RESOLUTION NO.

WHEREAS, the Paris Public Library sponsors a program entitled the Mobile Library
Summer Reading Service (MLSRS), and the Lamar County Coalition of Education, Business, and
Industry sponsors a program entitled Sexual Abstinence Values Education (Project SAVE); and,
WHEREAS, the Lamar County Coalition has offered to furnish an employee, Casey Mills,
to provide services for Project SAVE and the MLSRS, and it is deemed appropriate that such
services be accepted; and,
WHEREAS, the form of the Contract between the Lamar County Coalition, the City of
Paris, and Casey Mills, attached hereto as Exhibit A, should, in all things, be approved, and the
City Manager, Michael E. Malone, should be authorized to execute the same; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
form of the Contract between the Lamar County Coalition of Education, Business, and Industry,
the City of Paris, Paris, Texas, and Casey Mills, attached hereto as Exhibit A, be, and the same
is hereby, approved; and,
BE IT FURTHER RESOLVED, that the City Manager, Michael E. Malone, be, and he
is hereby, authorized and directed to execute, on behalf of the City of Paris, the Contract for
services in conjunction with the Paris Public Library Mobile Library Summer Reading Service and
Project SAVE, under the terms and conditions and in the form shown in Exhibit A, attached
hereto.

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF LAMAR
CONTRACT
THIS CONTRACT is made this 7th day of June, 1999, by and between the LAMAR
COUNTY COALITION OF EDUCATION, BUSINESS, AND INDUSTRY, acting by and through
the authorized official whose signature appears below, hereinafter referred to as COALITION, the
CITY OF PARIS, PARIS, TEXAS, a municipal corporation, acting by and through its City Manager,
Michael E. Malone, duly authorized, hereinafter referred to as CITY, and CASEY MILLS,
hereinafter referred to as MILLS.
WITNESSETH
For and in consideration of the mutual covenants and agreements hereinafter contained, the
parties hereto agree as follows:
1. Effective June 7, 1999, MILLS agrees to provide services for Project SAVE (Sexual
Abstinence Values Education), a Title V Abstinence Education Grant from the Texas
Department of Health, Doc. #7524409087, and the Paris Public Library Mobile Library
Summer Reading Service in accordance with the job description attached hereto as Exhibit
A.
2. The COALITION agrees to compensate MILLS at the rate of six dollars ($6.00) per hour for
services provided hereunder, with the total compensation not to exceed two thousand four
hundred dollars ($2,400.00).
3. CITY agrees to accept the provision of such services provided hereunder by MILLS and
compensated by the COALITION.
4. MILLS understands and agrees that this is a temporary contract labor position and that this
Contract shall be contingent on the continuation of funding from the Texas Department of
Health to the COALITION.
5. This Contract may be terminated by any party hereto after having given thirty (30) days
written notice to the other parties.
6. MILLS does hereby, for herself, her heirs, representatives, successors, agents, executors,
administrators, and assigns forever release, discharge, and acquit the LAMAR COUNTY
COALITION OF EDUCATION, BUSINESS, AND INDUSTRY and the CITY OF
PARIS, PARIS, TEXAS, their past, present, and future officers, elected officials,
employees, agents, insurers, and attorneys of and from any and all claims, suits, actions,
causes of action, demands, damages, costs, expenses, attorney's fees, and other
compensation, whether property damage, personal injury, violation of constitutional or

statutory rights or other injury, whether based upon negligence or any other theory of law,
whether known or unknown, and whether heretofore asserted or not, growing o'ut of, or
arising from this agreement or the programs or events the subject hereof.
