00 - AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, May 22, 2017. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on May 15, 2017. 6. Receive reports and/or minutes from the following boards, commissions, and committees: a. Airport Advisory Board (2 -16 -2017) b. Main Street Advisory Board (4 -11 -2017) c. Historic Preservation Commission (4 -12 -2017) d. Paris Visitors & Convention Council (1 -18 -2017; 2 -15 -2017; 3 -22 -2017 & 4 -19- 2017) e. Paris Municipal Band Commission (3 -23 -2017) f. Love Civic Center (1 -12 -2017 & 3 -23 -2017) g. Housing Authority (3 -21 -2017) 7. Receive April monthly financial report. 8. Receive April drainage report. 9. Receive demolition and code enforcement activity reports. 10. Approve a Resolution Authorizing the Extension of the Grant to the Automobile Burglary and Theft Prevention Authority for continuation of the North Texas Auto Theft Task Force. 11. Approve the Final Plat Lot 1, Block A, Giberson Family Farms Addition CB 86, located at 741 N.W. 9' Street. Regular Agenda 12. Receive update presentation from the Ark -Tex Council of Governments regarding the Paris Metro Service fixed -route bus transportation. 13. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Michael Rick for a change in zoning from a Commercial (C) District to a Light Industrial (LI) District, being located at 300 N.E. Loop 286. (Application withdrawn; no action to be taken) 14. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Scott Baxley for a change in zoning from an Agricultural (A) District to a Commercial (C) District with a Specific Use Permit (No. 52- Self - storage /mini warehouses), on A 511 King Survey, Tract 2A, being located at 3117 FM 1497. 15. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the City of Paris, Texas to amend Section 28, "Regulation of Wireless Telecommunications Towers and Facilities," of Zoning Ordinance 1710 of the City of Paris, Texas to allow for the collocation of attached wireless communications facilities on water towers in any zoning district in the city. 16. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the City of Paris, Texas to provide that in addition to being permitted in the Commercial (C) and Light Industrial (LI) districts, "Automobile Detailing Shop" use shall be allowed in the Central Area (CA) Zoning District through the Specific Use Permit process. 17. Discuss and act on an Ordinance Amending Section 21 -200 of the Code of Ordinances, relating to Residential Restrictions for Sex Offenders living in long -term health care facilities. 18. Receive presentation from NewGen Strategies & Solutions, LLC regarding the 2017 Water and Wastewater Cost of Service Study. 19. Discuss and possibly act on amendments to the policies for Boards, Committees and Commissions. 20. Discuss and act on Pre- & Post - Employment Activities. 21. Discuss Residential Development proposal and provide direction to city staff. 22. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004 -081. 23.
