1999-101-PRIMETIME AT THE RED BALL UNION STATION, STATEWIDE TRANSPORTATION ENHANCEMENT PROGRAM GRANT --I ., RESOLUTION NO. qq-10l WHEREAS, federal funds from the Statewide Transportation Enhancement Program, provided for by the Transportation Equity Act for the 21st Century (TEA-21), are available for projects that have a relationship to the surface transportation system, dedicaling funding for important, non-traditional, transporlation-related activities, wilh the goal of encouraging diverse modes of travel, increasing the community benefits to transportation investment, strengthening partnerships between State and local governments, and promoting citizen involvement in transportation decisions; and, WHEREAS, the Texas Department of Transportation has the responsibility for selecting and funding eligible projects within the State, and approximately $128 million worth of projecls are expected to be funded under the 1999 can for nominations; and, WHEREAS, CHRISTUS St. Joseph's Health Center has committed to the rehabilitation of the Gibralter Hotel and Red Ball Union Bus Station from its current dilapidated condition into a facility for public use known as the Prime Time Senior Activity Center; and, WHEREAS, the City Council of the City of Paris, as the nominating entity, deems it appropriate to authorize that an application be made for the Statewide Transportation Enhancement Program grant for the rehabilitation of the Red Ball Union Bus Station at a total cost of $2,010,630.00, with $1,608,504.00 to be provided by grant and $402,126.00 to be provided by the CHRISTUS St. Joseph's Health Center in the form of local funds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That the City Council authorizes, as nominating entity, the application for the Statewide Transportation Enhancement Program entitled "Prime Time at the Red Ball Union Station" and requests funding for the same in the amount of $1,608,504.00, being approximately 80% of the estimated cost of the rehabilitation project, with CHRISTUS St. Joseph's Health Center providing $402,126.00 in matching cash funding. 2. That the Cily Council recommends that the Prime Time project be selected for funding through the Statewide Transportation Enhancement Program. 3. That Michael E. Main Street Paris, TX CITY Paris, COUNTY Lamar TxDOT DISTRICT(S) Paris Project Limits: The Gibraltar Hotel is a historically significant seven-story hotel located in downtown Paris, Texas. The historic Gibraltar Hotel site. including a three-story annex. which once housed the Red Ball Union Bus Station is a contributiog historic property which is listed on the National Register of Historic Places. The Red Ball Union Bus Station was built in ]926, and provided the first public transportation to Paris. (See documentation labeled NATIONAL REGISTER OF HISTORIC PLACES) With an outstanding reputation for state-of-the art healthcare technology and compassionate care,the CHRIST US St. Joseph's Health System has expanded its vision of healthcare beyond the physical needs of people. to the health and vibrancy oflhe community as a whole. This expanded vision is demonstrated both by CHRISTUS St. Joseph's successful record of accomplishment in reoovating and reusing buildings that were once eyesores and economic drains on the City of Paris and their commitment to renovate the historic Gibraltar Hotel and the Red Ball Union Bus Station. Recently the CHRISTUS St. Joseph's Health System, a 501(c) 3 non-profit organization purchased and accepted the challenge to bring the "North Star of Texas" back to her original grace and stature. (See photographs of previously renovated buildings labeled, PHOTOGRAPHS OF PREVIOUSLY RENOV A TED BUILDINGS) More importantly, CHRISTUS St. Joseph's Health System has accepted cash gills in the amount of$I.I million dollars, and a 60-passanger bus, which will the enhance transportation value of the project. This support from the Paris community represents a significant over match for the project. The unique public/private partnership, which is described in the attached documents labeled CERTIFICATION OF FUNDING AND SUPPORT, seeks to provide much needed senior services while preserving public funds for other priorities. The agreement between the City of Paris and CHRISTUS St. Joseph's Health System dedicates, for public use, the Primerime Senior Activity Center for a period of 10 years. The rehabilitation and transformation of the historic Red Ball Union Bus Station into the PrimeTime Senior Activity Center affords a contemporary use of a decaying building while preserving a significant historic transportation structure in downtown Paris. Additionally the renovation will improve the scenic and/or aesthetic value for travelers along of Texas Highway's 19 & 24 as they pass through downtown Paris. When completely renovated. the Red Ball Union Bus Station will accommodate the Prime Time Senior Activity Center. and will serve all citizens of Paris and Lamar County, Texas who are 55 years of age and older. Detailed Scope of Work: ARCHITEXAS -Architecture, Planning and Historic Preservation, Inc.. was commissioned in 1998 to prepare an adaptive use master plan for the Gibraltar Hotel and the Red Ball Union Bus Station. The master plan affirms the feasibility ofadapting this property for use as the Primerime Senior Activity Center: it established a project budget, and a phasing strategy. The rehabilitation master plan meets the Secretary of the Interior's Standards for Rehabilitation of Historic Properties. Renovations to the Red Ball Union Bus Station are anticipated to be complete in 18 months after funding from the Statewide Transportation Enhancement Program. The scope of the Primerime at Red Ball Union Station includes all three floors of the Red Ball Union Bus Station annex (16.162 square feet). The first floor hotel lobby and the mezzanine of the hotel, will. when completed in Phase 2. provide additional community areas, retail and restaurant uses. This request is limited to the Red Ball Union [lus Station which is connected to the Hotel by a walkway, and can be completed and operational before the Hotel renovations are complete. CHRISTUS Sl. Joseph's Health System is committed to seeking additional private or public funds to renovate the hotel. Insofar as the Red Ball Union Bus Station annex is essentially a shell, it will be restored to its circa 1926 appearance as follows. Complete restoration of the exterior shell to meet the Secretary of the Interior's Standards for Rehabilitation. This work includes brick and stone and concrete restoration, wood, and metal window restoration, storefront and entry restoration and a new roof. In addition, new water, electrical, and sanitary sewer services will be provided to the building. The building interior will be rehabilitated to preserve, to the greatest extent possible, its original historic character and to accommodate the needs of the Primerime Senior Activity Center. New construction will include: Visitor Center, Red Ball Hall, Campbell Soup Kitchen, Continental Hall, restroom and locker room facilities, game room, craft room, the Wynona & JW Harrison Library, a computer classroom, fitness room, walking track and offices. (Please see documents labeled PROJECT LOCATION) Transportation strategies include the Red Ball Union Bus Station Visitor Center, which will utilize the original windows, the walkway of the connecting structure and kiosks to disseminate information about the history of bus transportation in Northeast Texas and The Red Ball Union Bus Station. The Red Ball Union Bus Station will be used as a drop-off and pick-up point for the conveyance of senior citizens to medical appointments, day and overnight sightseeing and leisure outings. The Primerime Center will operate a 60- passenger bus that was provided by a community organization, and will be painted to resemble the original Red Ball buses. The provision of historically compatible landscaping, site furnishings and lighting are not included in this scope of work and are not part oflhe request for funding. 3 PROJECT TIME LINE The project will take approximately 18 months to complete from the date of the Statewide Transportation Enhancement Program funding. PROJECT USE AND BENEFITS Quality of the Project: The benefits of rehabilitating the Red Ball Union Bus Station are great. This site is now a decaying corner in downtown Paris. The renovations will bring to life an important piece ofthe city's history, and with new life will come economic advantages inherent in bringing people to a downtown area. Travelers will appreciate the aesthetic improvement as they use State Highways 19 &24; the renovations will provide a focus on the city's rich transportation history and will provide opportunities to educate newcomers about the Red Ball Union Bus Station and the connecting train, trolley and cab lines. The renovations will provide more opportunities for the increasing number of Lamar County senior citizens to learn, recreate, socialize and receive much needed medical attention. The Administration on Aging indicates that during the 20'h century, the number of persons in the United States under the age of65 has tripled. At the same time, the number of aged 65 or over has jumped by a factor of II. Consequently, the elderly who comprised only one in every 25 Americans in 1900 made up I in 8 in 1994. The senior population of Lamar County is well above the national average, with 1990 Census Data showing that I in 4 citizen of Lamar County is 55 years of age or above. National predictions indicate that the number of senior citizens is higher today and predict it to be significantly higher between 2010 and 2030. Providing services for today's seniors and the millions of Americans known as "Baby Boomers" who are beginning reach age 55, is a daunting task. This unique public/private partnership will provide services for many seniors who live on fixed incomes or who would otherwise not have access to such programs. Geographic Scope: Travelers and residents of Paris and Lamar County will benefit from the preservation and operation ofthe Red Ball Union Bus Station through increased senior services and information and education about Lamar CouDb' and Paris' rich transportation hislory. Once preserved, the history ofthe Red Ball Union Bus Station will be available to all Texans and transportation researchers in perpetuity. Project's Transportation Enhancement Value: The reuse of the Red Ball Union Bus Station as the PrimeTime Senior Activity Center will increase the efficiency of service available to local and regional transportation providers and users. 1) The Visitor Center will provide travelers and residents with insight into the city's rich transportation history and will provide opportunities to educate newcomers about the Red Ball Union Bus Station and the connecting train, trolley and cab lines. 2) Red Ball Union Bus Station will be used as drop-ofT and pick up point for the conveyance of senior citizens to medical appointments, day and overnight sightseeing and leisure outings. 3) The PrimeTime Bus will be painted to resemble the original Red Ball Busses. 4 x. COMMUNITY INVOLVEMENT The community of Paris Texas has supported CHRISTUS St. Joseph's Health System in this important endeavor by contributing, just over a million dollars and a 60-passenger bus toward the project. The philanthropic outpouring from individuals and corporations alike is an unparalleled measure of community support and involvement. Many residents hold fond memories of traveling to the Red Ball Union Bus Station to pick-up that long awaited Christmas present, or family members for the holidays. They remember the grandeur and grace of the historic Gibraltar Hotel, and have shown their support for the restoration and reuse of the building. This public/private partnership has the ability and the desire to continue to raise funds for the final renovations of the historic Gibraltar Hotel. (See attached documents titled CERTIFICATION OF SUPPORT) XV. ENVIRONMENTAL PROJECT IMPACTS The Gibraltar Hotel and Red Ball Union Bus Station have undergone rigorous environmental reviews. Initial environmental reviews revealed only one significant problem: the presence of asbestos. CHRISTUS St. Joseph Health System implemented an aggressive asbestos abatement project, and subsequently, the building now qualifies as asbestos free. Main Building: Constructed in 1914, as a six story reinforced concrete frame and brick facade stmcture, the building was designed for use as a hotel. A seventh floor was added at a later date. Original plans of the stmcture were not available but in all probability the foundation consists of spread footings. In 1985, the original wooden flooring, which rested on sleepers, was replaced with a concrete leveling course on floors two through seven. TIle leveling course varies in depth from two inches to five inches. Annex: The almex, inunediately North of the Hotel, is a three story stmcture, with a brick veneer covering. The roof is supported by steel columns, which in turn support steel purlins. The foundation is slab on grade. Atmex Linle TIle annex link is a one story stmcture, which was fonnerly a bus "drive through" area. The roof is poured concrete, supported by steel purlins. The steel purlins are supported by the adjacent buildings, annex and main structure. Annex Bridge: The bridge between the main stmcture and the atmex is constmcted of .a.. poured concrete slab and beams. . 2 FIELD INVESTIGATION On June 7, 1998 the site was inspected by !vlr. Joe Steede of Steede and Associates. Mr. Hunter Moore, and Ms Karen Wilkerson, of Harrison Walker & Harper, were also present. TIle exterior and interior were examined. INTERIOR General: On several floors, stacks of gypsum board had been placed, in preparation for dry wall work. TIle stacks varied in depth, but were measured at 24 to 30 inches in height, which would exert a load on the floor of 100 to 125 pounds per square foot. This is light warehouse loading and in all probability exceeded the design capacity ofthe floor. TIlis may account for some ofthe surface cracks in the concrete leveling course in the area ofthe stacked gypsum board. Some of the original wood framed windows were still in place. In nearly all cases, the wooden frames were badly deteriorated and in need of replacement. Future restoration should include replacing all the windows. ROOF: The roof over the seven story area ofthe hotel appeared to be in rea~onable good shape and could serve future occupants. Some of the parapet trim on the South side , is missing. HEAD HOUSE: Replace windows on the South side. TIle wooden header over the three metal louvers has failed, allowing the masom)' to drop down, which caused a crack in the masonry over the West door. 3 SEVENTH FLOOR: lh:re is a crack and a void of approximately 1/4 inch at the top of the interior colunm on the East side ofthe building. This may have occurred due to contraction of the concrete immediately after the original pour. TIle concrete overlay has a smooth surface and appears to have achieved a good bond with the original concrete. Some reba~ is eh'Posed in the walls. The concrete topping is measured as approximately 2 1/2 inches in depth. SIXTH FLOOR: Concrete topping is measured as approximately 5 inches in thickness. Some rebar in the ceiling is exposed. FIFTH FLOOR; Some rebar is exposed in the bottom ofthe concrete beams. The floor topping wa~ measured at approximately five inches. There is a surface crack in the concrete topping over the North-South center support beam, possibly caused by the stacks of gypsum board. No expansion or contraction joints were observed in the concrete topping. FOURTH FLOOR: Concrete topping measured at four inches in depth. Hairline cracks were found in the concrete topping. THIRD FLOOR, MAIN STRUCTURE: Concrete topping measured at 3 to 5 inches in depth. Some rebar is exposed in the bottom of the concrete beams. THIRD FLOOR, ANNEX: This area is framed with two rows of steel columns and supporting steel beams ell.iended the East-West length of the stmcture. TIle steel is msted, but appears to be sound. 4 I' SECOND FLOOR, TWO STORY AREA OVER THE "CENTURY ROOM": TIle underside ofthe roof slab of the two story area over the fonner Century Room, Southeast comer oftlle building, is badly spalled. Four ofthe East- West concrete beams in the roof structure of this area have failed. These beams span approximately 12 feet 8 inches, and have a cross section of approximately 8 inches horizontal by 6 inches vertical, which ex1ends below the roofslab. Two major beams, spatming North-South for approximately 29 feet 6 inches, with a cross section of approximately 12 inches horizontal, and 25 inches vertical below the roof slab, are in distress. SECOND FLOOR,. SEVEN STORY AREA: This area is covered with plaster, but appears to be sound. SECOND FLOOR ANNEX: The framing is similar to the third floor annex with two rows of columns, nttming East-West. These columns support two rows ofbeatnS which in , tum support steel purl ins spamUng the North-South direction. Although the surface ofthe steel is rusted, the structural integrity of the steel framing appears to be intact. FIRST FLOOR,. LOBBY AND KITCHEN: The ceiling of the "Century Room" is intact. In the area of the fonner kitchen, there are cracks in the East concrete masonry unit wall. FIRST FLOOR, BUS DRIVE THROUGH: TIle structure is &1eel purl ins covered with steel deck, and although rusted, appears to be sound. BA.8EMENT: The concrete beams under the glass blocks in the sidewalk, on the West side of the building, are badly deteriorated, and in some cases the rebar is completely 5 msted through. A major beam under the kitchen, Northeast comer of the basement, requires repair. The underside of the sidewalk access door, South side of the basement, requires repair. Water is standing in at least one rOOlll, and sump pumps may be required in order to alleviate this situation. EXTERIOR WEST CANOPY: Rebar is exposed under the West canopy. SOUTH CANOPY: The South canopy has experienced serious stntctural failure, and is shored with temporary colunUls. WEST ELEVATION: Indentation in the brick at approximate 9 feet elevation, center ofthe annex wall. NORTH WALL OF THE ANNEX: Needs cosmetic treatment at the previous junction of adjacent building on the North side. EAST WALL OF THE ANNEX: Concrete beam is spalled. CONCLUSIONS Taking into consideration the age and recent neglect ofthe building, the stntcture is in fairly good condition. The only evidence of stmctural failure was in the roof framing of the two story area over the "Century Room" , the South canopy, and the beams under the sidewalk, on the West side of the basement. 6 RECOMMENDA TrONS In my opinion, the building could be rehabilitated and serve a useful purpose. The following items are recommended. 1. Engage an Architect to prepare a preliminary plan for the future use of the building. The Architect should take into consideration the fact that the South exterior canopy has failed and should be removed and rebuilt ifthis canopy is desired in the future plan. TIle Architect should attempt to place corridors over or near major bean1S. 2. After the preliminary Architectural plans are available, a structural analysis ofthe building should be performed, to determine the modifications required to meet code requirements for the future projected use. There has been some discussion of removing the recently placed concrete topping. In my opinion, every effort should be made to utilize this topping by simply covering the concrete with carpet, or some other finish material. Although extensive structural calculations have not been made at this time, in all probability, the existing floors and ~1ructural system are quite capable of supporting the residential loading anticipated for the future use ofthe building. TIle building should be checked for the future intended use as to location of corridors, storage areas etc., which would require a higher loading than residential loading. 3. At this time, it is obvious that certain areas will require repair such as. a. Basement beams under the glass block of the sidewalk b. TIle roof system over the two stot)' area over the Century Room has ell."Perienced structural failure and these beams must be repaired or replaced. 7 . c. The underside of the West canopy needs repair. d. The South canopy should be repaired or replaced. 4. Rebar that is still sound but rusted should be sand blasted to the original metal. Rebar that is seriously deteriorated, in excess of 15 percent, should be replaced. After this has been d9ne, the gunite crew needs to inspect the entire building, rebuilding beams as necessary and shooting the underside of slabs that are seriously spalled or have exposed rebar. I estimate the reconstmction and cosmetic work necessary at approximately ten to fifteen percent ofthe total area. The North wall of the annex could be sprayed with gunite of plastered with stucco, in order to improve the appearance. The GPR system consists of an antennae, which houses the tr;lnsmitler and receiver; and a profiling recotder, which processes the received signal and produc!!!s a graphic display of the data. The transmitter radiates repetitive short-duration EM signals into the earth from an antennae moving across the ground surface. Electromagnetic waves are reflected back to the receiver by interfaces betwl~en materials with differing dielectric constants. The intensity of the reflected signal is a function of the contrast in the dielectric constant at the interface, the conductivity of the material which the wave is traveling through, and the frequency of the signal. Subsulface features which may cause such reflections are: 1) natuml geologic conditions such as changes in sediment composition, bedding and c:ementation horizons, voids, and water content: or 2) man-introduced materials or changes to the subsurface such as soil backfill, buried debris, tanks, pipelines, and lJtilities. The profiling recorder receives the signal from the antennae and produces a continuous cross section of the subsurface interface reflections, referred to ;;15 reflectors. Depth of investigation of the GPR signal i!> highly site specific, and is limited by signal attenuation (absorption) ofthe subsurface materials. Signal attenuation Is dependent upon the electrical conductivity of the subsurface materials, Signal attenuation is greatest in materials with relativel)' high electrical conductivities such as clays and brackish groundwater, and loweslln relatively low conductivity materials such as unsaturated sand or rock. Ma:<imum depth of investigation is also dependent on antennae frequency and generally increases with decreasing frequency; however, the ability to identity smaller features is diminished as frequency decreases.
