Item No. 16 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: 2013 BOND FUND — PARADISE ESTATES SEWER & SE OUTFALL <br />MAIN CONSTRUCTION CONTRACT AWARD <br />DATE: August 8, 2017 <br />BACKGROUND: The 2013 Bond Fund for Water and Sewer Improvements includes funding <br />for the Paradise Estates Sewer & SE Outfall Main Project, which provides new sanitary sewers <br />to the Paradise Estates subdivision, allowing removal of 3 existing sewer lift stations, and will <br />also accommodate future expansion to developable properties. Neel- Schaffer Inc. and Grantham <br />& Associates prepared the construction drawings and specifications. <br />STATUS OF ISSUE: On June 27, 2017, four bids were received for the project and Williams <br />Equipment Services submitted the apparent low bid in the amount of $ $2,211,995.30. The bids <br />were reviewed and references checked in accordance with the contract documents, and the <br />engineer of record has submitted a recommendation of contract award to Williams Equipment <br />Services. The contract documents require this project to be completed within 270 calendar days <br />after issuance of the notice to proceed. Construction is anticipated to begin in September. A <br />summary of the bids received for this project is as follows: <br />Bidder Bid Amount <br />Williams Equipment Services $2,211,995,.30 <br />B. Bray Construction Company $2,547,162.00 <br />S &J Construction Company $2,587,656.87 <br />Belt Construction $2,713,266.69 <br />BUDGET: Funding is available from 2013 Bond Fund for Water and Sewer Improvements. <br />RECOMMENDATION: Authorize the City Manager to execute a contract with Williams <br />Equipment Services for construction of the Paradise Estates Sewer & SE Outfall Main Project <br />and related change orders for an amount not to exceed $2,400,000. <br />
