BOARD OF COMMISSIONERS MEETING

MINUTES OF May 16, 2017
Present at the Meeting:
Gary Savage — Chairman of the Board of Commissioners
Brenda Cherry — Commissioner of the Board of Commissioners
Dewayne Dangerfield — Commissioner of the Board of Commissioners
Sally Ruthart — Executive Director
Kim Snow — PHA Inspector
Patricia Pridemore — PHA Program Manager
Jennifer Weatherford — Aging & Disability
1. Meeting Called to order at 12:38 pm on Tuesday, May 16, 2017 by Chairman of the
Board of Commissioners, Gary Savage.
2. Having three Board Members present, a quorum, Mr. Savage thanked and welcomed
everyone to the meeting.
3. Citizens' Forum Opened — No one chose to speak; the Citizens' Forum was closed.
4. Minutes from the March 21, 2017 — Minutes were approved with a motion made by Mr.
Dangerfield and seconded by Ms. Cherry. Passed 3 -0.
5. UNFINISHED BUSINESS: NONE
6. NEW BUSINESS:
a. Occupancy Report — Multiple vacancies in Public Housing. 17 were filed on in the
Court System for non - payment of rent last month. PHA is still trying to reach 293
vouchers which are currently at 291 with 5 outstanding vouchers.
b. Financial Report — presented bank statements and charts from the accountant for PH
and Section 8.
c. Landlord meeting was held on April 19 and there were 4 landlords present.
d. Audit — presented to Board of Commissioners. Audit had no findings. Audit is mainly
financial; however, approximately 20 public housing files and 20 section 8 files were also
audited.
e. Survey was done on laundry mat hours with multiple surveys turned into the PHA.
Random hours were discussed by the Board.
f. Interim funding letter received from HUD which is $69,000 per year less than last year.
7. RESOLUTIONS:
2016 -011. Changes to the Admin Plan Motion to approve made by Ms. Cherry and
seconded by Mr. Dangerfield, passed 3 -0.
` - 2016 -012. Changes to A &O Policy Motion to approve made by Ms. Cherry and
seconded by Mr. Dangerfield, passed 3 -0.
2016 -013. FY Budget beginning 7/2017 thru 6/2018 Motion to approve made by
Mr. Dangerfield and seconded by Ms. Cherry, passed 3 -0.
2016 -014. Resident Council Bank Change Motion to approve made by Ms. Cherry and
seconded by Mr. Dangerfield, passed 3 -0.
2016 -015. Income Limits Motion to approve made by Mr. Dangerfield
and seconded by Ms. Cherry, passed 3 -0.
8. Board Questions or comments: Mr. Savage asked about the rains that we have had
lately if any of our housing floods. Ms. Ruthart explained that our public housing has not
had a problem with flooding. One of our Section 8 Properties does have a flooding
problem which is Paris Retirement Village. They were warned last year and 6 residents
have been placed in a hotel at the landlord's expense and the rent is abated until all the
flood issues are fixed. The residents have been told that they are allowed to move from
this property.
9. No further business or questions, a motion for adjournment was made by Mr.
Dangerfield and seconded by Mr. Savage. Motion passed 3 -0. The meeting was
adjourned at 1:15 pm.
