1999-041-CUSTODIAL CONTRACT FOR CITY OF PARIS BUILDINGS, VAN NOORD JANITORIAL SERVICE RESOLUTION NO. 99-041 WHEREAS, the City of Paris did heretofore, give written notice that the current custodial contract with the City of Paris is being terminated for failure to perform the services required under the contract, and proceeded to advertise for bids for furnishing plant, labor, materials and equipment and performing all work required for the maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall West Annex, City Hall North Annex, the Paris Public Library and the Municipal Airport Terminal, which bids were received until 3:00 o'clock P.M., Tuesday, April 27, 1999; and, WHEREAS, the best bid for such maintenance and custodial service was made by David Van Noord d/b/a Van Noord Janitorial Service, and it should be awarded the bid for such maintenance and custodial service; and, WHEREAS, the form of contract for such maintenance and custodial service attached hereto as Exhibit A, should be approved, and the Mayor should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the bid of David Van Noord, d/b/a Van Noord Janitorial Service, for the maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall West Annex, City Hall North Annex, the Paris Public Library, and the Municipal Airport Terminal in the amount of $2,000.00 per month is hereby accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents; and, BE IT FURTHER RESOLVED, that the Mayor of the City of Paris, Charles H. Neeley, be, and he is hereby authorized and directed to execute on behalf of the City of Paris the contract with David Van Noord, d/b/a Van Noord Janitorial Service, for said maintenance and custodial service, upon the terms and conditions and in the form shown in Exhibit A attached hereto. Foster, City Attorney STATE OF TEXAS COUNTY OF LAMAR CUSTODIAL CONTRACT } } KNOW ALL MEN BY THESE PRESENTS: THAT, the City of Paris, Paris, Texas, a municipal corporation, acting by and through its Mayor, Charles H. Neeley, hereinafter referred to as CITY, and David Van Noord d/b/a Noord Janitorial Service, Rt. 1, Box 127, Blossom, Texas 75416, hereinafter referred to as V AN NOORD, do contract and agree as follows: 1. The CITY wishes to procure and V AN NOORD desires to provide maintenance and custodial service for the following City of Paris buildings: City Hall, Water Billing Office, City Hall West Annex, City Hall North Annex, the Paris Public Library, and the Municipal Airport Terminal as described in the bid documents, being legal notice, scope of work and bid form, attached hereto as Exhibits" A" through "C" and incorporated herein for all legal purposes and the consideration of such services shall be $2,000.00 per month. 2. CITY and V AN NOORD each bind respectfully itself, its successors and assigns and heirs to this agreement and to the covenants contained herein. V AN NOORD shall not assign, sublet or transfer its interest in the contract without the written consent of CITY. 3. The term of this contract begins on the 1 st day of June, 1999, and runs until such time as CITY or V AN NOORD gives sixty days written notice to the other that the same is terminated, which termination can be without cause. CITY retains the right to terminate said contract upon (30) days written notice for V AN NOORD's failure to perform the services required under this contract. CUSTODIAL CONTRACT ~ Page 1 t.)\H\BIT ~ 4. V AN NOORD will not employ persons who have convictions for a theft or felony for the work performed under any part of this contract. 5. V AN NOORD will not discriminate against any employee or applicant for employment because of race, religion, color, sex or national origin. V AN NOORD will take affirmative action to insure that applicants are employed and that employees are treated during employment without regard to their race, religion, color, sex or national origin. Such action shall include, but is not limited to the following: employment; upgrading; demotion or transfer; recruitment or recruitment advertising; layoff; termination; rates of payor other forms of compensation; and selection for training, including apprenticeship. V AN NOORD agrees to post, in conspicuous places available to employees and applicants for employment, notices setting forth the requirements of these non-discrimination provisions. 6. V AN NOORD must provide insurance as required in the bid documents, certificates of which shall be filed with the City Clerk of the City of Paris. 7. CITY and V AN NOORD hereby agree to the full performance of the covenants contained herein. Entered into this 29th day of April, 1999. Box 9037, Paris, Texas 75461-9037, for Maintenance/Custodial Service for the following City of Paris Buildings: City Hall, Water Billing Office, City Hall Annexes, Paris Public Library, and Municipal Airport. Bids will be received until 3:00 P. M., Tuesday, April 27, 1999 at which time all bids received will be opened, tabulated, and referred to the City Council for consideration at the Council meeting to be held Tuesday, April 29, 1999, starting at 6:00 P. M. Information, specifications, and bids forms may be obtained at the office of the City Manager, City Hall, Paris, Texas 75461-9037. Bidders should contact Gene Anderson at 785-7511 x241 to schedule an appointment to review the specifications and the buildings in question. Effective date of the new contract is June 1, 1999. Those submitting bids are notified of City exemption from otherwise applicable sales and excise taxes. The City of Paris reserves the right to reject any or all bids, to waive any informality in bidding, and to award as may be advantageous to the City. City of Paris Paris, Texas MATTIE CUNNINGHAM, CITY CLERK EXHIBIT A MAINTENANCE SCHEDULE CITY HALL, CITY HALL ANNEX AND WATER BILLING OFFICE PARIS COX FIELD TERMINAL BLDG. DAILY Vacuum all carpeted.areas with an electric operated vacuum. Empty all trash receptacles and replace bag liners as needed. Mop all restroom floors. - Sweep or dust mop all hard surface floors. Clean and sanitize all restroom fixtures including sinks, commodes, urinals and stall dividers. Clean and shine drinking fountains. Spare toilet paper and paper towels should be placed in each restroom. Supply all restrooms with hand soap. Clean glass on all entrance doors. Dust all office furniture and equipment. WEEKLY Spot clean all carpeted areas that are soiled. Dust all doors, baseboards, frames, handrails, chair legs, telephones, window sills, window blinds, file cabinets and open areas of book shelves (furniture polish should be used on wood fixtures). Remove cobwebs from corners of each room and ceiling. Remove accumulated dirt and dust from all return air vents. Dust and polish Council Chamber desks and tables. Vacuum .and straighten chairs in City Council Room. EXHIBIT B B-1 ADDITIONAL MAINTENANCE SHALL INCLUDE: Strip and wax all hard surfaced areas every 6 months. Clean out ceiling light fixtures once per month. Interior of all windows shall be cleaned once per month. - Replace burned out light bulbs as needed. The City of Paris will provide all paper supplies, sanitizers, plastic trash bags, soaps and window cleaner. All other supplies will be provided by the contractor including but not ILmited to vacuum cleaners, buffers, stripping chemicals and any other supplies needed that are not mentioned above. All employees of the Contractor when doing maintenance work under this contract must wear shoes, long pants and shirts at all times. Maintenance will be worked Monday through Friday after 5:00 P.M., except for the weekly, monthly, and additional maintenance listed. This can be accomplished on week-ends if necessary. The Contractor will be responsible for Workman's Compensation and insurance for persons under this employment contract. Clean glass on all entrance doors. Dust: circulation desk, atlas/map stands/ tops of free-standing shelves, card catalogs and tables. Weekly Vacuum secondary carpeted areas with an electric operated vacuum, to include Texas History Room, Typing Room, Gallery, and Director~.s office. Spot clean carpeted areas as needed. Remove cobwebs from corners of rooms and ceilings. Mop work room, lounge, and downstairs restroom floors. Dust lobby seat, planters and window sills. Ensure P-traps in center of restroom floors are properly functioning by pouring at least one gallon of water down the drain. 11-:-) Ouarterly Dust: all doors, baseboards, frames, handrails, chair legs, and window blinds. Use furniture polish on wood fixtures. Clean out ceiling light fixtures. Clean interiors of all windows. Dust all ceiling grids. Remove dirt and dust from return air vents. Buff terrazzo floors. Annually Strip and wax hard surface floors. Additional Replace burned out bulbs as needed.
