RESOLUTION NO. 99-0]0
WHEREAS, the City Council of the City of Paris is desirous of calling public hearings
to give all interested persons the right to appear and be heard on the proposed annexation and
appropriate zoning upon annexation of approximately 4,390 acres, more or less; and,
WHEREAS, it is deemed appropriate that public hearings be held by and before the
Planning and Zoning Commission and the City Council at a joint session on the 18th day of
February, 1999, at 6:00 p.m. in the Council Room, City Hall, Paris, Texas, and by and before
the City Council at a special session on the 22nd day of February, 1999, at 6:00 p.m. in the
Council Room, City Hall, Paris, Texas; and,
WHEREAS, it is further deemed appropriate that additional public hearings be held by and
before the City Council of the City of Paris if more than twenty (20) adult residents of the area
proposed for armexation file a written protest of the armexation with the City Clerk within ten (10)
days after the date of the publication of the first notice of the public hearings provided for herein;
and,
WHEREAS, the proposed service plan, attached hereto as Exhibit A, should be made
available for public inspection and explained at each hearing provided for herein, which said plan
may be amended through negotiation; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that public
hearings be held by and before the Planning and Zoning Commission and the City Council at a
joint session on the 18th day of February, 1999, at 6:00 p.m. in the Council Room, City Hall,
Paris, Texas, and by and before the City Council at a special session on the 22nd day of February ,
1999, at 6:00 p.m. in the Council Room, City Hall, Paris, Texas; and,
BE IT FURTHER RESOLVED, that additional public hearings be held by and before the
City Council of the City of Paris if more than twenty (20) adult residents of the area proposed for

BE IT FURTHER RESOLVED, that the City Clerk, Mattie Cunningham, be, and she
is hereby, authorized and directed to cause notice of such public hearings to be published once in
the newspaper having general circulation in the City and in the territory proposed for annexation
not more than twenty (20) days nor less than ten (10) days prior to the date of such public
hearings, all in accordance with Section 43.052, Chapter 43, V.T.C.A. Local Government Code;
and,
BE IT FURTHER RESOLVED, that the proposed service plan, attached hereto as Exhibit
A, be made available for public inspection and explained at each hearing provided for herein,
which said plan may be amended through negotiation.

SERVICE PLAN FOR AREA PROPOSED TO BE ANNEXED
1. Immediately upon annexation, the City of Paris will provide the following services on the
same basis and terms as they are currently offered to the current residents and property
owners within the corporate limits of the City of Paris:
a. police protection;
b. fire protection;
c. solid waste collection;
d. maintenance of roads and streets, with the exception of US Hwy 82, US Hwy 271,
Loop Hwy 286, FM 1508, FM 79, FM 905, FM 1499, and FM 1497 which are
maintained by the Texas Department of Transportation; and
e. maintenance of road and street lighting in accordance with established criteria.
2. Immediately upon annexation, the City of Paris will begin maintenance of water and
wastewater facilities in the annexed area that are not within the service area of another
water or wastewater utility. Water service in most areas of proposed annexation is
currently available from the Lamar County Water Supply District, which may serve
residents upon approval by the City Council of the City of Paris. City water and sewer
service lines will be provided to the area upon request and will be subject to the same pro
rata program which is available to the current residents of the City of Paris, which
program provides for partial reimbursement to the sponsor of the costs associated with any
such water and sewer service line extensions. Utility extensions will be guided by the
Master Plan, an update of which has been funded in the 1997-98 budget of the City of
Paris.
3. The City of Paris will begin immediate maintenance of all water and sewer service lines
serving the annexed areas once the same have been acquired or installed and accepted.
4. There are no parks, playgrounds, or swimming pools located within the areas proposed to
be annexed and none are proposed at this time.
5. There are no other publicly owned facilities, buildings, or services within the areas
proposed to be annexed and none are proposed at this time.
