RESOLUTION NO. 99-059 -A
WHEREAS, the City Council of the City of Paris did heretofore, on the 23rd day of
November, 1996, in Resolution No. 96-029, authorize three (3) applications to be made to the
Texas Department of Housing and Community Affairs for the Community Development Fund
Grant under the Young vs. Cisneros Texas Community Development Program (TCDP) for three
(3) projects, one of which is the procurement of property and the construction of a laundry facility
for the George W. Wright Homes; and,
WHEREAS, said grant was awarded on the 24th day of September, 1996, by the
execution of TCDP Young vs. Cisneros Contract No. 715246; and,
WHEREAS, the City of Paris did heretofore, on the 31st day of August, 1998, purchase
Lot 1, City Block 152, being number 829 W. Brame Street, for the purpose of constructing the
laundry facility; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 8th day of
March, 1999, in Resolution No. 99-031, approve the plans and specifications for the laundry
facilities and authorize the advertisement for bids for furnishing plant, labor, materials, and
equipment and for performing all work required for the "Laundry Facilities for the George W.
Wright Homes, Housing Authority of the City of Paris, Young vs. Cisneros Contract No.
715246," which bids were received until 3:00 o'clock p.m., Tuesday, the 30th day of March,
1999; and,
WHEREAS, the best bid for such construction was made by Jerry Haning Construction,
of Paris, Texas, and the City Council of the City of Paris did heretofore, on the 6th day of April,
1999, in Resolution No. 99-033, accept such bid and authorize the execution of a contract; and,
WHEREAS, such laundry facility has now been completed, and it is deemed appropriate
that the property be conveyed to the Housing Authority of the City of Paris; and,
WHEREAS, the form of the General Warranty Deed, attached hereto as Exhibit A,
should, in all things, be approved, and the Mayor Pro Tem, Mary Ann Fisher, should be
authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY CITY COUNCIL OF THE CITY OF PARIS, that the form of
the General Warranty Deed to the Housing Authority of the City of Paris conveying Lot 1, City
Block 152, being number 829 W. Brame Street, attached hereto as Exhibit A, be, and the same
is hereby, approved; and,
BE IT FURTHER RESOLVED, that the Mayor Pro Tem, Mary Ann Fisher, be, and she
is hereby, authorized and directed to execute, on behalf of the City of Paris, the General Warranty
Deed, under the terms and conditions and in the form shown in Exhibit A, attached hereto.

That the CITY OF PARIS, PARIS, TEXAS, a municipal corporation of the County of
Lamar, State of Texas, acting by and through its Mayor Pro Tem, Mary Ann Fisher, duly
authorized by Resolution No. 99-062, for and in consideration of the sum of Ten and no/lOO
Dollars ($10.00) cash and other good and valuable consideration to it in hand paid by the Housing
Authority of the City of Paris, the receipt and sufficiency of which is hereby acknowledged; have
Granted, Sold, and Conveyed, and by these presents do Grant, Sell, and Convey unto the said
Housing Authority of the City of Paris, located in the County of Lamar, State of Texas, whose
mailing address is 100 George W. Wright Homes, Paris, TX 75460, all that certain tract or parcel
of land situated in Lamar County, Texas, and described as follows:
SITUATED within the corporate limits of the City of Paris, County of
Lamar, State of Texas, being a part of the Asa Jarman Survey, and being Lot 1,
City Block 152, being the same property described in deed from Isabel Raissez and
wife, Mary Ann Raissez, to the City of Paris, Paris, Texas, dated August 31,
1998, recorded in Volume 807, Page 110, Real Property Records, Lamar County,
Texas, and being more particularly described as follows:
BEGINNING at a stake on the corner of 9th Street S.W. (formerly Wright
Street) and W. Brame Street, being the intersection of the East Boundary Line of
9th Street S.W. and South Boundary Line ofW. Brame Street;
THENCE SOUTH with the East Boundary Line of 9th Street S.W.
(formerly Wright Street) a distance of 186 feet to the North Boundary Line of an
alley 15 feet wide;
THENCE EAST with the north boundary line of said alley a distance of 77
feet to the southwest corner of a tract of land deeded by Lucy Whitten et al to W.
W. Wright, recorded in Volume 290, Page 142, Deed Records, Lamar County,
Texas;
THENCE NORTH with said Wright's West Boundary Line a distance of
186 feet to a stake in the South Boundary Line of W. Brame Street;
THENCE WEST with said South Boundary line of W. Brame Street a
distance of 77 feet to the place of beginning. Being the same lot conveyed to Roy
A. Parham and wife, Audry Maurice Parham, by Lucy Whitten Easton et al by

County, Texas. Also being the same property described in deed from A. W.
Whatley and wife, Pauline Whatley, to Isabel Raissez and wife, Mary Ann
Raissez, dated September 19, 1984, recorded in Volume 675, Page 719, Deed
Records, Lamar County, Texas. References to said deeds are made for all
necessary and lawful purposes.
TO HAVE AND TO HOLD the above described premises, together with all and singular,
the rights and appurtenances thereto in anywise belonging unto the said Housing Authority of the
City of Paris, its representatives and assigns forever; and it does hereby bind itself, its successors
and assigns, to Warrant and Forever Defend all and singular the said premises unto the said
Housing Authority of the City of Paris, its representatives and assigns, against every person
whomsoever lawfully claiming, or to claim the same, or any part thereof.
