Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 11, 2017. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on August 14, August 28, and September 5, 2017.
6. Receive reports and/or minutes from the following boards, commissions, and
committees:
a. Paris Visitors & Convention Council (6-26-2017)
b. Traffic Commission (8-1-2017)
7. Approve the Final Plat of Lot 1, Block A, Christian Fellowship Church Addition, located
in the 3300 to 3400 Block of North Main.
8. Approve the Replat of Lot 1, Block A, Al Stor-N-Go Addition CB 323, located at 2420
FM 79.
Regular Agenda
9. Conduct a public hearing, discuss and act on an Ordinance considering the petition of
Lawrence Thompson for a change in zoning from Single -Family Dwelling District No. 2
(SF -2) to a Single -Family Dwelling District No. 2 (SF -2) with a Specific Use Permit
(SUP) for a Recreational Facility -Private, on Sperry's 1St Addition, Block 2, Lot North
Part 1, being located at 2815 West Campbell Street. (A motion to remove this item from the
table is required before deliberating.)
10. Conduct the second public hearing on the City's proposal to increase tax revenues from
the preceding tax year and to set the tax rate for 2017.
11. Discuss and authorize the City Manager to execute a contract in the amount of
$274,975.50 with B. Bray Construction, Inc., for construction of the TxCDBG Dickson
Orange Infrastructure Improvements Project.
12. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to County Waste Collection, LLC d/b/a Trashy Business.
13. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Sanitations Solutions.
14. Discuss and act on an Ordinance Amending Section 26-1 "Composition of Department,"
of Chapter 26, Police, of the Code of Ordinances of the City of Paris, Texas by reducing
the number of officers employed by the Paris Police Department by three; by reducing
the number of Lieutenant positions from eight to seven, and by increasing the number of
Sergeants from four to five; making other findings and provisions related to the subject;
providing a repealer clause, a severability clause, a savings clause; and declaring an
effective date.
15. Discuss and act on the fiscal year 2017-18 Annual Program of Work and Budgets for
Love Civic Center and the Visitors & Convention Council. (A motion to remove this item
from the table is required before deliberating.)
16. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
17. Adjournment.
