06 - Board & Commission MinutesItem No. Minutes Traffic Commission City of Paris The Traffic Commission met on Tuesday September 05, 2017 at 51-15 P.M. in the Municipal Courtroom with the following mernbers, present. - 1 . Wendell Moore 2, Jason Warwick 3. John Eyler 4. Bill Sanders 5. Dennis Ashby The city staff was represented by Asst. Chief Randy Tutfle, Vice -Chairperson John Eyler called the meeting to order at 5:16pm. A quorum was established with five merTibers present, Mr. Eyler then moved to item #2 regarding approving rninutes from the August 01, 2017 meeting:. Mr. Warwick made a motion to approve minutes from August 01, 2017 meeting and second was r-nade by Mr. Moore. Motion carried 5-0, Mr. Eyler then moved to item #3 concerning discussion and possible action regarding the placement of stop signs at 7""' NE & Williams St, Mr. Tuttle advised members that Paris ISD Head Start had changed the drop off/pickup point for parents this, school year from the west side to east side of school. This increased traffic at the intersection of 7"h NE & Williams during start and end of school. Mr. Tuttle stated the intersection currently has no traffic control and it is recommended stop signs be placed stopping east and west traffic. After discussion Mr, Moore made a motion to place stop signs at 7"1 NE &' illiams stopping east and west traffic. The motion was second by Mr. Warwick and motion carried 5-0. Mr. Eyler then moved to item #4 regarding old business. Mr. Tuttle informed members that the No Outlet Sign discussed at August Ol't meeting had been installed at 42"' SE & Primrose. Mr. Tuttle also informed members that the request for a turn lane on FM 195, discussed at same meeting, had been forwarded to TXDOT by City Engineer and a resolution from council will follow. Mr. Eyler moved to item #5 regarding request for future agenda items, Mr. Sanders requested an agenda item on next meeting to discuss the intersection of S. Devin Blalock had to resign due to employment change. b) Festival of Pumpkins Is October 28"'. Flours have been changed to 9-5. We have lots of vendors, need sponsors. Board will have a tent, members will have a schedule to work that day. c) Mannequin Night- October 2l". Jill AwlrySimpson is in charge, Mythology, Folklore and Fables is the theme. Downtown merchants may need our help with organization, food truck parking, etc. d) Work plan ­ Debra Dresher, Texas Main Street Coordinator helped develop our priorities into Three Strategies and Four Principals (the Four Points). Cheri commended the work Laurie did on pulling the transforming strategies into action sheets for easier understanding. We want our Main Street to be nationally recognized, and want to always put our best foot forward. The Main Street program is nationally proven to work across the country. Cheri is providing access for the board to Roger Brooks' series of webinars on downtown revitalization and development. She will einail us all a link to the latest webinar and wants us to watch it, along with the Q&A, as she asked a question and received an answer during the session. Glee thanked Cheri and Laurie for all their work in making the work plan understandable lor us all, then opened the floor for nominations for committee chairs. Glee will take Design, John Brazile will take Promotions, and Laurie will take Economic Vitality. The post ol"Organization committee chair will be tabled for now and revisited next meeting. April Coward moved to accept the slate, Laurie seconded, and the motion passed. 5) Committee Liaison Reports - a) TIPC Glee reported the oldlIHS Gymnasium has been purchased, the new owner has brought the design for a new faqade to the HPC for approval. The Belford Apartments (pre -dates the Fire) on South Main has been deemed to need to be demolished'. b) PDA — Glee stated upcoming events are Antique Fair and Wine Fest, Trick or Treat on Halloween. The Christmas Parade has been scheduled, and Joan Mathis will be the Parade Marshal. c) Chamber of Commerce and V&CC — Becky Semple said that most local museums were very happy with the turnout for Stroll and Roll. Mannequin Night will have a tour of 50 people from Kansas stop in Paris for Mannequin Night, They are ttom the "Are We There Yet?" tour company, on their way to Magnolia Silos in Waco. Staying,at the Comfort Inn, d) Cleonne Drake talked about the Bed Races, sponsored by the Lamar County Crime Stoppers, on Sept, 30"' at the Fairgrounds. People can pay to vote for their favorite. There are currently eight teams, with a $200 entry fee. The hope is to eventually move the races to the Plaza. e) Market Square Aflair - Cheri said 90 tickets have been sold, max is 100. Setup begins Saturday as soon as the Market finishes, around 1:3,0-2. Need committee members to serve. Willing to give 9O days; if repairs not started, consider civil penalties. Siding is busting off and cracking. Exterior wood beginning to deteriorate and rot. Owner does not currently live there, but wants to repair and move back. Covering over front porch beginning to buckle and fall. Signs foundation is beginning to sink. Needs new roof. Robert Talley's recommendation: Repair within 90 days, including roof, foundation, missing and deteriorated wood, or back to BSC. Commission: Would like to reach out to groups/people in the community who help out people like Ms. Ausbie to assist in repairing this house. WeRiet, LLC, 39 Lamar Ave. Installation of window Marvin Gorley stated the company wanted to reestablish the window in the east wall of 39 Lamar Ave. The owners had taken off the wood that infill of to look at the where the window was previously located, Commissioner Dux had questions about the siding, and sheeting that would cover the side of the brick that has been exposed. The concern was that the sheeting would not snatch the character of the original building. Chairman Dux asked if there was any thought to going back to the original. Mr. Gorley stated that the only thing that the owner wanted to do was to match the existing front faqade. Commissioner Dux asked if the building owners were going to open up the transoms. Mr. Gorley explained that future plans to restore the property to original, but at this point the side window that was covered would be opened. Chairman Dux called for motion; Commissioner Hider made the motion to accept the installation of the new window as presented. Commissioner Dux seconded. Mr. Gorley stated that he appreciated the second, but would be willing to discuss with the owner if the window could be frarned leaving the brick exposed and cleaned if this could be an option to be added to the approval, Commissioner Hider amended his motion, and added the option to leave the brick showing if possible. Seconded by Chairman Dux, motion Carried 4-2, Commissioner Barbee abstained. B. Avanteusa, ltd 140 NE 2n, ST. Fayade changes and canopy addition- Michael Moore Mr. Moore explained that he had purchased what used to be Paris Machine Shop, a metal building for use as a call center. Mr. Moore explained that lie was interested in replacing the metal siding with new, adding a canopy to the front of the building, and some rock half way up on the faqade front. 'They owners are also going to cover and enclose the existing garage door and they will be covered with the same metal siding. Commissioner Dux noted that the building was on the outskirts of the historic district, and has no historical significance, and the clearly anything that was, done to would be an improvement. A motion was made by Commissioner Vandiver and seconded by Commissioner Alarid remove items A -D from the consent agenda for discussion and to leave itern E 1] 53 SE 16"' because the building cannot be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as desigiiated by the City Council of the City of Paris. Motion carried 7-0 A. 625 W. Washington Commissioner Steeley informed the commission because it was the black hospital, but the property has been left to ruin. Commissioner Steely said this was a prime example, and they could have taken this 10 years ago and tried to save. Commissioner Vandiver said she agreed, but nothing could be done now. A motion was unmade by Commissioner Steely to take no opposition to the demolition of this property because it rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris, seconded by Commissioner Hider, motion carried 7-0 B. 1 604 Pine Bluff, There was some discussion on the house. Commissioner Hider noted that it was on the Zillow website for a while. Connillissioner Dux noted it looked as if there were foundation problerns. Commissioner Vandiver noted that it looked like it was in pretty good shape, and Commissioner Steely stated he thought that Pine Bluff was fixed up pine bluff so things like this could be sold, and he wondered ifthis house was another house that they couldn't get out of the owners grasp, Commissioner Dux stated that a type of architectural style is not adequate to keep it off the list for BSC. The house is not in the historic district, it is not in a historic district, as far as they know there is no significance because of the owner of the house, and as far as the commission knows the only thing it represents is a craftsman style house from the early 1900's, and they don't really know what type of shape it is in otherwise. He reminded the commissioners that if they pull the house, it is their responsibility to come up with a written report, so if they do this, he will hope that one of the commissioners will do, the report. The Commission was in agreement that the craftsman style house made it significant to Paris historic fabric of the community. A motion was made by L,inda Vandiver to research the property details to deteri-nine if it could be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Seconded by Commissioner Steely, motion carried 7-0. Commissioner Steely and Commissioner Vandiver volunteered to bring a written report of their research to the commission at the meeting on October H, 2017 regularly scheduled meeting. C. 350 NE 8,"' & 339 NE 81h, Chairman Dux introduced items B & D pulled by Commissioner S,teele:y. Commissioner Steely asked the commission if any of them had looked at them. Commissioner Vandiver said that she: drove by it and the grass was very high. Commissioner Steely said that had been taken care of The con mission briefly discussed the houses, location and condition of the carport and ramp. There was sagging leaning carports, and leaning siding. Corm nissioner Steely said that he thought they should remove the carport and the rarnp, of one of the houses and it would be OK. Chairman T ux called for a motion. A rnotion was made by Steely and seconded by Commissioner Alarid to oppose the demolition of the structures. During the discussion Commissioner Dux asked Commissioner Steely why lie thinks they should not be torn down. Corm-nissioner Steely stated they need to be cleaned up and utilized and he felt that is up to Talley. Commissioner Dux asked Commissioner Steely if he would live in them. Commissioner Dux also reminded the commission that Talley (Code Enforcement) has a process. Commissioner Steely stated the Talley could come to the HPC meetings and give the commission the process. Commissioner Barbee and Alarid, and Hider stated that they did not feet they have enough information on the structures to vote. Commissioner Dux call for a vote was taken by show of hands; Corrimissioners Steely, Alarid, and Barbee opposed the demolition of the structures,. C olumi ssio tier Hider asked that before he make a decision for or against that he know what is the what the process was for the houses ending up on the demolish list. Commissioner Dux explained the code enforcement department has a process including attempts to contact the owners, work with the owner securing the structure to keep it frorn deterioration, or if the owner isn't interested in the property demolish it. He further explained that there was a concern, that the structures house vagrants who might be hull inside. Commissioner Steely recommended that Commissioner Hider go to the Building and Standards commission meeting next week and watch Robert Talley go through the whole process. He stated the BSC would override the HPC anyhow, and he felt something was fishy, Commissioner Alarid stated anything with Talley was fishy. Commissioner Hider stated lie was ready to vote. Commissioner Dux, Emmite, and Vandiver, and Hider voted NOT to oppose the demolition of the structures. The motion not to send the houses failed 4-3 so the commission will take no opposition to the demolition of the structures because they cannot be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Cheri gave the commission a review of the Historic Preservation Commission duties and powers, and reread demolition section of the ordinance as pertains to historic structures. She also told the commission based on the ordinance, the Coca-Cola property will be having a public hearing for the demolition of the Children's Wing located on their property at the next meeting. Between now and then, she will get with them to make sure everything in the bullet point on the ordinance is included in the packets given to the commission for the public hearing. She also, stated that the ordinance reads that the public hearing should be held within 30 days, of receiving the application, and so the public hearing date would be at the next meeting in October, but whatever the commission decided the property, any time frames would be retroactive to the August 2017 meeting. Cheri reviewed the powers and duties of the commission for the process of reviewing certificate of appropriateness and how to utilize the secretary of interior standards and desigp standards to make a decision and not to use personal opinion. Discussion on Alternative Materials in the Historic District; Commissioner Dux led a discussion on alternative materials and replacement windows. He noted a lot of different types of windows, mostly wooden windows, but some steel frame type still frorn pre -fire, still exist. Commissioner Hider noted that rnore specific guidelines would help the public and the commission makes a decision on windows since there: are so many types it might help to remove confusion on the part of the public as well. Commissioner Dux asked all changes that have been approved by the commission could be added as an addendurn to the design standards to be available to the public. Commissioner Dux reviewed of preservation briefs available by the National Parks Service, and it was also suggested by Commissioner Hider that these be added as a resource to our city webpage. Commissioner Dux suggested that the commission consider aluminum clad or fiberglass clad wooden windows be added to the standards. - No action was taken at this meeting, but Commissioner Dux requested it be placed on the next agenda, HPO Report: Cheri gave a report of the administratively approved COAs. Commissioner Alarid asked why the Belford Apartments were not on the agenda. Commissioner Dux stated he had received the information from Commissioner Alarid but didn't have tirne to discuss with the City Attorney the details. Commissioner Alarid interjected he felt it didn't niatter; Commissioner Alarid passed out to all the commissioners a written proposal recommending action on Belford apartments and asked that discussion be made at the next rnecting. Commissioner Dux said lie would look over the proposal and talk to the City Attorney. Commissioner Aland stated it was a waste of time to talk to Stephanie (City Attomey) but Commissioner Dux could; however he stated he thought the commission could ,send to council on their own, and the city attorney would reject everything anyway, Commissioner Dux stated that he would talk to her in any case, Commissioner Steely brought several maps of individual's property that owe back taxes and asked the commission if they were interested to review it after the meeting. Commissioner Dux requested the commission discuss what the procedure is for someone doing work without a Certificate of Appropriateness in the historic district. Discussion Regarding The Potential Restriction Qf Pal -king Recreational Vehicles (Including Other "Special Vehicles ", As De odc Cif Ordinances, Ch. 22) cif',fined In The (, Certain Dimensions Within Residential Areas, Alan Efrussy, Planning Manager stated the history of the most recent discussion from the last Planning and Zoning Commission meeting and City Council meeting. Recently, Mayor Clifford inquired of staff as to how we can address the issue of larger RV*,s as stored/parked in Paris residential neighborhoods. As a response to these inquiries, the City staff suggested several draft amendments to Chapter 22: "Manufactured Homes and Manufactured Home Parks- within the Paris Code of Ordinances, which includes regulations for recreational and other special vehicles. These are enclosed as Exhibit A and are shown in red font. To increase citizens' awareness of these issues, in conjunction with obtaining citizen and city official input, staff recommended that this topic first be a, discussion item before both the Planning and Zoning Commission and the City Council. For final approval, any ordinance changes would have to be heard before the commission and council. Staff is also recommending that if approved, the ordinance adopting said requirements would require that the subject special vehicles would not have to be removed until after 180 days from ordinance adoption. Discussion at the Augyst 7, 2017 PlanninLy and Zoninv Commission meeting. The following components were discussed at this meeting: (a) The commission agreed that this concept should be explored to further aid in enhancing the aesthetic quality of the city's single—family residential neighborhoods; (b) However, the commission wanted to address with staff the following: the maximum height of 9" may prohibit storage oil lots, as it is thought that most, if not all RVs may be higher than 9'; concern about visitors to homes for vacation, and not being able to park RVs (special vehicles) temporarily; the long—standing history and expectation in Paris that RVs (and other special vehicles) can be stored/parked on individual single—family lots; further clarification regarding maximum allowable length for RVs; do we need a broader definition of "Special Vehicles"?; I -low do we address "expandable"' trailers regarding maximum length requirements?; and (c) City Attorney Stephanie Harris stated she would work with city staff to: (1) make sure legal components are addressed; (2) make sure the Code of Ordinance harmonizes with the Zoning Ordinance; and (3) make sure there are no legal inconsistencies with all relevant city codes and ordinances. Discussion at the August 14, 2017 Cit Council taneetin . The consensus of the City Council was that consideration of storage of RVs in single—family residential areas is worthwhile to evaluate, and that the council wanted the commission to review other aspects of RV (Special Vehicle) regulations in these residential areas that it considers appropriate, and to then re—submit those recommendations to the City Council. The Planning and Zoning Commission had several concerns in regards to, these changes to the ordinance, The Commission believes the changes should be made slowly so it does not cause problems where there is none.
