A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE AUTO THEFT PREVENTION
AUTHORITY FUND GRANT AWARD; AUTHORIZING THE EXECUTION
OFTHE STATEMENT OF GRANT AWARD; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 4th day of May,
2000, in Resolution No. 2000-059, authorize an application to be made to the Texas Automobile
Theft Prevention Authority for an Automobile Theft Prevention Grant; and,
WHEREAS, the Texas Automobile Theft Prevention Authority has issued its Grant A ward
entitled "Northeast Texas Automobile Theft Task Force," No. SA-OI-TOl-09363, for the year
beginning September 1, 2000, and ending August 31,2001, in the total amount of $100,000.00,
requiring the City of Paris to provide $41,775.00 in the form of cash and $12,550.00 in the form
of in-kind services; and,
WHEREAS, acceptance of the same must occur within forty-five (45) days of the date of
said award, which occurred on July 21,2000; and,
WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
of Paris accept said Grant A ward and continue to improve the Automobile Theft Prevention
Program in the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the Automobile Theft Prevention Program Grant entitled "Northeast Texas
Automobile Theft Task Force," No. SA-Ol- TOI-09363, for the year beginning September 1, 2000,
and ending August 31,2001, in the total amount of $100,000.00, requiring the City of Paris to
provide $41,775.00 in the form of cash and $12,550.00 in the form of in-kind services, be, and
the same is hereby, accepted.
Section 3. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, the Grantee Acceptance Notice, under the terms and conditions and
in the form shown in Exhibit A, attached hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

The approved budget is reflected in the attached Approved Budget Summary. This grant is subject to and conditioned upon
acceptance of the ATPA Grant Application and Administration Guidelines (Guide) promulgated for this specific program fund
<referenced above) through the Automobile Theft Prevention Authority. Applicable special conditions are contained in the Guide or
cited below. Total project costs must be accounted for in accordance with the Uniform Grant and Contract Management
Standards and the Guide.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to A TP A in accordance with the instructions provided by A TP A and shall be in the
form required by A TP A. Requests for funds will not be honored until all special conditions outlined on the Statement of Grant A ward
and that required action on the part of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above-referenced grant does not commit the Automobile Theft Prevention Authority to future funding.
Any such funding shall be determined by the state plan or guide under which application may be made, by all applicable
policies and procedures promulgated by the Automobile Theft Prevention Authority, and/o'r federal guidelines, and by the
appropriation of funds.
GRANT ADJUSTMENTS
Grantees shall submit written requests for grant adjustments, as required by the applicable ATPA Rule contained in the
Grant Application and Administration Gnidelines for this specific program fund.

AGREEMENT:
That whereas Citv of Paris ,
hereinafter referred to as Grantee, has heretofore submitted a grant application to the Automobile Theft
Prevention Authority, State of Texas, entitled Northeast Texas Automobile Theft Task Force
and further identified by grant number SA- 1- TOI-09363 ; and
Whereas, the Automobile Theft Prevention Authority has approved the grant application as evidenced by
the Statement of Grant Award from the Automobile Theft Prevention Authority dated 07/19/00.
certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniform Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniform Grant
and Contract Management Standards and special requirements in the grant application and the Statement of
Grant Award as evidenced by the agreement, executed by the project director, the financial officer, and the
official authorized to sign the original grant application, or the official's successor, as presiding officer of
and on behalf of the governing body of this grantee; and
Now, therefore, the Grantee shall designate either the project director or the financial officer to
coordinate and be solely responsible for submission of adjustments pertaining to both program and
financial elements of the application, and the POSITION authorized to submit adjustments
is W. E. Anderson
NON-LOBBYING CERTIFICATION:
We, the undersigned, certify that none of the grant funds, regardless of their source or character,
including local cash assumption of cost funds, shall be used in any manner to influence the outcome of any
election or the passage or defeat of any legislative measure.
A finding that a grantee has violated this certification shall result in the immediate termination of funding
of the project and the grantee shall not be eligible for future funding from the Automobile Theft
Prevention Authority.
