1999-099-WADE PARK SURFACE WATER RUNOFF POLLUTION AND FLOOD MITIGATION PROJECT RESOLUTION NO. 99-099 WHEREAS, the Texas Department of Transportation provides funding for Statewide Transportation Enhancement Program grants; and, WHEREAS, the City Council of the City of Paris is desirous of processing an application for the Statewide Transportation Enhancement Program grant for the WADE PARK SURFACE WATER RUNOFF POLLUTION AND FLOOD MITIGATION PROJECT at a total cost of $626,604.00, with $501,283.00 10 be provided by grant and $125,321.00 to be provided by the City of Paris in the form of local funds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Texas Department of Transportation for a Statewide Transportation Enhancement Program grant for the WADE PARK SURFACE WATER RUNOFF POLLUTION AND FLOOD MITIGATION PROJECT in the amount of $501,283.00, being approximately 80% of the estimated cost of the transportation enhancement project, with the City of Paris providing $125,321.00 in matching cash funding. 2. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, the application for grant under the terms and conditions and in the form shown in Exhibit A, attached herelo. 3. That Earl Smith, City Engineer, be, and he is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. 4. That W. E. PROJECT DESCRIPTION AND LOCATION Project Location: CITY Paris COUNTY Lamar County TxDOT DISTRICT(S) Paris District Office Projecl Limits: Wade Park Detailed Scope of Work: DESCRIPTION: This project provides an important impact on the surface transportation system. The project is a stonn water sedimenlation and pollution mitigation basin. It serves an 86 acre drainage basin, including heavily traveled F.M. 195 and 251h N.E., a City of Paris collector street. The design objectives for this project require that it be safe, low maintenance. hydrologically sound, efficient and aesthetically pleasing. The sedimentation basin will serve as urban runoff pollution mitigation during wet periods of the year, yet be available as park land during dry periods. The use of native shrubs, plants and trees and a minimum of concrete, will allow the area to serve as urban wildlife habitat, and greatly enhance the aesthetic quality of the park. Required construction activities include earthwork for a stonn water detention and sedimentation pond, 4.5 feet in depth, 250 feet in length and 200 feet in width. The south end of the structure will have a compacted embankment, 12 feet in width, with an 18" concrete outlet pipe at the base of the embankment. An emergency overflow will be located at the top of the embankment. The pond itself will be grass lined, and the perimeter will include decorative landscaping using native shrubs, trees, and filter grasses. Cattails will be planted near the inlet for filtration. To facilitate reduction of volalile organic conlaminants, and increase dissolved oxygen concentration, a cascade aerator inlet will be followed by fountain aeration equipment, and a ''wet pond". A gabion dike will be constructed inside the 'basin, to route the flow in an inverted "c" shape, allowing further settling of pollutants. Other required activities include relocation of a sanitary sewer main, removal of an abandoned wading/swimming poo~ and construction of a trash screen al the inlet to the pond, to prevent unsightly build-ups of trash and debris. No land acquisition (site or permanent easements) is necessary, since this is a City park. LOCATION: Wade Park is one block north of Lamar Avenue (U.S. Highway 82), and one block east of 20lh N.E. (F.M. 195). Nearby facilities include several apartment complexes, duplexes, a nursing home, restaurants, businesses, car wash and single family housing. The site is visible from F.M. Highway 195 (20lh N.E.). The park contains a variety of recreational activities, including playground equipment, picnic areas, pavilion, and others. IX. PROJECT USE AND BENEFITS The proposed project is a storm water sedimentation and pollution mitigation basin, to be constructed in Wade Park, a City of Paris operated recreational site. The drainage basin served by this project is approximately 86 acres. An estimated population of 5,500 is served by this project. There are three distinct benefits of this project. These include: 1) mitigation of storm water pollution, 2) preservation and enhancement of existing recreational land, and 3) development of a wildlife habitat area. 1. Construction of this project will improve storm water quality being discharged downstream. A 35 to 50% reduction in pollutants is expected from this project. Pollutants typical to storm water in this come from vehicular traffic and commercial business. Pollution types include volatile organic compounds, hydrocarbons, phosphorus, and metals such as zinc, copper and lead. 2. This project preserves the Wade Park site for recreational uses. During dry periods of the year, the basin will be available for various recrel!tional purposes. Additionally, the landscaping proposed will aesthetically enhance the park. 3. Planting of native shrubs and plants around the basin perimeter will enhance the area's use as urban wildlife habitat. 4 X. COMMUNITY INVOLVEMENT This project has been consistently supported by the City Council ofthe City of Paris, Planning and Zoning Commission, the City Engineer, and the Department of Recreation. It has been the subject of three public hearings, most recently in August of 1999, and has not been opposed. The City of Paris has built a similar structure near 19th N.W. Street, and has had very positive results from it. The attachments also include a letter of support from State Representative Mark Homer. xm. MAINTENANCE The storm water pollution mitigation pond will be maintained by the City of Paris, routine maintenance includes mowing and plant care. The City already provided this support for its park facilities, and will continue to do so once this project is complele. Annual mainlenance costs are estimated to be $3000, and will be fully funded by the City. XV. ENVIRONMENTAL PROJECT IMPACTS Potential project impacts include dust and noise during construction. However, these effects are temporary. Longer term effects are positive, and include reduced vehicular pollution'in the downstream waters, enhanced urban wildlife habitat, and aesthetic enhancement ofthe park area. The project will not adversely affect any known archaeological or historical siles. It will not have a long term adverse effect on prime farmland, nor on air quality. 8 XVI.
