1999-094-GRANT APPLICATION FOR 4.028 ACRE HERITAGE PARK PROJECT RESOLUTION NO. 99-094 WHEREAS, the Texas Parks & Wildlife Department provides funding for Texas Recreation & Parks Account (TRPA) Program grants (Section 24 of the Parks & Wildlife Code) for projects not to exceed $1,000,000.00; and, WHEREAS, the City Council of the City of Paris is desirous of processing a grant application for the Heritage Park Project at an estimated cost of $224,400.00, with the cost being paid 50% by the Texas Parks & Wildlife Department and 50% by a local match which may include in-kind services, private donations, and funds; and, WHEREAS, the City of Paris is fully eligible to receive assistance under the TRP A Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: I. That an application be made to the Texas Parks & Wildlife Department for a Texas Recreation & Parks Account (TRPA) Program Grant in the amount of $112,200.00, being approximately 50 % of the estimated cost of the Heritage Park Project, said total project cost being $224,400.00, with the City of Paris providing $112,200.00 to include in-kind services, private donations, and funds, which matching share for this application is readily available at this time. 2. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, the application for grant in the form attached hereto as Exhibit A. 3. That Terry Townsend, be, and he is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, contracts, and documents necessary for the completion of said project. 4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the Heritage Park Project. 5. '" '" onnHh " z < :~ PROGRAM NARRATIVE CITY OF PARIS, TEXAS General Information; Applicant: City of Paris, Texas Project name: Heritage Park Prepareres name: Terry Townsend, CLP, CPSI Director of Parks and Recreation Description of Proposed Project The City of Paris proposes the construction of park related facilities on property donated to the city by Dr. William deG. Hayden MoO.. The property is located inside the City of Paris, Lamar County and the State of Texas. The property consist of approximately 3.394 acres ofIand. Additions shall include a one half mile walking track, a picnic pavilion, parking, a crape myrtle garden, a fenced playground for 3-5 year old's, a children's zero depth water playground and sidewalks. Also, included in the walking track will be benches, tables and historical markers located every 100 foot which delineate historical facts in Lamar County History. The City of Paris will propose to act as contractor for this project, purchasing equipment and installing it with City forces wherever possible. Objectives and Need for Assistanee Our Park MasterPlan was developed in 1995, and revised in 1998. A series of public hearings were held to receive citizen input concerning parks and recreational needs in the City of Paris. Acquisition of additional parks and recreational land through dedication or purchase is listed as a priority for future development. This donated property has been appraised at $ 62,200. Our intention is to use the value as matching funds to the Texas Parks and Wildlife Department for the development of the park. The property is located adjacent to the Santa Fe Frisco Train Depot Transportation Museum that is being refurbished today by a 1.2 million dollar grant from the TX-DOT enhancement program. Additionally, the other side of the property is owned by the Lamar County Historical Society Museum Project which is also under renovation with private funds, We hope the park will tie the two facilities together and complete the beautification project. Projeet Action Plan Assuming funding by the end of February, and an executed grant agreement is returned to the Texas Parks and Wildlife Department by April 30, 2000, the City of Paris, would begin construction during the early part of summer 2000. The City of Paris has its funds in the bank now. Source of Local Match and Relationship between other Federal or State Assistance In anticipation of developing this park, Paris has already set aside funds for the project. The City of Paris assures that fifty percent ofthe project cost will be covered. No other State or Federal assistance for this -project is contemplated. None has been applied for. The City intends to use City forces when possible. Maintenanee and Operation A~reement The City of Paris through its Parks and Recreation Department will perform all maintenance needs for the entire park in the future. Hayden, M.D. The property is located inside the City of Paris, Lamar County and the State of Texas. The property consist of approximately 3.394 acres of land. The applicant proposes to construct park related facilities in the area. Additions shall include a one half mile walking track, a picnic pavilion, parking, a crape myrtle garden, a fenced playground for 3-5 year oIds and a childrens zero depth water playground. Description of Site and Environment The site is approximately 3.394 acres ofland. The property is identified as being 3 parcels ofland out ofthe Asa Jarman Survey, A-479, Lamar County, Texas, and being situated within the city limits of the City of Paris, Lamar County, Texas, and containing a called 147,834 square feet ofland. The site is bordered on the east by the Lamar County Historical Society Museum, on the north by Kaufman Street, on the south by Shennan Street, and on the west by the Union Pacific Railroad property. The site has a shallow drainage ditch running north to south through the property. Environmental Cheeklist The environmental checklist has been completed and is attached. Flood Plains and Wetlands There are no streams across or adjacent to the property. The property is not shown to be in any federally designated flood plain or flood way or flood way fringe for the 100 to 500 year floods. There are no known wetlands. The soils, plant life, and hydrology are not wetland indicative. There are no bogs, swamps, depressions, marshes, ponds, sloughs, mud flats or other surface features which could be interpreted under any definition to be statutory wetland. Environmental Impacts of the Proposed Proieet The following long and short term environmental effects were noted during the engineers study of the property, 1. Land Uses. The property has not been utilized for any purposes other than green space owned by the railroad company. The development of this park will insure for years to come that public park use will prevail and open space maintained. The development of this park should have no adverse effect on residential or commercial areas surrounding the park. 2. Fish and Wildlife. The property does not contain any stream beds or open bodies of water to support fish. Improvements should not alter any existing bird nesting or squirrel habitat. 3. Vegetation. Geology. Soils. and Mineral Resources. Vegetation on the site is limited to naturally occurring and limited urban lawn grasses such as common Bermuda grass. Soils on this site are the Annona and Freestone, loamy soils with slopes of 1 to 4 percent and ranging 60 to 75 inches in thickness. It has a low permeability and low pH. While the surface soil is low shrink-swell, the soils below 9 inches are highly expansive and corrosive to metals. It is not highly erodible. There are no known mineral resources under the property and no known outstanding mineral rights. This project does not require the removal of substantial trees. Likewise, grass will only be disturbed in the construction of the site itself and not over the entire site. 4. Air and Water Quality. Water Resources/Hydrololi!v. Paris is not a non-attainment area as defined by EPA. Air quality is quite good and restrictions on outdoor activities would be extremely rare. The project will have little or no effect on air quality. Cook stoves used for picnicking will be confined to the post mounted, narrow grill variety which limits the size a fire can be built. There are no known industrial polluters nearby whose exhausts will have any potential for clouding the site. The project will have no significant effect on ground water in the area. The project will have very limited effect on surface water hydrology. No surface will be disturbed that is not scheduled for construction. During dry, windy conditions, the contractor (or City) will be required to sprinkle for dust control. The specifications will call for replacement of ground cover as soon as construction allows. 5. Historic Archaeological and Cultural Resources. There are no known buried archaeological or historic sites. There are no known structures or foundations on the site. There are no known historic markers or designated dwellings or other sites within a quarter mile of the site. 6. Transportation! Access to the Site and Within the Area. Transportation to the site will be by motor vehicle, bicycle, or walking generally. There are paved roads in all directions from the site. The construction of this facility will not adversely increase traffic. Concrete sidewalks to the picnic facility and playground will make the site handicap accessible. There is no significant public transportation in Paris which will be affected. 7. Consumption of Energy Resources. The lighting fixtures will be selected for their low energy use. For instance, metal halide or high pressure sodium will be selected over quartz lamps because of their energy efficiency. Area flood lighting will be kept minimal. Timers will be used to reduce lighting use. 8. Socio-Economic Effects. This project will enhance recreation facilities available to nearby low to moderate income neighborhood.
