1. The Building and Standards Commission Meeting was called to order by
Chad Brown at 3:OOP.M.
2. The roll was called by Brad Archer.

3. Approval of Minutes of December 16, 2002:
A motion was made by Mary Crumpler to approve the meeting minutes, and the
motion was seconded by Harrell Tippitt. The motion carried unanimously.
4. General discussion on the function of the Building and Standards
Commission and the Substandard and Dangerous Buildings and Structures
Ordinance:
Tommy Haynes led the discussion and fielded questions from the members of the
Commission.
5. Presentation, discussion of and possible action on draft rules to conduct
meetings and public hearings:
John Lestock explained the drafted rules. Harrell Tippit made a motion to approve
and adopt the rules as they were presented, and the motion was seconded by Brad
Archer. The motion passed unanimously.
6. Update on status of City of Paris being designated as a Certified Local
Government:
Tommy Haynes stated that we are still waiting on approval at the Federal level.
7. Update on status of development in Code Enforcement cases:
Tommy Haynes informed the Commission that 15 cases were being developed for
our review.
8. Items to be included in the February agenda:
a. Presentation and possible action on adopting forms for Commission process
and procedures.
9. The meeting adjourned at 4:15 P.M.

order at 3:OOP.M.

3. Approval of Minutes of January 27, 2003:
A motion was made by Chad Brown to approve the meeting minutes, and Harrell
Tippitt seconded the motion. The motion carried unanimously.
4. Pass out to members of the Commission the adopted rules to conduct
meetings and public hearings:
John Lestock, Assistant City Attorney, presented the rules to the Commission.
Mr. Lestock and Mr. Haynes led the Commission in discussion and interaction
regarding the rules as they were previously approved.
5. Status on identification of burned out homes for possible demolition:
Tommy Haynes passed out case files of several burned out homes for the review
of the Commission. These files were presented to demonstrate the types of cases
that would be reviewed in the near future. Some of the cases presented were to be
further reviewed for historical significance and for Owner location. This more
detailed review will be necessary to ensure that the first cases reviewed by the
Commission will be successful. It is hoped that the success of these cases will
demonstrate the effectiveness of the Building and Standards Commission.
6. Update on status of City of Paris being designated as Certified Local
Government:
Mr. Haynes stated that Paris has now been approved as a certified Local
Government.
7. Items to be included in the May agenda:
It was agreed that there would be no May meeting, as there are no cases ready to
be addressed by the Commission. This time will be used by the City to further
develop the cases, and to notify the property Owners that their residences are
being reviewed.

Thursday, August 21, 2003

1. Chad Brown called the Building and Standards Commission Meeting to
order at 4:OOP.M.

3. Approval of Minutes of April 21, 2003:
A motion was made by Chad Brown to approve the meeting minutes, and Harrell
Tippitt seconded the motion. The motion carried unanimously.
4. Training session regarding procedures on future matters coming before the
Commission:
John Lestock, Assistant City Attorney, conducted the training session.
Each case will begin with the Code Inspectors. Once they have located a
building that meets the criteria for a substandard building, a notice of violation
will be sent to the property owner(s) and lien holder(s) via certified mail and an
ad will be placed in the newspaper. Eleven days notice is required before the
hearing.
After the notice of violation has been served the case can go to a hearing before
the Commission. The Commission will be presented with a file for each case
being heard. These files will contain pictures and other information needed to
decide each case. The Code Inspector will make a recommendation for each case
and then the property owner will be able to make their case. A case can be heard
without the property owner being present if the notice of violation has been
properly presented.
After the code inspection official and the property owner have both been heard
the Commission will deliberate their decision and sign a form that declares their
judgment for the case. The Commission can order that the property be vacated,
secured, repaired or demolished. Civil penalties can also be defined and assessed
if the action required by the Commission is not carried out within the time frame
set in the judgment. The Commission can also grant a continuance if it is
warranted. Mr. Lestock cautioned the Commission about granting too many
continuances. He also stated that granting multiple continuances on the same case
can be a problem. Continuances over thirty days must be issued only because of
the scope or complexity of the work. In these cases the property owner must
present the Commission with a plan and/or schedule for the work.

3. Approval of Minutes of August 21, 2003:
A motion was made by Pike Burkhart to approve the meeting minutes, and Chad
Brown seconded the motion. The motion carried unanimously.
4. Public hearing to consider presentations by Code Inspector of the City of
Paris, and owner(s) and / or lien holders of the below listed properties which
have been given notice of a violation of City Ordinance that structures need
to be demolished because of fire damage:
A. 2306 W. Kaufman Street, Lot 18, City Block 203
This property had been demolished prior to the hearing. No action was
required.
B. 3171 Lamar Avenue, Lot 4, City Block 296
This property had been demolished prior to the hearing. No action was
required.
C. 2600 Pine Bluff Street, Lot 14, City Block 255 -A
Building burned on 06/20/00. Owner spoke and said building would be
demolished this week. Patrick Brown made a motion that the building be
demolished within 30 days with a $1000 per day civil penalty if the
building was not demolished within the 30 days. The motion was
seconded by Mary Crumpler. The motion carried unanimously.
D. 933 E. Grove Street, Pt. Of Lot 12 & 13, Block 1, Fitzhugh Addition
Mary Crumpler made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within 30 days. The motion was seconded by Harrell Tippitt. The motion
carried unanimously.
E. 1702 W. Houston Street, Lot 10, Block B, Westview Addition
Patrick Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within 30 days. The motion was seconded by Mary Crumpler. The motion
carried unanimously.

Patrick Brown made a motion that the building be repaired within 30 days
with a $1000 per day civil penalty if the building was not repaired within
the 30 days. The motion was seconded by Chad Brown. The motion
carried unanimously
C. 2821 Bonham St.
Harrell Tippitt made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. The motion was seconded by Patrick Brown. The
motion carried unanimously.
D. 949 E. Grove Street
Harrell Tippitt made a motion that the building be repaired within 30 days
with a $1000 per day civil penalty if the building was not repaired within
the 30 days. The motion was seconded by Lucius Joe, Jr.. The motion
carried unanimously
E. 1400 Cedar
Harrell Tippitt made a motion that the building be demolished within 60
days with a $1000 per day civil penalty if the building was not demolished
within the 60 days. The motion was seconded by Mary Crumpler. The
motion carried unanimously.
F. 1433 South Main
Patrick Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. The motion was seconded by Mary Crumpler. The
motion carried unanimously.
G. 124 NW 13th
Lucius Joe, Jr. made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. The motion was seconded by Harrell Tippitt. The
motion carried unanimously.
H. 403 NE 14th
Lucius Joe, Jr. made a motion that the building be demolished within 60
days with a $1000 per day civil penalty if the building was not demolished
within the 60 days. The motion was seconded by Harrell Tippitt. The
motion carried unanimously
I. 338 NE 3rd
Chad Brown. made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. The motion was seconded by Mary Crumpler. The
motion carried unanimously

A motion was made by Lucius Joe, Jr. to approve the meeting minutes, and Mary
Crumpler seconded the motion. The motion carried unanimously.
4. Public hearing to consider presentations by Code Inspector of the City of
Paris, and owner(s) and / or lien holders of the below listed properties which
have been given notice of a violation of City Ordinance that structures need
to be demolished because of fire damage:
A. 106 NE 12th, Lot 3, City Block 32 -E
The property Owner, Mr. Michael King, stated that he intends to repair the
property. Mr. King requested that the Commission grant him 60 days to
complete the repairs. Mike Alexander suggested that the Commission
grant Mr. King's request.
Pike Burkhart made a motion that the building be repaired within 60 days
with a $1000 per day civil penalty if the building was not repaired within
the 60 days. Brad Archer seconded the motion. The motion carried
unanimously.

B. 745 Graham, Lot 5, City Block 45
Ms. Cleata Mathis was present. She was there to make the Commission
aware that she had sold the property about three weeks before the meeting
to Mr. Mike Fox. Mr. Fox was present and told the Commission about his
plans to repair the property.
Brad Archer made a motion that the building be repaired within 60 days
with a $1000 per day civil penalty if the building was not repaired within
the 60 days. Patrick Brown seconded the motion. An additional request
was made of Mr. Fox to secure two upstairs windows, which had been
destroyed by the fire. The Commission requested that the windows be
secured as soon as possible. Mr. Fox agreed to do this. No official order or
civil penalties were attached to this request.
C. 448 NE 16a', Lot 36, City Block 70 -B
Mr. Mike Taylor was present as the Owner of the property. He stated that
he would have the building demolished.
Pike Burkhart made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Harrell Tippitt seconded the motion. The motion
carried unanimously.
D. 1050 E. Booth, Lot 9, City Block 69 -B
There were no comments from the audience concerning this property.
Chad Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Brad Archer seconded the motion. The motion carried
unanimously
E. 1809 E. Cherry, Lot 4, City Block 227 -A
There were no comments from the audience concerning this property.
Brad Archer made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Mary Crumpler seconded the motion. The motion
carried unanimously.
F. 1414 W. Sherman, Lot 8, City Block 218
There were no comments from the audience concerning this property.
Lucius Joe, Jr. made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Patrick Brown seconded the motion. The motion
carried unanimously.

G. 2055 W. Sherman, Lot 8, City Block 213
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Patrick Brown seconded the motion. The motion
carried unanimously.
H. 1758 W. Shiloh, Lot 10, Block 5, Colonial Addition
There were no comments from the audience concerning this property.
Brad Archer made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Lucius Joe, Jr seconded the motion. The motion
carried unanimously
I. 717 SE 23rd, Lot 26, and Part of 25, block 2, Stellrose Addition
Mr. Kenemore was present and he discussed his plans to repair the
property. Mr. Kenemore also stated that the building burned over a year
ago and the insurance settlement had been used to purchase a new home.
Mr. Kenemore also made mention of his back condition and asked that the
Commission grant him the opportunity to work on the building for 90 days
and return before the Commission to show his progress. Mr. Kenemore
also asked that no civil penalties be assessed. The Commission expressed
concern that this could set a precedent for other cases, and given the
number of properties to be reviewed the Commission felt this was
inappropriate.
Pike Burkhart made a motion that the building be repaired or demolished
within 60 days with a $1000 per day civil penalty if the building was not
repaired or demolished within the 60 days. Brad Archer seconded the
motion. The motion carried unanimously
