SUBJECT: 2013 BOND FUND — PARADISE ESTATES SEWER & SE OUTFALL
MAIN CONSTRUCTION CONTRACT AWARD
DATE: August 8, 2017
BACKGROUND: The 2013 Bond Fund for Water and Sewer Improvements includes funding
for the Paradise Estates Sewer & SE Outfall Main Project, which provides new sanitary sewers
to the Paradise Estates subdivision, allowing removal of 3 existing sewer lift stations, and will
also accommodate future expansion to developable properties. Neel- Schaffer Inc. and Grantham
& Associates prepared the construction drawings and specifications.
STATUS OF ISSUE: On June 27, 2017, four bids were received for the project and Williams
Equipment Services submitted the apparent low bid in the amount of $ $2,211,995.30. The bids
were reviewed and references checked in accordance with the contract documents, and the
engineer of record has submitted a recommendation of contract award to Williams Equipment
Services. The contract documents require this project to be completed within 270 calendar days
after issuance of the notice to proceed. Construction is anticipated to begin in September. A
summary of the bids received for this project is as follows:

BUDGET: Funding is available from 2013 Bond Fund for Water and Sewer Improvements.
RECOMMENDATION: Authorize the City Manager to execute a contract with Williams
Equipment Services for construction of the Paradise Estates Sewer & SE Outfall Main Project
and related change orders for an amount not to exceed $2,400,000.
