The meeting was called to order with the following members in attendance:

OLD BUSINESS:
1. Agreed to delay discussion on Saber Aviation and to delete it from the
agenda, until requested at a later date.
2. Discussion of change in ordinances:.
a. Definition of Aeronautical activity discussed and approved as
stated in ordinance.
b. Permits
c. Emergency Training
3. A recommendation was made by Eric Clifford and seconded by Joe Qurres and
agreed upon by the board that the City Attorney review the City Ordinance
and add any Federal or State Insurance requirement that may be applicable.
4. The board recommended the City Attorney review and update all ordinances
to reflect currant activities approved at Coxfield.
5. Twenty new lights have been installed which makes a marked improvement
in the Airport lighting.
6. Agenda was set up for February:
a. The gravel road.
b. New T. Hanger
c. Possible grants and funding.
NEW BUSINESS:
1. Dr. Lawrence Mann M.D. inquired about the feasibility of lighting on or near
his hanger.

The minutes of the January 28, 1986 meeting were approved as read.
OLD BUSINESS:
I. Gravel Road: Due to the potential damage that might occur from gravel being
thrown from the road in front of the T. Hangers to the taxiway, the Advisory
Board recommends to the City Council that every effort be made to blacktop
the gravel road at the earliest possible time.
2. New T. Hangers: Tabled discussion until the next meeting.
3. Possible grants and funding: Grants for resealing the runway and taxiway
surfaces have been approved; however, funds have not been released by T.A.C.
We must await T.A.C. approval before going out to bid on this project.
NEW BUSINESS:
1. Next Airport Advisory Meeting will be April 29, 1986, at 6:00 P.M. Hereafter
the Board will schedule regular meetings every two months. In the event
there is a need, the president will call a special meeting.

OLD BUSINESS:

1. Gravel Road: Eric Clifford reported that it will take about $5,000. to
blacktop the gravel road by the "T" hangers. There is $3,,356.22 in the
budget for street and alley repairs. The committee moved, seconded and
passed a recommendation that the City expend the budgeted amount on the
cost of a blacktop surface on the gravel road by the "T" hangers. This
work should be undertaken at the earliest possible time.
2. New "T" Hangers: This item was tabled until the next meeting.
3. Possible Grants and Funding: This situation has not changed since the
last meeting. The approved funds have not been released by T.A.C. The
City cannot seek bids on this project until the funds are released.
NEW BUSINESS:
1. The next Airport Advisory Board meeting will be July 29, 1986. In the
event there is a need, the president will call a special meeting.
2. The Advisory Board recommends to the City Council that every effort and
action possible should be implemented as soon as possible to bring
Cox Field into compliance with FAA requirements in an effort to have
T.A.C. release the funds that have been approved.

We are aware that a fireman from the city is scheduled to attend the
Aircraft Crash. Fire Rescue firefighting course in Lubbock in August. We
commend the city and recommend that person pass on this valuable training
to pertinent city.and airport firemen.
7. The single point jet fuel hose at the fuel farm was leaking. The hose
should be fixed.

Minutes from the April 29, 1986, meeting were approved as read.
Old Business:
1. Gravel Road: As a result of the April 29th meeting, the committee
recommended the City expand the budget enough to supplement the
budget enough to'supplement the $3,356.22 already earmarked for
a blacktop surface on the gravel road by the "T" hangars. Six
thousand ($6000.) has been put in the budget for this purpose, and
we will await the council's action on the budget for the next
fiscal year. The need is more acute than ever.
2. New "T" Hangars: The information on this item is still not sufficient
to take any action. This item will be put pack on the agenda at a
later date.
3. Grants and funding: The approved funds still have not been released.
The city is in the process of passing an ordinance on self - fueling
aircraft at Cox Field. A second requirement is that the city submit
a comparative cost study on operation of the airport by the City of
Paris vs. Saber Aviation. It is the board's understanding that
nothing has been done on this required study as of this date.
After a careful study of the proposed ordinance No.86 -025, the board
feels that this ordinance is unduly restrictive, unrealistic and not
in the best interest of the pilots operating from Cox Field. The
board recommends that no further action be taken on this ordinance.
In addition, the Airport Advisory Board also requests a minimum of
30 days to draft a more realistic ordinance and submit it to the City
Council through the City Attorney.
4. Permits: Two permits are to be considered:
a. Randall Stephens of Stephens Ag Air has a temporary
permit now. All paperwork being in order, the board
recommends approval.
b. Saber Aviation requests a permit for pilot training.
The necessary paperwork and insurance being in order,
the board recommends approval. This permit for single -
engine aircraft only.
5. Air Service: Burress reported on the actions of the Air Service
Committee of the Chamber of Commerce in meeting with
Altus Air and Executive Express. The chairman of the
air service committee recommended to the Transportation
Board that Altus Air be approved as the carrier for
Paris.
6. Proposed Radio Towers: The Advisory Board reviewed the location pro-
posed of radio towers in the county. These towers may
have been approved by the FAA. However, the board feels
that the tower near the Powderly Airport is a definite
hazard to flight. The Advisory Board and the City of
Paris are not otherwise directly involved in approval
or disapproval of these towers. Individual pilots are
encouraged to comment on the approval of such towers
at the appropriate time.
New Business:
1. The Airport Advisory Board discussed the advisability of the
extablishment of an airport authority for the City of Paris.
The Advisory Board requests permission for Bill Boothe, Chairman,
Joe Burress and Eric Clifford to appear before the City Council on
Monday, August 11, to present this proposal. Joe Burress will con-
tact the City to get this matter placed on the Agenda.
2. The Advisory Board requests Jim Collier write a letter for the
status of our ADF /DME Antennae and advise the board at the next
meeting..
3. Next Airport Advisory Board Meeting will be August 29, 1986, at 6:00 P.M.

Old Business:
1. Report on the gravel road: There has been no progress on this discussion.
2. Airport Authority Proposal: The board plans to have a workshop on this
matter on October 7 at 4:00 P.M.in order to educate the board on this
item.
3. Report on Fueling Ordinance: No action has been taken by the board
toward recommending a revised ordinance to the city.
4. Report on DME Antenna: The DME is operational at this time.
NEW BUSINESS:
1. Susan Kennemer, the new agent for Executive Express, was introduced to
the board by Jim Collier. She gave the schedule for flights in and out
of Paris. The board received this schedule as information only.
2. New Permits:
a. Executive Express requests a FAR 135 Permit. THe board recommends
approval by the City Council of this permit.

The minutes of the September 30, 1986 meeting were approved as written.
Old Business:
1. It was moved, seconded and approved that the Advisory Board
recommend to the City Council that we use the money presently
in account number 20 -61 -00 -0407 to oil the surface of the airport
gravel road; the distance is approximately 100 yards. It is
recommended that this work be accomplished before the end of
the year.
2. Revision of the refueling ordinance:
Eric Clifford has no report at this time, and he asked this
item be included on the agenda for the next meeting.
3. Report on airport authority: This item was deferred until
the March meeting.
4. The 99er's have contacted the local Executive Air Co. and
offered to assist the company in any way possible with a
publicity promotion activity. So far the company represent-
ative has not requested any specific assistance.
5. Annaul review of permits:
a. Aero Dust and Spray - Mr. James Wren - the committee recommends
approval.
b. Executive Express for scheduled commuter service - the
committee recommends approval of this permit upon receipt
of the proper certificate by the airport manager.
c. Mr. Bruce Sessions - agriculture operation- the committee
recommends approval of this permit.
d. Mr. Austin Ellis - pilot training: The committee recommends
approval of this permit.
e. Stephens Ag Air - agricultural operation only. The committee
recommends approval of this permit.
f. Mr. Boxwell for Paris Center for Aviation - maintenance of
airframe and power plant. The committee recommends approval
of this permit.
g. Saber Aviation for aircraft sales and miscellaneous aviation
sales and the sale of aviation products (fuel and oil): the
committee recommends approval of the permit for aircraft sales
and miscellaneous aviation sales; however, due to the inability
of the company to secure two million dollars liability insurance
coverage, the committee recommends this part of the permit not
be renewed until such time as it is possible to secure the
required $2,000,000 insurance or the lease contract be changed
to require only $1,000,000. liabilty insurance.

COMMITTEE MM�ITTEE REPORT ON COX FIELD
Facilities are above average for commercial aviation with
need for greater utilization of this service.
2. Greatest need is for updating of airport for general aviation
use.
3. Airport management is adequate. Manager is fair, and no com-
plaints of discrimination or poor service have been received.
The manager,, who is also the Fixed Base Operator, is attempt-
ing to promote airport facilities.
4. Aircraft maintenance is not adequate.
a. No one available to handle all maintenance
demands regularly.
b. No space available fox shop and tools suitable
for the maintenance of aircraft.
c. No person available on Field qualified to li-
cense aircraft for air worthiness. (Aircraft
must be transported off field for certificate.)
d. No area avail -able for aircraft washing.

10. Aircraft Sales
a, Fixed. Base Operator is authorized dealer for
Piper aircraft. However, no provision for
service is available on airport.
11. Aircraft storage and tie -down inadequate.
a. This deficiency demands immediate attention,
as transient aircraft cannot be hangared.
b. It is recommended that hangar space be made
availably: for corporate aircraft which call
on Paris business and industries, as these
aircraft are being flown to Dallas for
overnight storage.
c. T Hangar (for individual aircraft) construction
should be uniform in appearance, it is rec-
ommended that specifications and leasing re-
quirements be adopted, in order to stimulate
the orderly construction of hangars for small
aircraft.
12. Runways and Taxiways are above average.
a. There is need for constant care to keep the
above in good condition. Fence at end of
runway was object of complaint by F.A.A.,
and it is recommended that this fence be re-
located as soon as possible.
b. Runway lights are adequate, but there is a
need for the addition of taxiway lighting.
c. F.A.A. has recommended the installation of
lighted windsock.

maintenance shop, the storage of transient and corporate aircraft,

aii,ports have this facility.
