1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Holland Harper, Chairman.
A. The following members were present: John Lee, Robert Spain, Jerry Akers, Mike
Folmar, Barney Bray and Holland Harper.
B. The following members were absent: Chad Lindsey
C. Also present were Carla Easton, City Engineer; Alan Efrussy, Planning Manager;
Stephanie Harris, City Attorney; Steve Clifford, Council Liaison; Sue Lancaster,
City Council; Clyde Crews, Fire Marshal; Triniti Frazier, City Staff; and concerned
citizens.
2. Approval of minutes from previous meetings. (April 3, 2017)
Motion was made by John Lee, seconded by Barney Bray to approve minutes for the April
3, 2017 meeting. Motion carried 6 -0.
3. Public hearing to consider and take action regarding the petition of Michael Rick for a
change in zoning from a Commercial (C) District to a Light Industrial (LI) District, being
located at 300 N.E. Loop 286
Public hearing was declared open.
A. One individual spoke in favor.
Michael Rick, Paris, Texas, spoke in favor of the petition. Mr. Rick stated he
currently owns a RV business at 300 N.E. Loop 286. Mr. Rick stated he is in the
process of selling his property to a gentleman who wants to sell horse trailer /utility
trailers. Mr. Rick further stated the buyer has requested him to request a zoning
change to allow the sale of trailers as a legal use.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Holland Harper, seconded by Mike Folmar to deny the petition.
Motion carried 5 -1, with Jerry Akers in opposition.
4. Public hearing to consider and take action regarding the petition of Scott Baxley for a
change in zoning from an Agricultural (A) District to a Commercial (C) District with a
Specific Use Permit (No. 52— Self — storage /mini warehouses), on A 511 J King Survey,
Tract 2A, being located at 3117 FM 1497.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Jerry Akers, seconded by John Lee to approve the petition. Motion
carried 6 -0.
5. Public hearing to consider and take action regarding the petition of the City of Paris,
Texas to amend Section 28, "Regulation of Wireless Telecommunications Towers and
Facilities, " of Zoning Ordinance 1710 of the City of Paris, Texas to allow for the
collocation of attached wireless communications facilities on water towers in any zoning
district in the city.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Barney Bray, seconded by Holland Harper to approve the petition.
Motion carried 6 -0.
6 Public hearing to consider and take action regarding the petition of the City of Paris,
Texas to provide that in addition to being permitted in the Commercial (C) and Light
Industrial (LI) districts, "Automobile Detailing Shop" use shall be allowed in the Central
Area (CA) Zoning District through the Specific Use Permit process.
Public hearing was declared open.
A. One individual spoke in favor.
Ben Faber, 508 South Church Street Paris, Texas spoke in favor of the petition. Mr.
Faber stated that approving Automobile Detailing Shop in the Central Area (CA)
would add diversity to the area and would be good for downtown.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Mike Folmar to approve the petition to allow
automobile detailing shop in Central Area (CA). Motion carried 6 -0.
7. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Giberson Family
Farms Addition CB 86, located at 741 N. W. 9t Street.
Carla Easton reviewed the preliminary plat with commissioners. Motion was made by
Holland Harper, seconded by Jerry Akers to approve the preliminary plat with
recommendations. Motion carried 6 -0.
8. Consideration of and action on the Final Plat Lot 1, Block A, Giberson Family Farms
Addition CB 86, located at 741 N. W. 9th Street.
Carla Easton reviewed the final plat with commissioners. Motion was made by Holland
Harper, seconded by Jerry Akers to approve the final plat with recommendations. Motion
carried 6 -0.
9. Consideration of and action on the Preliminary Plat ofLot 1, Block A, Pine Creek, located
on 9.714 Acres at the end of Ruby Way.
Carla Easton reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by Holland Harper to approve the preliminary plat with
recommendations. Motion carried 6 -0.
Robert Spain advised the commission this would be his last meeting.
10. Meeting adjourned at 6:15 p.m.
