1999-100-STATEWIDE TRANSPORTATION ENHANCEMENT PROGRAM, DOWNTOWN SIDEWALK BEAUTIFICATION
RESOLUTION NO. 99-100
WHEREAS, the Texas Department of Transportation provides funding for Statewide
Transportation Enhancement Program grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing an application
for lhe Statewide Transportation Enhancement Program grant for the improvements in the
Downtown Plaza area, including sidewalk improvements, benches, and streetlights, at a total cost
of $1,007,400.00, with $807,920.00 to be provided by grant and $201,480.00 to be provided by
the City of Paris in the form of local funds; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an application be made to the Texas Department of Transportation for a Statewide
Transportation Enhancement Program grant for the improvements in the Downtown Plaza area,
including sidewalk improvements, benches, and streetlights, in the amount of $807,920.00, being
approximately 80 % of the estimated cost of the transportation enhancement project, with the City
of Paris providing $201,480.00 in matching cash funding.
2. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the
Authorized Official of said project and is authorized and directed to execute, on behalf of the City
of Paris, the application for grant under the terms and conditions and in the form shown in Exhibit
A, attached hereto.
3. That Terry Townsend, Main Street Manager, be, and he is hereby, appointed as Project
Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for
said project.

XIV. MAINTENANCE
The City of Paris . Parks and Recrealion Department is currently performing maintenance on the facilities
around the Fountain Square and will be responsible for the maintenance of all the landscaped and irrigated
areas constructed as a part of this project. Additional costs for fertilizers. herbicides, replacement of bark
much and facility maintenance of these landscaped areas will less than $7,500, and will be a part of the
annual budget for the Parks and Recreation Department.
XV. ENVIRONMENTAL PROJECT IMPACTS
No Environmental Impacts are anticipated as a result of this project. The City of Paris currently uses
herbicides and fertilizers that are approved for public use by the Environmental Protection Agency.
