The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
July 10, 2017, at the City Council Chamber, 107 E. Kaufrnan, Paris, Texas.

Kent Klinkerman gave the invocation.
3. Pledge of Allegiance.
Mayor Pro -Tem Drake led the pledge.
4. Citizens' Forum.
No one spoke.
Consent Ap-enda
Mayor Pro -Tem Drake inquired of Council Members if they wished to pull any items
from the consent agenda for discussion. There being none, a Motion to approve the consent
agenda was made by Council Member Lancaster and seconded by Council Member Knox.

5. Approve minutes from the meeting on June 26, 2017.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Love Civic Center (6 -15 -2017)
b. Paris Economic Development Corporation (5 -16 -2017)
c. Paris Public Library Advisory Board (5 -17 -2017)
7. Appoint Doug Schuler to the Civil Service Commission.

8. Conduct the first public hearing on a petition for disannexation filed by Jason and
Whitney Boehlar for a 6.941 acre tract of land out of John W. Williams Survey, Abstract
No. 1001 in Paris, Lamar County Texas, known as 6055 Clarksville Street, Paris, Texas.
Mayor Pro -Tem Drake opened the public hearing and asked for anyone wishing to speak
in support or opposition of this item, to please come forward. With no one speaking, Mayor Pro-
Tern Drake closed the public hearing. City Attorney Stephanie Harris said the second public
hearing would be conducted on July 24.
9. Receive presentation about the Street Bond Program.
City Manager John Godwin outlined the Street Bond Improvements Project and
explained it would be a two to three year program. Mr. Godwin reviewed the proposed streets
for 2017, 2018 and 2019, as well as the estimated costs of each project. He explained that most
of the streets would be rebuilt using mill and overlay, which was suitable for roads with adequate
bases. He further explained that other roads would require full -depth reconstruction, which was
a more expensive construction process that included significant engineering costs. Mr. Godwin
said the preference on 33rd SE and Collegiate between Clarksville and Lamar was to do full -
depth, but it was not required. Mr. Godwin said year one included four mill and overlay projects
that could be done quickly and without outside engineering. He also said it was believed that
good utility structures were under them, so the process could begin this calendar year. He also
said the City would do in -house utility work on Graham, so it would be ready for repaving in
2018. Mr. Godwin informed City Council that an engineer would need to be hired to begin
design on a full reconstruction of Church Street, with work being scheduled in 2018. Mr.
Godwin said it wasn't necessary to approve the entire list tonight, but once approved they could
proceed with the improvements.
Following additional discussions, it was a consensus of City Council for city staff to
proceed with the six projects outlined in the 2017 Street Projects outlined by Mr. Godwin, which
included E. Cherry, 25 NE to 20 NE; 3rd SE, Sherman to Provine (with sidewalks); 7d' NW,
Graham to Center; 7d' SW, Washington to Bonham; Replace water line, Graham, 3rd to 7d'; and
engineering design, Church Street.

10. Discuss and act on ORDINANCE NO. 2017 -025: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS; AMENDING CHAPTER 12 OF THE
CODE OF ORDINANCES OF THE CITY OF PARIS, AMENDING ARTICLE III,
"FIRE CODE," TO REPEAL THE 2006 EDITION OF THE INTERNATIONAL FIRE
CODE AND TO ADOPT THE 2015 EDITION OF THE INTERNATIONAL FIRE
CODE; ESTABLISHING LOCAL AMENDMENTS TO THE 2015 EDITION OF THE
INTERNATIONAL FIRE CODE; PROVIDING FOR ENFORCEMENT; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING
A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
City Engineer Carla Easton said items 10, 11 and 12 all related to building codes. Ms.
Easton also said in 2010, the City of Paris adopted the State mandated building codes developed
by the International Code Council in order to safeguard the public health, safety and welfare, and
to provide for safety of emergency responders by regulating building construction and renovation
projects. She explained that the 2006 version of the International Building Code, the Existing
Building Code, Residential Code, and the 2008 National Electrical Code became the official
codes for Paris. Ms. Easton said that the City was evaluated by the Insurance Service Office,
and received a rating of 9, with 1 being exemplary and 10 being deficient. She also said the ISO
representative indicated that in order to improve the rating from a 9, the City would need to
adopt, enforce and maintain a code that is within 5 years of its release. Ms. Easton explained
that local government agencies were encouraged to keep current with code adoptions and the
City was currently operating under outdated codes. Ms. Easton also said updating the codes
would also keep the City of Paris current with construction standards, advance the safety of
building systems, promote a common code, and facilitate the mobility of contractors.
A Motion to approve this item was made by Council Member Knox and seconded by
Council Member Trenado. Motion carried, 6 ayes — 0 nays.
11. Discuss and act on ORDINANCE NO. 2017 -026: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 7 -16 AND 7-
18 OF ARTICLE II, BUILDING CODE, CHAPTER 7, BUILDINGS AND BUILDING
REGULATIONS OF THE CODE OF ORDINANCES OF THE CITY OF PARIS,
TEXAS TO ADOPT THE 2015 INTERNATIONAL BUILDING CODE, THE 2015
INTERNATIONAL EXISTING BUILDING CODE, THE 2015 INTERNATIONAL
RESIDENTIAL CODE; AND THE 2014 NATIONAL ELECTRICAL CODE, AS
AMENDED HEREIN AS THE OFFICIAL BUILDING, RESIDENTIAL, EXISTING
BUILDING AND ELECTRICAL CODES FOR ALL CONSTRUCTION WITHIN THE
CITY OF PARIS, TEXAS AS REQUIRED BY STATE LAW; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE.

Council Member Trenado asked if construction costs would increase. Ms. Easton said
she could not say for sure, because every project was different. She emphasized the intent of the
amendments was safety and longevity of the building. Council Member Knox inquired of the
effect of the amendments on historic renovation. Ms. Easton said most of those projects would
be covered under the current codes. Council Member Drake asked if the current projects would
be grandfathered, and Ms. Easton answered in the affirmative citing if a submittal had already
been filed with the Engineering Department.
A Motion to approve this item was made by Mayor Pro -Tem Drake and seconded by
Council Member Portugal. Motion carried, 6 ayes — 0 nays.
12. Discuss and act on ORDINANCE NO. 2017 -027: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 25,
"PLUMING AND GAS," OF THE CODE OF ORDINANCES OF THE CITY OF
PARIS, TEXAS TO ADOPT THE 2015 INTERNATIONAL PLUMBING CODE AND
THE 2015 INTERNATIONAL FUEL GAS CODE, AS AMENDED HEREIN, AS THE
OFFICIAL PLUMBING AND GAS CODES FOR ALL CONSTRUCTION WITHIN
THE CITY OF PARIS, TEXAS, AS REQUIRED BY STATE LAW; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
A Motion to approve this item was made by Council Member Trenado and seconded by
Council Member Jenkins. Motion carried, 6 ayes — 0 nays.
13. Discuss and act on RESOLUTION NO. 2017 -027: A RESOLUTION OF THE CITY OF
PARIS, TEXAS, FINDING THAT ONCOR ELECTRIC DELIVERY COMPANY
LLC' S ( "ONCOR" OR "COMPANY ") APPLICATION OT CHANGE RATES WITHIN
THE CITY SHOULD BE DENIED; FINDING THAT THE CITY'S REASONABLE
RATE CASE EXPENSES SHALL BE REIMBURSED BY THE COMPANY;
FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS
OPEN TO THE PUBLIC AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS
RESOLUTION TO THE COMPANY AND LEGAL COUNSEL.
Mr. Godwin explained that Oncor filed an application to increase the rate by 7.5% and
the City suspended the effective date of the rate increase allowing the City 90 days to work in
conjunction with the Steering Committee of Cities. Mr. Godwin further explained consultants
reviewing the rates identified unreasonable expenses and proposed significant rate reductions.
He said staff recommended approving a resolution denying the proposed electric rate increase
and Oncor would have 30 days to appeal to the PUC.
A Motion to approve the resolution denying the rate increase was made by Council
Member Lancaster and seconded by Council Member Trenado. Motion carried, 6 ayes — 0 nays.

14. Discuss and authorize the City Manager to execute a contract with RBIS Construction
Company, for construction of the Southeast Lift Station and Force Main Replacement
Project and related change orders for an amount not to exceed $2,500,000.
Ms. Easton said replacement of the SE Lift Station was part of the 2013 Bond Fund
project, which included construction of the lift station, an 18 -inch force main and the access
road. She informed City Council the bid opening was June 27, seven bids were received and
RBIS was the low bidder in the amount of $2,393,937.85.
A Motion to approve this item was made by Council Member Portugal and seconded by
Council Member Trenado. Motion carried, 6 ayes — 0 nays.
15. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
Mayor Pro -Tem Drake reminded everyone of the upcoming Tour de Paris.
16. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Jenkins and was seconded by Council Member Drake. < Motion carried, 6 ayes — 0 nays. The
meeting was adjourned at 6:03 p.m.
