SUBJECT: NW EMS STATION - REJECTION OF ALL BIDS

BACKGROUND: Oil October 14, 2016, the City Council authorized a contract with Denney
Architects for design of a new EMS Station to be located on NW 19"' Street. The plan drawings
are complete for a 2,800 square foot building that includes 2 bedrooms, 2 bathrooms, kitchen,
workroom, lounge and 2 ambulance bays. The project ject was advertised to receive bid proposals
for construction of the station, and the anticipated project cost was $400,000.
STATUS OF ISSUE: Oil November 7, 2017, the City hosted a bid opening for this project and
received (2) responsive bid proposals. Archer Construction & Design submitted the low bid ill
the amount of $721,788.00. The architect of record has provided a recommendation of award to
Archer Construction & Design, should funding be available.
The project was budgeted at $300,000 out of the general and capital project funds. Due to
shortage of funds to cover the total project cost, Staff recon-irnends to reject all bids at this time.
We will work with the architect on options to value engineer the site and the structure, and
potentially rebid the project at a future date. We will return to the Council with a
recommendation.
BUDGET: None required for this action.
RECOMMENDATIONI Reject all bids for construction of the NW EMS Station.
