2000-083-RES ACCEPTING THE PROPOSAL FOR PROFESSIONAL RESOLUTION NO. 2000-01"13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, ACCEPTING THE PROPOSAL FOR PROFESSIONAL SERVICES FOR THE DEVELOPMENT OF A LAKE CROOK MASTER PLAN AND AWARDING THE PROFESSIONAL SERVICES CONTRACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris is in need of consulting services for the development of a master plan for Lake Crook; and, WHEREAS, The Brannon Corporation has made a proposal for such services, and it should be awarded a professional services contract for the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the proposal of The Brannon Corporation, attached hereto as Exhibit A, be, and the same is hereby, accepted. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a professional services contract with The Brannon Corporation, under the terms and conditions and in the form approved by the City Attorney. It is our understanding the city wishes to create a master plan defining multipurpose land uSe around the lake for a reasonable period of time in the future. . In the park and recreational master plan we hit on the subject briefly of developing facilities around the lake and setting aside preservation areas, I am glad to hear the interest in Lake Crook has been increasing in recent months and we would like to offer the following suggested scope of work for a "Lake Crook Development and Conservation Plan": 1) Using aerial maps and photos furnished by the city, city and county records and archives, develop a Lake Crook property ownership map showing all the property owned by the ... city and owners of significantly sized adjoining tracts. 2) Meet with you and other city statT members on several occasions to determine the city's needs with respect to especially the water plant, the dam and spillways, access roadways and the recreational areas, Meet with you to discuss the interim and draft findings before publishing the documents. -- 3) Obtain maps and document the presence of water, gas and electric utilities in the area and show them on the maps developed for this plan, 4) Conduct one or two (if attendance dictates it) public hearings to solicit the input of the public on the use of the publicly owned land. 5) Develop surveys for Chamber of Commerce members to solicittheir specific responses and needs in Lake Crook.. Send and receive back the surveys and create tabulations of the comments. 6) Investigate and map the existence and extent of flood plains, wetlands, or other environmentally sensitive areas on the lake and shorelines. URBAN PLANNING AND OEVELOPME"" ENGINEERING City of Paris Lake Crook Master Plan Proposal Pa~e 2 7) 8) 9) 10) Develop the following map exhibits: property ownership; water and other utilities; wetlands,' flood plains and any other federally or state designated conservation areas deserving special attention; current land use map; proposed land use map; proposed phased development map showing ultimate land uses on the lake, Develop model regulations concerning land use and development along the shoreline. Investigate and discuss in the plan the development of an application to Texas Parks & Wildlife for grants-in-aid of construction. Develop site specific land plans in color showing one or more alternative plans of developing land for various land uses. Show street patterns, out-parcels, commercial tracts or residential developments depending on the findings of the public meetings and comments. 11) Develop site specific recommendations and plans for the preservation of certain lands, development of public recreational facilities, and possible connection of the lake to the city with greenbelt conidors and/or trail systems. 12) Develop data and discuss in the plan the economic impact of developing the lake property including concessionaires, property sales, day camping and overnight camping, or other similar direct economic benefits. Make regional studies to determine the extent and nature of competing facilities, '" 13) We would prepare a bound report of our findings together with color photos and maps furnishing you first with ten draft copies for comment (and perhaps a public hearing would be in order here to prevent the draft findings) and then twenty copies of the completed final report. The final report would also be delivered on compact disk or other .- computer media including all maps and exhibits, We will be happy to present the final report to the City Council in a regular meeting or workshop. Obviously, the city's first concern should be the protection and preservation of this enormous asset as the city grows and development begins to take place along the approaches to the lake, The preservation of sanitary control zones and environmentally sensitive areas will be paramount. The creation of a master plan will allow the city to regulate development by both the city itself and for-profit developers. We easily see this study taking more than 300 man-hours not counting the cost of reproduction of the reports, We therefore propose a fixed fee for the above work of TWENTY TWO THOUSAND FIVE HUNDRED AND NO/IOO DOLLARS ($22,500.00) which would be full compensation for travel, meetings, document reproduction, study hours, and postage required to www.brannoncolp.eom City of Paris Lake Crook Master Plan Proposal Pa~e 3 deliver to YOlurlluality, usable master plan. We would not require a retainer and the payments 'of this fee would be spread over several months until the final study was delivered. Along the way, progress drawings and maps would be delivered to you for review so that you can keep posted on the progress of the study. The Brannon Corporation has on its staff experienced engineers and land planners, Our planners have prepared recreational and residential/commercial development plans for some of the biggest developments in East Texas and our engineers have followed through on those plans with construction documents to insure compliance with the original concept. Four of our engineers have been on city staffs including three as city engineers and one as utility department engineer. Our experience in design of parks and trails will be just as invaluable on this project as our experience in designing thousands of acres for private developers. And finally, we recognize this would not be our plan so much as it is your plan. We would involve you in the planning process to the point you are willing to be involved. . . not to do our work, . . but to be fully cognizant of the process of planning behind the final document.
