1999-131-HOMEBUYER ASSISTANCE FUND GRANT, CONTRACT #537025, AMENDMENT #1
RESOLUTION NO. 99-131
WHEREAS, the City Council of the City of Paris did heretofore, on the 7th day of April,
1997, in Resolution No. 97-032, authorize an application to be made to the Texas Department of
Housing and Community Affairs for the Homebuyer Assistance Fund Grant under the Texas Home
Investment Partnership Program; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of October,
1997, in Resolution 97-119, accepted the grant award and authorized the execution of the Texas
Department of Housing and Community Affairs Home Program Home Buyer Assistance Contract
#537025; and,
WHEREAS, it is deemed appropriate that said contract be amended; and,
WHEREAS, the form Contract Amendment #1, attached hereto as Exhibit A, should, in all
things, be approved, and the City Manager, Michael E. Malone, should be authorized to execute the
same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the form
of Contract Amendment # 1 to the Texas Department of Housing and Community Affairs Home
Program Home Buyer Assistance Contract #537025, attached hereto as Exhibit A, be and the same
is hereby, approved; and,
BE IT FURTHER RESOLVED, that the City Manager, Michael E. Malone, be, and he is
hereby, authorized and directed to execute, on behalf of the City of Paris, Contract Amendment #1,
under the terms and conditions and in the form shown in Exhibit A, attached hereto,

HOME PROGRAM CONTRACT #537025
FIRST AMENDMENT
Section 1
The TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, a public and official
agency of the State of Texas ("Department") and the CITY OF PARIS ("Administrator"), do hereby
contract and agree to amend the original contract by and between the parties, effective September I,
1997 and identified on Department's records as HOME Contract #537025 ("Contract"),
Section 2
The parties hereto agree that under the terms of Section 2 of the Contract, Contractor is authorized to
administer one or more eligible HOME activities in accordance with the HOME Investment Partnerships
Act of 1990, 42 U.S.C. 12701 et sen. and implementing regulations under 24 CFR Part 92. The terms of
24 CFR 92.205(b)(2) identify as an eligible activity the investment of HOME funds to guarantee loans
made by lenders.
Section 3
Under the authority described in Section 15, the parties hereby agree to amend the Contract:
ARTICILE I-Contract Period; revising the Contract Period to read as follows:
This Contract shall be effective and commence on SEPTEMBER 1, 1997, and shall terminate
on OCTOBER 31,1999, unless otherwise specifically provided herein ("Contract period"),
Section 4
Except as amended hereby, the parties agree that all other terms of the Contract shall remain in effect as
therein set forth and shall continue to govern except to the extent that said terms conflict with the terms
of this amendment.
Section 5
This amendment shall be effective on the last date of execution of this amendment by both parties,
Section 6
By signing this amendment the parties expressly understand and agree that its terms shall become a part
of the Contract as if they were set forth word for word therein,
