The Airport Advisory Board meeting was called to order by Tim Marks, Chairman at 5:30
p.m.
A. The following members were present: Daniel Roach, Matt Birch, Tim Marks, and
Tim Bullock.
B. The following members were absent: Ray Ball, Jim Noble and Anna Spencer
C. Also present: John Godwin, City Manager; Carla Easton, City Engineer; Paula
Portugal, City Council; and Ashley Stumpf, City Staff.
2. Approval of minutes from previous meeting. (July 20, 2017)
Motion was made by Tim Bullock, seconded by Daniel Roach to approve the minutes
from July 20, 2017 meeting. Motion carried 4-0.
3. Discussion regarding delinquent hangar rentals.
Ashley Stumpf, City Staff stated that City Attorney sent letters to Mr. Smyers and Mr.
Hiller on August 15, 2017. The letters stated "This letter is your Final Notice that, if the
payment is not received within 30 days from the date of the letter, the City would be
forced to consider all legal options for collecting the debt, up to and including termination
of the hangar lease". Mrs. Stumpf stated that their payments have not been received as of
Friday, September 15, 2017. Mrs. Stumpf further stated she would find out the next step
from the City Attorney.
4. Discussion regarding repaving Collier Drive.
Carla Easton, City Engineer stated she is speaking with TxDOT to fix the damage they
have created into the construction entrance. John Godwin, City Manager stated the Public
Works Department is planning on doing a chip seal in the spring for Collier Drive.
S. Discussion and action regarding rental fees for the new hangar.
John Godwin, City Manager gave the board a hand out for the average hangar rental fees
for the areas in Texas. The hand out showed that East Texas average monthly hangar rate
is $136.00. Mr. Godwin stated that our current monthly hangar rate is $165.00. Mr.
Godwin stated that he believes that the new hangars rate should be higher and that we
might look at letting loyal hangar renters have the first chance for the new hangars. The
Airport Advisory Board agreed with Mr. Godwin's comments. Motion was made by Matt
Birch, seconded by Tim Bullock to allow the loyal renters to have the first chance for the
hangars and for the rental prices to be $185.00 and $195.00 per month for the new
hangars. Motion carried 4-0.
6. Discussion regarding the new hangar construction project.
Carla Easton, City Engineer stated the walls on the inside are up and the paving work
should be poured next week. Mrs. Easton stated at this time the hangar has no electricity
but it should be up and running soon. Mrs. Easton further stated that there have been a few
concerns from other hangar owners about drainage. We have contacted the Engineer on
the project about the concerns and they are looking into the issue.
7. Tour the new hangar construction project.
Carla Easton, City Engineer gave the Airport Advisory Board a tour of the new hangar.
8. Requested items for future agendas. Delinquent hangars, discuss development
opportunities and new hangar construction project.
9. Meeting adjourned at 6:03 p. m.
