follow up but Detectives at least read the report to see what items
were stolen and to see where the cases are occurring. Detectives try to assist Narcotics
Division Detectives with search warrants when possible due to the stolen property from car
burglaries being routinely linked to the drug trade. The Lamar County Sheriffs Office does
not have near the number of car burglaries as the city and few of their cases are investigated
by the Task Force unless contacted and requested by the Sherifj?s Office. The Task Force is
commonly called by Red River County, Hopkins County, Fannin County and Hunt County for
assistance with auto theft cases to include trailer thefts as well. The Task Force is contacted
on most, if not all, of the vehicle arson cases in the counties adjacent to Lamar County
including Hunt County. The Task Force is also called on by the Texas Department of Public
Safety from time to time when they have a burned vehicle they need identified either by it
being involved in an accident or criminal activity. The Task Force maintains a bait vehicle
for deterring auto theft and auto burglaries and also makes use of a bait trailer set up with a
tracking device to arrest trailer thieves which is common in our coverage area. The Task
Force commonly attends public events in Hopkins, Lamar, and Hunt County and sets up a
booth distributing information on auto theft and auto burglary. Finally, the Task Force
regulates the tow companies in Paris by reviewing and approving their city tow license
application each year, monitoring their vehicle storage facilities and checking their abandon
vehicles as they come in to their care. The Task Force also handles complaints that are
received on the tow companies.
Grant Problem Statement
2.1 Provide an assessment of the motor vehicle burglary (including theft of parts) problem in the
coverage area of this application.
The motor vehicle burglary issues continue to be a problem in the Paris area. The crime
tends to be committed by the younger adult males and the crime seems to go hand in hand
with the drug trade. This is has been confirmed or proven with several guns stolen from cars
being found later when the city narcotics unit runs a search warrant on a drug trafficker. It is
more common than not for stolen guns to be found during those search warrants.
We have also seen in increase in the number of firearms being left in unlocked vehicles and
those weapons are commonly being stolen. Probably 90 to 95% of the cities car burglaries
are vehicles that are left unlocked. The total firearms stolen from motor vehicles from 2014 is
(5) five, 2015 is (19) nineteen, 2016 is (20) twenty and from January to April 2017 is (9)
nine.
Comparing the loss summary from 2014 to 2016, the City of Paris had a total of $97,381 in
reported stolen property in 2014, $98,263 in 2015 and $118,479 in 2016 For the first (4)
four months of 2017 the City of Paris has had a reported $30,588 in stolen property
attributed to motor vehicle burglary. The City also has seen an increase in vehicle battery
thefts with a total of (21) twenty-one in 2017 already.
2.2 Provide an assessment of the motor vehicle theft problem in the coverage area of this
application
The motor vehicle theft problem in our area is significant after examining NICB'S report on
Hotspots 2015 (https://www.nicb.org/theft_and fraud_awareness /top places for- vehicle-
thefts). An examination of this report shows the Task Force currently has (2) two cities that
make this list with TEXARKANA,TX -AR METRO making the list at number #74 and
SHERMAN- DENISON making the list at #123. This list is composed of 380 Nationwide
metropolitan areas and the following cities are lower on the list than the TEXARKANA and
SHERMAN areas: AUSTIN #146, EL PASO #153, and TYLER #185.
The auto theft rate in TF,XARKANA area is 278.43 and the SHERMAN area rate is 208.02.
Comparing those rates to other larger metropolitan areas that made the list you have #38
HOUSTON at a 382.05 rate, #57 SANANTONIO at a 317.4 rate and #79 DALLAS with a
268.2 rate.
With that being stated we certainly do not think we can impact the rate with our current
staffing and being based out of PARIS, but the auto thefts in PARIS show to be 45 in FY
2016, 25 in 2015 and 33 in 2014. Converting that to the theft rate used by NICB and dividing
theft by the City of Paris's Population the rates are 2014 = 133.16, 2015= 100.87 and 2016
= 181.58.
With (2) Detectives working the City of Paris auto theft, car burglaries and VTR -68A
inspections for our coverage area we could use at least (8) additional Detectives to make an
impact in the Texarkana and Sherman hot spot areas. The state has not made those funds
available to date not to mention the Task Force has not received any equipment since 2010
from the state.
2.3 Describe the geographical target area intended for this application. Include information about
the taskforce governing and command structure. Include a description of the coverage area(s)
and the nature of support and agreements supporting this application.
The Task Force target area is going to be the City of Paris and Lamar County, with support
and assistance in the other counties of coverage area. Currently, we are doing VTR -68A in
LAMAR COUNTY and TANNIN COUNTY. Currently we have a letter of agreement with the
LAMAR COUNTYATTORNEY'S OFFICE. The Sheriff of Lamar County is fully supportive of
the Task Force as we investigate the majority of their auto theft cases.
The Task Force is comprised of only (2) two Detectives that are both assigned to the criminal
investigative division of the PARIS POLICE DEPARTMENT. Both Detectives are supervised
by (1) one of the (2) two Lieutenants in the criminal investigative division. The Lieutenant
reports to a Captain in Criminal Investigation that is supervised by the Assistant Chief of
Police and Chief of Police.
2.4 Will the program described in the application cover the community(ies) at large or will all or
any part of this program be directed to serve a specific target population? If No or Both,
please describe the problem supporting the need for a special target population.
The program will cover the communities at large. With limited resources; however, most of
the cases investigated will be from the Paris Police Department and the Lamar County
Sheriffs Department. The current trend in our area is that other agencies, outside of
Paris /Lamar County, call the Task force for assistance such as identification of burned
vehicles or other issues in identification of stolen vehicle such as vin swaps, vehicle clones or
other vehicle identification related issues. Most of the cases after the task force's
identification the agency that was assisted completes the investigation.
So the problem is two-part. One being the auto theft and auto burglary problem alone is
enough to keep (2) two Detectives busy and on top of that the task force routinely completing
over 250 VRT -68A inspections a year. Problem two is the task force needs to have at least 4-
10 detectives to properly cover the entire 9 county coverage area.
So by default the Task Force does target the Lamar County and the City of Paris not because
of choice more so because of the realities of the size of the coverage and resources available.
The city does not have NCIB agent or a DPS Officer assigned like other task forces and most
cities do not have a dedicated auto theft unit or Detectives in our coverage area.
Grant Goals and Activities
There are two parts to this section: 1) Functions of Proposed Program and Goals Strategies and
Activities (GSA). In the following boxes, describe the functions of the proposed program and
then complete a fillable form called GSA.
ABTPA programs must completely describe the functions they will perform in implementing the
program. If Awarded, funds expended towards activities not described in this section will result
in the reimbursement being denied.

Detective is the project manager and he reports directly to a Lieutenant in the Criminal
Investigation Division of the Paris Police Department. The Chief of Police of the Paris
Police Department is the Project Director. The CID Lieutenant reports to a Captain which is
supervised by the Assistance Chief of Police and the Chief of Police. Detectives commonly
work with Investigators from the Lamar County Sheriffs Office when it is necessary. The
biggest cities in the coverage area are Sherman and Texarkana followed by Paris and then
Greenville. The task force Detectives has been investigating auto theft and burglary crimes
since 2010 and 2011 for an approximate total of about (9) nine years of combined
experience. The Detectives have a combined total of (34) thirty-four years of overall law
enforcement experience. The Task force completes VTR -68A inspections of the citizens in the
coverage area every Thursday and they are done in Bonham and Paris. The Task Force
routinely examines antique vehicles in place, when necessary, and that takes place anywhere
in the coverage area on a case by case basis. A lot of these are done in the Sherman, Texas
area. The Task force investigates all auto thefts to include any and all wheeled vehicles such
as trailers, all - terrain vehicles (ATV) and tractors etc. reported to the Paris Police
Department as well the Lamar County Sheriffs Department. The Task Force investigates all
burglary of vehicle cases reported to the Paris Police Department and this sometimes
includes credit card abuse and theft of firearm cases stemming from the auto burglaries. A
lot of these cases have no follow up but Detectives at least read the report to see what items
were stolen and to see where the cases are occurring. Detectives try to assist Narcotics
Division Detectives with search warrants when possible due to the stolen property from car
burglaries being routinely linked to the drug trade. The Lamar County Sheriff?s Office does
not have near the number of car burglaries as the city and few of their cases are investigated
by the Task Force unless contacted and requested by the Sheriffs Office. The Task Force is
commonly called by Red River County, Hopkins County, Fannin County and Hunt County for
assistance with auto theft cases to include trailer thefts as well. The Task Force is contacted
on most, if not all, of the vehicle arson cases in the counties adjacent to Lamar County
including Hunt County. The Task Force is also called on by the Texas Department of Public
Safety from time to time when they have a burned vehicle they need identified either by it
being involved in an accident or criminal activity. The Task Force maintains a bait vehicle
for deterring auto theft and auto burglaries and also makes use of a bait trailer set up with a
tracking device to arrest trailer thieves which is common in our coverage area. The Task
Force commonly attends public events in Hopkins, Lamar, and Hunt County and sets up a
booth distributing information on auto theft and auto burglary. Finally, the Task Force
regulates the tow companies in Paris by reviewing and approving their city tow license
application each year, monitoring their vehicle storage facilities and checking their abandon
vehicles as they come in to their care. The Task Force also handles complaints that are
received on the tow companies.
3.3 Functions of the Proposed Program Related to Motor Vehicle Burglary and Theft Prevention
The Task Force plans to conduct at least (S) five public awareness events throughout the
grant cycle. This includes distributing materials to remind citizens in the coverage area to
lock their vehicle and protect there property by taking basic theft prevention steps. The Task
force plans to release at least (S) five press release on information concerning the auto theft
and auto burglary problem in our coverage area. This may also include success stories
documenting and promoting cases of individuals arrested for auto theft and burglary or
cases in which the Task Force provided a public service to the communities in our coverage
area.
ABTPA Task Forces are required to collaborate across judicial boundaries and to develop
regional strategies to implement funded activities. Describe how the applicant staff and
jurisdiction will coordinate with other agencies and jurisdictions in the implementation of this
program.
3.4 Collaboration Effort
The Task force routinely is contacted by law enforcement agencies to assist with
investigations at the agencies request. In the current fiscal year the taskforce has assisted
HOPKINS, HUNT, FANNIN, RED RIVER, TITUS and DELTA counties on cases that they
have requested assistance. Most of the time the cases involve identification of burned
vehicles, but other cases do come in and the task force always assist in whatever manner we
are asked. For instance, recently TITUS COUNTY SHERIFF'S OFFICE contacted the Task
Force about a case concerning (3) three stolen classic cars that were obtained by fraudulent
checks. TITUS COUNTYfound out on of the cars was headed to the DFW area and needed
assistance. The task force assisted by obtaining the vehicle identification number for the
stolen car that TITUS COUNTY could not do because the title information was held at the
bank and this was late on a Friday afternoon. The information was obtained and TITUS
COUNTY was able to immediately enter the car as stolen. The Task Force then contacted the
TARRANT COUNTY TASK FORCE who was able to locate the stolen vehicles and other
stolen property. In this case the Task Force worked solely on the phone to recover stolen
vehicles spanning several counties that would not have been recovered without the Task
Force's existence.
With that in mind our Task Force is limited by staffing and large jurisdictional area, but by
our contacts and working smarter, with modern technological advances we make the best of
the resources we have.

Grant Evaluation
4.1 Describe the method and practice of evaluating the program activities. Including
management and staff participation and systems (forms and software) used to ensure reliable
and accurate data is collected and reported.
The grant will be evaluated based on the goals and objectives the program completes or fails
to complete. The program should be evaluated for improvements or changes by the Captain
of the criminal investigation division at the end of the grant year. All reports completed are
submitted to a Lieutenant in the Criminal Investigative Division. This includes monthly
progress reports and overtime report. At the time ABTPA changes to quarterly reporting then
at that time the progress reports will be submitted quarterly to the Lieutenant for review.
Currently the PARIS POLICE DEPARTMENT use Computer Information Services out of
Skokie, IL that provide the RMS (RECORDS MANAGEMENT SYSTEM) and CAD
(COMPUTER AIDED DISPATCH). Information about those services are as follows:
