08/01/2017 MINUTESMinutes Traffic Commission City of Paris The Traffic Commission met on Tuesday August 01, 2017 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Wendell Moore (Arrived at 5:19pm) 2. Susan Hamby 3. John Eyler 4. Sally Boswell 5. Dennis Ashby The city staff was represented by Asst. Chief Randy Tuttle and City Engineer Carla Easton. Chairperson Susan Hamby called the meeting to order at 5:17pm. A quorum was established with four members present. Mr. Moore arrived at 5:19pm. Ms. Hamby moved to item #2 introductions of new Traffic Commission members. Mr. Tuttle introduced Sally Boswell and Dennis Ashby as new members along with Bill Sanders starting second term and not in attendance, with terms expiring 06/30/2020. Ms. Hamby moved to item #3 regarding the discussion and possible action concerning election of Traffic Commission Chairperson. Mr. Eyler nominated Ms. Hamby to continue to serve as Chairperson. There were no other nominations. Mr. Ashby second the motion and it passed 4-0. Ms. Hamby then moved to item #4 regarding the discussion and possible action concerning the election of Traffic Commission Vice -Chairperson. Ms. Hamby nominated Mr. Eyler. There were no other nominations. Ms. Boswell second the motion and it carried 4-0. Ms. Hamby then moved to item #5 regarding approving minutes from the June 06, 2017 meeting. Mr. Eyler made a motion to approve minutes from June 06, 2017 meeting and second was made by Ms. Boswell. Motion carried 4-0. Ms. Hamby then moved to item #6 concerning discussion and possible action regarding the placement of a No Outlet sign at 42nd SE & Primrose Lane. Mr. Tuttle advised members that Mr. Sanders had requested this item be placed on the agenda after he received a complaint from a resident on Primrose Lane of vehicles turning onto the street and not realizing the street didn't have an outlet. Mr. Tuttle advised members that signage should be placed on Primrose informing motorist Primrose is not a through street. After discussion Ms. Hamby made a motion to request City of Paris Traffic Department place a No Outlet sign on Primrose Lane at 42"d SE. Mr. Eyler second the motion and it carried 5-0. Ms. Hamby then moved to item #7 concerning the discussion and possible action on placement of left tum lanes on FM 195. Mr. Tuttle informed members that he had received a request from Monica Clements to place this item on the agenda after she had spoken to TXDOT and was directed to the Traffic Commission. Ms. Clements and Mr. Wayne Brown were present and both spoke in favor of adding tum lanes on FM 195 due to the high volume of traffic, speed limit, and previous accidents. Mr. Tuttle advised that this was a TXDOT maintained road and the Traffic Commission could request TXDOT consider placing tum lanes on FM 195 but it would be TXDOT's decision to do so. City Engineer Carla Easton told members that TXDOT would do traffic counts and study accidents in that section of FM 195 to determine the need for tum lanes. She also suggested that deceleration lanes for right turns could also be requested. After discussion Mr. Eyler made a motion to request TXDOT consider placing a left tum lane and deceleration lanes for right turns on FM 195 from County Road 42250 north to Amherst Road. This motion was second by Mr. Moore and motion passed 5-0. Ms. Hamby then moved to item #8 regarding old business. Mr. Tuttle informed members that the City Council had approved the request to place three way stop signs at Fitzhugh and Pine Bluff. Mr. Tuttle stated the striping on the road had recently been completed and stop signs would be installed soon. There was no other old business. Ms. Hamby moved to item #9 regarding request for future agenda items. There were none. At 5:34pm Ms. Hamby moved to adjourn the meeting.
