The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Keith Flowers, Chairman.
A. The following members were present: Rick Hundley, Keith Flowers, James
O'Bryan, Mihir "Mark" Pankaj, and Mustafa Hashmi
B. The following members were absent: Chad Lindsey and John Lee
C. Also present were Carla Easton, City Engineer; Steve Clifford, Council Liaison;
Clyde Crews, Fire Marshal; Ashley Stumpf, Secretary for the Planning and Zoning
Commission; and concerned citizens.
2. Approval of minutes from previous meetings. (August 7, 2017)
Motion was made by Rick Hundley, seconded by Mihir "Mark" Pankaj to approve minutes
for the August 7, 2017 meeting. Motion carried 5-0.
3. Public hearing to consider and take action regarding the petition of Lawrence Thompson
for a change in zoning from Single -Family Dwelling District No. 2 (SF -2) to a
Single -Family Dwelling District No. 2 (SF -2) with a Specific Use Permit #46 (Recreational
Facility- Private), on Sperry's I" Addition, Block 2, Lot North PT 1, being located at 2815
West Campbell Street.
Public hearing was declared open.
A. No one spoke in favor.
B. Two individuals spoke in opposition.
Caroline Briley, 2510 W. Campbell Street, Paris, Texas, spoke in opposition. Ms.
Briley stated she had concerns that it would not stay maintained like other
recreation facilities in the area. Ms. Briley further stated that she had concerns
about the noise.
Alice Hearn, 795 28th Street N.W. Paris, Texas, spoke in opposition. Ms. Hearn
stated she had concerns about the noise, maintenance and children within the
neighborhood.
Bennie Battle, 1025 W. Houston Street Paris, Texas, spoke in opposition. Ms.
Battle stated she owned the property between Mr. Thompson and this vacant lot.
Ms. Battle further stated she hopes the commission will deny this request.
Public hearing was declared closed.
Motion was made by James O'Brian, seconded by Rick Hundley to deny the petition.
Motion carried 5-0.
4. Consideration of and action on the Final Plat of Lot 1, Block A, Christian Fellowship
Church Addition, located in the 3300 to 3400 Block of North Main.
Carla Easton reviewed the final plat with commissioners. Motion was made by Keith
Flowers, seconded by James O'Bryan to approve the final plat with recommendations.
Motion carried 5-0.
S. Consideration of and action on the Amended Final Plat Lot 1, Block A, AI Stor-N-Go
Addition CB 323, located at 2420 FM 79.
Carla Easton reviewed the final plat with commissioners. Motion was made by Rick
Hundley, seconded by Keith Flowers to approve the final plat. Motion carried 5-0.
6. Discussion Regarding The Potential Restriction of Parking Recreational Vehicles
(Including Other "Special Vehicles ", As Defined In The Code Of Ordinances, Ch. 22) of
Certain Dimensions Within Residential Areas.
Alan Efrussy, Planning Manager stated the history of the most recent discussion from the
last Planning and Zoning Commission meeting and City Council meeting. Recently,
Mayor Clifford inquired of staff as to how we can address the issue of larger RV's as
stored/parked in Paris residential neighborhoods. As a response to these inquiries, the
City staff suggested several draft amendments to Chapter 22: "Manufactured Homes and
Manufactured Home Parks" within the Paris Code of Ordinances, which includes
regulations for recreational and other special vehicles. These are enclosed as Exhibit A and
are shown in red font. To increase citizens' awareness of these issues, in conjunction with
obtaining citizen and city official input, staff recommended that this topic first be a
discussion item before both the Planning and Zoning Commission and the City Council.
For final approval, any ordinance changes would have to be heard before the commission
and council. Staff is also recommending that if approved, the ordinance adopting said
requirements would require that the subject special vehicles would not have to be removed
until after 180 days from ordinance adoption.
Discussion at the August 7, 2017 Planning and Zoning Commission meeting. The
following components were discussed at this meeting: (a) The commission agreed that this
concept should be explored to further aid in enhancing the aesthetic quality of the city's
single-family residential neighborhoods; (b) However, the commission wanted to address
with staff the following: the maximum height of 9' may prohibit storage on lots, as it is
thought that most, if not all RVs may be higher than 9'; concern about visitors to homes for
vacation, and not being able to park RVs (special vehicles) temporarily; the long-standing
history and expectation in Paris that RVs (and other special vehicles) can be stored/parked
on individual single-family lots; further clarification regarding maximum allowable length
for RVs; do we need a broader definition of "Special Vehicles"?; How do we address
"expandable" trailers regarding maximum length requirements?; and (c) City Attorney
Stephanie Harris stated she would work with city staff to: (1) make sure legal components
are addressed; (2) make sure the Code of Ordinance harmonizes with the Zoning
Ordinance; and (3) make sure there are no legal inconsistencies with all relevant city codes
and ordinances.
Discussion at the August 14, 2017 City Council meeting. The consensus of the City
Council was that consideration of storage of RVs in single-family residential areas is
worthwhile to evaluate, and that the council wanted the commission to review other
aspects of RV (Special Vehicle) regulations in these residential areas that it considers
appropriate, and to then re -submit those recommendations to the City Council.
The Planning and Zoning Commission had several concerns in regards to these changes to
the ordinance. The Commission believes the changes should be made slowly so it does not
cause problems where there is none. They also would like Mr. Efrussy to look into other
City's Ordinances to compare. Mr. Efrussy stated he would research their concerns and
submit it to the commission at a later date.
