09/05/2017MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS September 5, 2017 The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, September 5, 2017, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Steven Clifford Council Members: Billie Lancaster; Billy Trenado; Linda Knox; Cleonne Drake; and Paula Portugal City Staff: John Godwin, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Carla Easton, City Engineer; Larry Wright, Fire Chief; Bob Hundley, Police Chief, Kent Klinkerman, EMS Director; Doug Harris, Utilities Director; Alan Efrussy, Planning Director; and Priscilla McAnally, Library Director Absent: Council Member: Aaron Jenkins Call meeting to order. Mayor Clifford called the meeting to order at 5:30 p.m. 2. Conduct the first public hearing on the City's proposal to increase tax revenues from the preceding tax year and to set the tax rate for 2017. City Manager John Godwin said this was the first of two public hearing on the proposal to increase tax revenues from the preceding tax year, as approved by the voters in May. Mayor Clifford opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. With no one speaking, Mayor Clifford closed the public hearing. 3. Conduct a public hearing on the City Manager's proposed budget for fiscal year 2017- 2018. Mr. Godwin said he did not have anything new to present. Special Council Meeting September 5, 2017 Page 2 4. Discuss and act on a Resolution calling a public hearing on proposed amendments to the proposed budget for fiscal year 2017-2018. (if needed) Mr. Godwin said he had not received any proposed amendments, so a hearing would not be necessary. Mayor Clifford moved to the next item. 5. Discuss and act on an amendment to the Notice of Special Election to change the location of one polling place. City Clerk Janice Ellis explained the county was not going to use the fairgrounds as a polling place, so the city needed to move that polling place to the Lamar County Courthouse Annex. She said that all seven districts would vote at the Courthouse Annex. In addition, Ms. Ellis said the county was going to conduct the first two early voting days from 7:00 a.m. to 7:00 p.m. She asked that Council amend the Notice of Election to reflect these requested changes. A Motion to amend the Notice of Election was made by Mayor Clifford and seconded by Council Member Drake. Motion carried, 6 ayes — 0 nays. 6. Convene into Executive Session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Campbell Soup Company. Mayor Clifford convened City Council into executive session at 5:34 p.m. 7. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. Mayor Clifford reconvened City Council into open session at 6:07 p.m. and said City Council discussed current and future tax abatements. 8. Adj ournment. There being no further business, a Motion to adjourn was made by Council Member Trenado and was seconded by Mayor Clifford. Motion carried, 6 ayes — 0 nays.
