RESOLUTION NO. 2000-016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING THE CITY MANAGER
TO EXECUTE AND THE CITY CLERK TO ATTEST TO A CONTRACT
BETWEEN THE CITY OF PARIS AND FAMILY HAVEN CRISIS AND
RESOURCE CENTER, INC., TO PROVIDE SERVICES UNDER A
CRIMINAL JUSTICE DIVISION GRANT TO THE CITY OF PARIS TO
PREVENT AND PROSECUTE VIOLENT CRIME AGAINST WOMEN;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Office of the Governor, Criminal Justice Division, has issued a grant award
to the City of Paris entitled "Violent Crimes Against Women Unit" Grant, No. WF -98- V24-l3420,
for the period beginning December I, 1999, and ending November 30, 2000, in the total amount of
$73,284.00, requiring a matching contribution of $1,200,00 in cash and $23,955,00 in the form
of in-kind services on the part of the City of Paris; and,
WHEREAS, the City Council did heretofore, on the 10th day of May , 1999, in Resolution
No. 99-049, authorize the acceptance of said grant; and,
WHEREAS, as part of the services to be provided under said grant, the City of Paris has
identified the need to contract with Family Haven Crisis and Resource Center, Inc., to act as a
service provider in aid of the aforesaid Criminal Justice Division Grant No. WF-98- V24-l3420, to
provide services as specified in said proposed contract to women who are the victims of violent
crime; and,
WHEREAS, the City Council desires to approve and authorize the City Manager to enter
into the aforesaid contract between the City of Paris and Family Haven Crisis and Resource Center,
Inc, in furtherance of the grant purposes as set out in said agreement; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the City Manager be, and is hereby, authorized to execute, and the City Clerk
to attest to, a contract between the City of Paris and Family Haven Crisis and Resource Center, Inc.,
a copy of which said contract is attached hereto as Exhibit A and for all purposes incorporated
herein, to retain Family Haven Crisis and Resource Center, Inc. as a service provider in aid of
Criminal Justice Division Grant No. WF -98- V24-13420 in working with representatives of the City
of Paris Police Department to provide services to assist in the reduction and prosecution of violent
crimes against women and to provide other services as set out in said agreement
Section 3. That this resolution shall be effective from and after its date of passage.

1. This contract is by and between the CITY OF PARIS, PARIS, TEXAS, Grantee, and
FAMILY HAVEN CRISIS AND RESOURCE CENTER, INC., Service Provider, and
in aid ofCJD Grant No. WF-98-V24-13420, titled; Violent Crimes Against Women Unit.
It is understood by all parties that payment obligations created by this contract are
conditioned upon the availability of State or Federal funds appropriated or allocated for the
payment of such obligations. The term of this contract commenced on December 1, 1999,
and shall end on November 30, 2000, unless extended or terminated as otherwise provided
for in this contract.
2. The City of Paris Police Department is responsible for closely monitoring Family Haven and
the exercise of reasonable care to enforce all terms and conditions of the grant. Family
Haven agrees to fully cooperate in the monitoring process.
3. Requirements of the Uniform Grant and Contract Management Standards (UGCMS)
promulgated pursuant to Section 783 of the Government Code are adopted by reference as
part of this contract, including the contract provision as in Section 36, Common Rule of
OMB, of the above standards, The City of Paris shall assist Family Haven to establish a set
of records that comply with the requirements of this grant and periodically inspect such
records to ensure that they are properly kept.
Records shall be retained for at least THREE (3) YEARS following the closure ofthe
most recent audit report and until any outstanding litigation, audit, or claim has been
resolved. Records are subject to inspection by CJD, or any state or federal agency
authorized to inspect the same,
4. Family Haven will furnish a full time liaison to work with a full time police investigator to
assist in the reduction and prosecution of violent crimes against women.
The Family Haven Liaison will:
A. Coordinate daily with Paris Police Crimes Against Women officer to receive new
referrals and track follow-up on open cases.
B. Coordinate all services to victims of violent crime within the city of Paris, which
includes counseling, accompaniment, transportation, and advocacy with the criminal
justice system and the Paris Police Department.

C. Assist with all phases of protective orders and other legal matters relating to Family
Haven clients within the city of Paris,
D. Coordinate with the Paris Police Department on needs assessment and cross training
for law enforcement and Family Haven staff and volunteers.
E. Act as primary liaison with all criminal justice offices concerning victims of violent
crime within the city of Paris.
F. Be on-call as needed; conduct individual counseling with victims, including crisis
intervention, goal setting, and referral to other social service agencies and the
criminal justice system, as needed. These services include individual, group, and
telephone counseling sessions, as well as providing assistance in obtaining Victims
Compensation; conducting or arranging for counseling of other family members as
requested; completing and maintaining all required forms and case notes relating to
Family Haven clients.
G. Assist with public education and public relation efforts of Family Haven within the
city of Paris.
H. The goal of the Crimes Against Women Unit is to reduce total crimes against
women/domestic violence by ten percent (1 0%) during the grant period. A quarterly
review of the status of the goals will be held by Family Haven and the Paris Police
Department.
5. Payment for the above to Family Haven will not exceed $30,222,00 annually and will be on
a reimbursement basis payable in a quarterly amount as show below:
A. December 1999, January 2000, and February 2000 to be paid on March 1,2000
($7,555.50)
B. March 2000, April 2000, and May 2000 to be paid on June 1,2000 ($7,555.50)
C. June 2000, July 2000, and August 2000 to be paid on September 1,2000 ($7,555.50)
D. September 2000, October 2000, and November 2000 to be paid on December 1,2000
($7,555.50)
6. Billing for the above will be provided in the same manner as it would be provided for
customary purchases in the absence of a grant and shall consist of a statement of the service
or other items provided and the basis for the billing rate. Family Haven will submit to the
City of Paris an itemized bill for services rendered, travel expenses, and supply costs under
the grant agreement.
7, In the event of a default by Family Haven, the City of Paris may cancel or suspend the
contract and Family Haven shall be entitled to recover for all services provided or materials
delivered prior to the cancellation date (or unused materials may be returned) and shall repay
any funds advanced for services not yet rendered.
8. All licenses, legal certifications, or inspections required for the services, facilities,
equipment, or materials, and all applicable state and federal laws and local ordinances must
be complied with by Family Haven. Failure to comply with this requirement shall be treated
as a default.
9. This contract shall automatically terminate on the grant expiration date or any extension date
thereof granted by CJD or upon termination of the underlying grant by CJD. All services
billed thereunder must be rendered within the grant period.
