1999-043-ELECTION RESULTS, DISTRICTS 4, 5, AND 7
RESOLUTION NO. 99-043
WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of
April, 1999, in Ordinance No. 99-031, declare the candidate for District 5, for the May I, 1999,
election, elected to office for a term beginning May 6, 1999, after having received certification
from the City Clerk that such candidate was unopposed for election to office with no write-in
candidates being declared; and,
WHEREAS, the City Council of the City of Paris did heretofore, in said Ordinance No.
99-031, determine that no election be held in District 5 as permitted by V.T.C.A., Election Code,
Section 2.053; and,
WHEREAS, an election was held by the qualified voters of Districts 4 and 7 of the City
of Paris, Paris, Texas, on the 1st day of May, 1999, for the purpose of voting for and electing the
Council member from each of said Districts to serve as members of the City Council for the
ensuing two (2) years; and,
WHEREAS, as required by Order of the District Court of the United States for the
Eastern District of Texas, Paris Division, in Civil Action No. P-75-3-CA, and as provided in the
Charter of the City of Paris and the laws of the State of Texas wherein they do not conflict with
said Order, such election was conducted and held at two (2) specified and designated polling
places, that is one (I) polling place each in Districts 4 and 7, and early voting of the City of Paris,
Paris, Texas, with no election being held in District 5, as permitted in V.T.C.A., Election Code,
Section 2.053; and,
WHEREAS, sealed returns of said election, made by the duly appointed and designated
election officials of and for the two (2) respective voting boxes, have been made to the Mayor and
City Council of the City of Paris, as required by law, which returns, after due and deliberate
review and canvass thereof, show the following results of said election, to-wit:
(I) IN DISTRICT FOUR (4) A TOTAL OF 65 VOTES WERE CAST FOR COUNCIL
MEMBER FROM DISTRICT FOUR (4) AS FOLLOWS:

WAS UNOPPOSED FOR ELECTION TO OFFICE WITH NO WRITE-IN
CANDIDATES BEING DECLARED, DECLARED THE FOLLOWING CANDIDATE

(3) IN DISTRICT SEVEN (7) A TOTAL OF 580 VOTES WERE CAST FOR COUNCIL
MEMBER FROM DISTRICT SEVEN (7) AS FOLLOWS:

NOW, THEREI<URE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, that, in accordance with Ordinance No. 99-031, which declared unopposed candidate
in District 5 elected to office, and from the above and foregoing canvass of the returns of the votes
in the two (2) respective voting boxes in such election, it is declared and determined that Richard
Manning is the person receiving the highest number of votes of the votes cast at such election for
Council member from District Four (4), and is therefore elected to serve as Council member from
District Four (4) and as a member of the City Council of the City of Paris for the ensuing two (2)
years; that John Bell is the person declared elected under the authority ofV.T.C.A., Election
Code, Section 2.053, as Council member from District Five (5), and is therefore elected to serve
as Council member from District Five (5) and as a member of the City Council of the City of
Paris for the ensuing two (2) years; that Michael J. Pfiester is the person receiving the highest
number of votes of the votes cast at such election for Council member from District Seven (7),
and is therefore elected to serve as Council member from District Seven (7) and as a member of
the City Council of the City of Paris for the ensuing two (2) years.
PASSED AND AOOPTED by the City Council of the City of Paris in regular session
convened pursuant to the directions of the Election Code of the State of Texas, on this the 6th day
of May, 1999.
