1999-053-1999 HOUSING INFRASTRUCTURE FUND PROGRAM
RESOLUTION NO. 99-053
WHEREAS, the City Council of the City of Paris desires to develop a viable urban
community, induding decent housing and a suitable living environment and expanding economic
opportunities; principally for persons oflow/moderate income; and,
WHEREAS, certain conditions exist which represent a threat to public health and safety, and,
WHEREAS, it is necessary and in the best interests ofthe City of Paris to apply for funding
under the 1999 Housing Infrastructure Fund Program; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That a Texas Community Development Program application for the Housing Infrastructure
Fund is hereby authorized to be filed on behalf of the City of Paris with the Texas Department
of Housing and Community Affairs.
2. That the City's application be placed m competition for funding under the Housing
Infrastructure Fund.
3. That the application be for $399,500.00 of grant funds to carry out this water/sewer
improvements, street paving, and drainage project.
4. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the Authorized
Representative of said project and is authorized and directed to execute, on behalf of the City
of Paris, the application for the Texas Home Investment Partnership Program Fund and to act
in all matters in connection with this application and the City of Paris's participation in the
Texas Community Development Program.
5. That Thomas E. Haynes, Project Coordinator, be, and he is hereby, appointed as Project
Director and is authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of said project.
6. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and directed to
serve as the Financial Officer for said project and to receive and distribute funds for purposes
of the Texas Community Development Program.
7. That it further be stated that the City of Paris is waiving water and sewer tap fees, building
permit fees, and electrical and plumbing fees valued at $34,167.00 as an in-kind contribution
toward the construction activities of this water, sewer, and street improvement project.
8. That it further be stated that the City of Paris is accepting $232,500.00 from all utility
companies as in-kind contribution toward this water/sewer improvements, street paving, and
drainage project.
