3. Approval of Minutes of November 17, 2003:
A motion was made by Pike Burkhart to approve the meeting minutes, and Mary
Crumpler seconded the motion. The motion carried unanimously.
4. Public hearing to consider presentations by Code Inspector of the City of
Paris, and owner(s) and / or lien holders of the below listed properties which
have been given notice of a violation of City Ordinance that structures need
to be demolished because of fire damage:
A. 254 5a' Street SE, Lot Pt. of 9 & Pt. of 10, Block B, Finn Place
Addition
Mr. Ken Cannon, the Associate Pastor of First Baptist Church, was present
to represent the property Owner, First Baptist Church. First Baptist has
recently gained possession of the property and they have asked for 90 days
to demolish the structure. Mr. Cannon stated that 1/3 of the project will be
completed every 30 days to comply with the request of 90 days. First
Baptist will be using donated labor from members to complete the
demolition. Mike Alexander recommended approval of the request.
Mary Crumpler made a motion that the building be demolished within 90
days without any civil penalties. Pike Burkhart seconded the motion. The
motion carried unanimously.

B. 761 Wood Street, Lot S 93' of 2 & 3, Block 1, Pickard Addition
There were no comments from the audience concerning this property.
Brad Archer made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Patrick Brown seconded the motion. The motion carried
unanimously.
C. 2205 W. Kaufman, Lot 7, City Block 208
Ms. Grace Johnson was present as Owner of the property. Ms. Johnson
has been working on the property and stated that she needs 30 days to
complete her repairs.
Mary Crumpler made a motion that the building be repaired within 30
days with a $1000 per day civil penalty if the building was not repaired
within the 30 days. Pike Burkhart seconded the motion. The motion
carried unanimously.
D. 552 Graham Street, Lot 5, City Block 53
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished within 30
days with a $1000 per day civil penalty if the building was not demolished
within the 30 days. Brad Archer seconded the motion. The motion carried
unanimously
5. Amendment to Ordinance Number 2003 -010 regarding the property at 124
13th Street NW. Wrong address on paragraph two.
A motion was made by Pike Burkhart to approve the amendment and Chad
Brown seconded the motion. The motion carried unanimously.

There were no comments from the audience concerning this property.
Harrell Tippitt made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Lucius Joe, Jr. seconded the motion. The motion carried
unanimously.
E. 717 4d' NW, Lots 8 & 8 -A, City Block 89
There were no comments from the audience concerning this property.
Lucius Joe, Jr. made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Mary Crumpler seconded the motion. The motion carried
unanimously
5. Status of the properties that the Commission has issued orders.
Tommy Haynes addressed the Commission concerning the cases that have been
heard. Orders have been issued on a total of 26 houses not including the homes
listed above.
• 8 houses have been demolished by the Owner
• 6 houses have been demolished by the City at an approximate cost of
$21,000, which is well within the City's budget of $80,000 for demolition.
• 3 houses have been repaired by the Owner. These houses were repaired
within the time frame issued by the Commission.
• 1 house is in the process of being repaired. The deadline for the repairs on
this house is tomorrow.

• 4 houses are ready to demolish. The City is currently taking bids on this
work.
• 4 orders were issued in January and those properties are currently in the
30 -day grace period allotted by the Commission. Mr. Haynes anticipates
that the City will demolish these homes.
Mike Alexander states that he ahs received more cooperation from property
owners concerning substandard buildings since the previous orders have been
carried out. Several properties have not been presented to the Commission
because they have been repaired or demolished before the Commission could hear
the case. Mr. Haynes also states that the City has seen an increase in demolition
permits as a result of the Commission's actions.

A motion was made by Harrell Tippitt to approve the meeting minutes, and Chad
Brown seconded the motion. The motion carried unanimously.

have been given notice of a violation of City Ordinance that structures need
to be demolished because of fire damage:

There were no comments from the audience concerning this property.
Patrick Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Chad Brown seconded the motion. The motion carried
unanimously.
B. 537 8a' Street N.E., Lot 4, City Block 63 -A
Mrs. Pat Tibbs addressed the Commission concerning this property. She
asked that she be given 60 days to demolish the building due to inclement
weather and difficulty scheduling a dumpster.

Harrell Tippitt made a motion that the building be demolished within 60
days with a $1000 per day civil penalty and, if the building is not
demolished within the 60 day time period, the City will demolish the
building. Greg Wilson seconded the motion. The motion carried
unanimously.
C. 3433 d Street S.E., Lot 1, City Block 117
Mrs. Connie Justice was present. She stated that the building had been
demolished and all debris had been removed.
Greg Wilson made a motion that no action be taken, as Mrs. Justice had
complied with the request of Code Enforcement and demolished the
building. Harrell Tippitt seconded the motion. The motion carried
unanimously.
D. 436 W. Provine Street, Lot 11, City Block 99
There were no comments from the audience concerning this property.
Patrick Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Greg Wilson seconded the motion. The motion carried
unanimously.
E. 653 4h Street N.W., Lot 10, City Block 89 -A
There were no comments from the audience concerning this property.
Greg Wilson made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Harrell Tippitt seconded the motion. The motion carried
unanimously

Mrs. Linda Martinez addressed the Commission concerning this property.
She has pulled a demolition permit and dumpsters are now on site. She has
stated that they will be demolishing the residence by hand and salvaging
some of the lumber. She asked the Commission for 45 days to complete
the demo.

days with a $1000 per day civil penalty and, if the building is not
demolished within the 45 day time period, the City will demolish the
building. Mary Crumpler seconded the motion. The motion carried

There were no comments from the audience concerning this property. Mr.
John Bell has stated to Mike Alexander that he will be demolishing the
building.

building. Mary Crumpler seconded the motion. The motion carried
unanimously.
