SINGLE - FAMILY DWELLING DISTRICT (SF -2) WITH A SPECIFIC USE PERMIT
(RECREATIONAL FACILITY - PRIVATE) AT 2815 W. CAMPBELL STREET.

BACKGROUND: This request is to conduct a public hearing and take action regarding the
petition of Lawrence Thompson for a change in zoning from Single - Family Dwelling District
(SF -2) to a Single - Family Dwelling District (SF -2) with a Specific Use Permit (Recreational
Facility - Private), on Sperry's 1St Addition, Block 2, Lot North PT 1, being located at 2815 West
Campbell Street. The subject property is 0.1897 acres, and there is no flood plain on this
property. Specifically, the applicant wishes to establish a basketball court on this property.
STATUS OF ISSUE: At the August 7th Planning and Zoning Commission meeting, two persons
spoke in opposition to this request, and no one spoke in favor. The members of the commission
expressed several concerns regarding the functioning of the recreational activities on this
property, as well as public safety concerns. Because the applicant was not present, the
commission wanted to hear his comments in support of this request, and also to ask the applicant
questions. The commission therefore voted to table this item until the next commission meeting,
with one commissioner recommending denial. (NOTE: City staff always advises all applicants
to be present at both the commission and council meetings to support their requests, and to
answer questions. In this case, Mr. Thompson did not respond to several staff calls
recommending his presence at this commission meeting).
RECOMMENDATION: At this time, pass over this item.
